About this file

This is a Performance Work Statement for vault toilet cleaning services at six recreation sites managed by the BLM-Utah, Paria River District in Southern Utah and Northern Arizona. The contract covers twelve vault toilets across facilities including Whitehouse Campground, Buckskin Trailhead, Wire Pass Trailhead, Stateline Campground, (Paria) Pahreah Town Site in Kane County, Utah, and Condor Viewing Site in Coconino County, Arizona. The base contract period runs from May 1, 2026 through April 30, 2027, with four optional one-year renewal periods. The contractor must provide all labor, equipment, transportation, water, and materials necessary to clean and sanitize the facilities according to the specified schedule and performance standards.

The contractor is responsible for furnishing cleaning supplies, toilet paper (approximately 2,000 rolls annually), water (50-70 gallons weekly), disinfectant products complying with USDA BioPreferred standards, Material Safety Data Sheets for all chemicals, personal protective equipment, and a suitable vehicle for site access. Cleaning tasks include disinfecting all toilet surfaces and fixtures, cleaning vault building interiors and exteriors, stocking toilet paper and hand sanitizer, picking up garbage within ten feet of buildings, controlling pests using green products, dusting, wet mopping, and window washing. Service frequency varies by site and season, ranging from zero to four times weekly, with adjusted holiday cleanings required for ten high-use weekends at three specified locations. Work must be performed on weekdays (Monday-Friday) during daylight hours from sunrise to one hour after sunset, except for holiday weekend services. The contractor must submit a work plan within 15 business days of award, maintain site sign-in sheets, provide date-stamped photographic documentation upon request, and submit monthly invoices through the Invoice Payment Platform. The BLM reserves the right to request ten extra cleanings during the contract year, which must be confirmed within 24 hours and completed within two calendar days. Deficient or unperformed work may result in forfeiture of billing for that site visit, and three repeatable offenses may be grounds for contract termination.

The scope of the contract is to provide all labor, equipment, transportation, water, and materials to clean and sanitize vault toilets to the standard and specifications outlined in this document. A cleaning schedule (see Attachment 4) is provided and is to be followed throughout the term of the contract.

III. Definitions

As used throughout this contract, the following terms will be defined as set forth below.

a. Business Day: A day of the week, Monday through Friday, on which the BLM Kanab Field

Office is open for business, excluding federal holidays. A “business day” starts at 8:00 am and ends at 4:30 pm. There are 10 federal holidays that typically fall on a weekday: Martin Luther

King Day (January), Presidents Day (February), Memorial Day (May), Independence Day (July

4th), Labor Day (September), Columbus Day (October), Veterans Day (November), Thanksgiving (November), Christmas (December), New Year’s Day (January).

b. Calendar Day: Any day of the week.

c. Contracting Officer (CO): The Government official who has the authority to enter into, administer, amend, and terminate the contract and make contract-related determinations and findings.

d. Contract Specialist (CS): Federal acquisition professional who administers Government contracts working under the authority of a Contracting Officer.

e. Contracting Officer’s Representative (COR): The BLM employee designated to administer the technical aspects of this contract. The COR reviews and approves work which is clearly within the scope of work. The COR is not authorized to issue any changes to the contract or to modify the scope of work in any way.

f. Contractor: The individual or organization to whom the contract has been awarded. The

Contractor shall ensure that their subcontractors comply with all the provisions of this contract.

Part B – Work Requirements

I. Contractor Furnished Materials

a. Cleaning Materials and Supplies

Contractor shall furnish all needed materials, supplies and equipment to perform the required services. This includes and is not limited to: water, cleaning supplies, toilet paper, trash bags, hand sanitizer, disinfectant/deodorizer, brooms, brushes, shovels, mops, pails, and any other needed tools and equipment. A pressure washer is also highly recommended but is not required.

Contractor shall provide the following additional items to complete required tasks:

• Toilet paper: Approximately up to 2,000 standard-size 550 Sheet rolls of toilet paper during the operating year.

• Water: Approximately 50-70 gallons of water will be needed on a weekly basis, as sites will not have access to running water.

Cleaning products should comply with USDA’s BioPreferred Designated Products and must not have an immediate or extended detrimental effect on any of the surfaces being cleaned.

Information available at: https://www.biopreferred.gov/BioPreferred/

The Contractor shall obtain and have on file a Material Safety Data Sheet (MSDS) for all materials, and hazardous materials that they intend to use and store. The Contractor shall organize all SDS’s and place them in a “Right to Know Center” to ensure that they are available to janitorial staff and BLM personnel, along with providing copies of all SDS’s to the COR.

Note: Right to Know Center shall include a) SDS for all materials; b) Inventory Sheet of all hazardous materials; and c) Sign Off Sheets for all hazardous materials. Inventory and Sign Off sheets shall be made available for local BLM staff to view.

These materials and supplies are subject to inspection and approval by the COR. The Contractor shall not use alternative restroom product dispensers in lieu of those already in place without the approval of the COR. The BLM reserves the right to modify or install additional paper product dispensers.

The Contractor must also provide necessary equipment and supplies to ensure the safety of their workers, including personal protective equipment that conforms to industry standards and any recommended vaccinations.

b. Motor Vehicles

Contractor is responsible for supplying a vehicle suitable for transport of staff, water, equipment and supplies to perform the required services at each of the six recreation sites.

Vault toilet facilities access roads are graded, graveled and/or well-used dirt roads, and during the winter and other periods of inclement weather (heavy rain) roads can have potentially adverse road conditions. Four-wheel drive high-clearance vehicles are highly recommended.

II. Government Furnished Materials and Property

The BLM Kanab Field Office will furnish maps to each recreation site that display the locations of the restroom facilities. BLM will also furnish keys to the vault toilets and toilet paper dispensers.

Contractor may have keyed access to facilities that have storage areas. These areas must be kept clean and secured. (All Keys are considered government property and shall not be copied). The contactor is required to sign a DI-105, U.S DEPARTMENT OF INTERIOR RECIEPT OF PROPERTY, for all keys provided and in which they will assume responsibility and related costs if key is lost or stolen.

For all chemicals stored or used in Government property, Safety Data Sheets (SDS) must be kept onsite. All spray and cleaning bottles must be properly labeled with product name, percentage of product, and product contact information. Labels must be replaced if they become unreadable.

Restroom facility doors are to be kept unlocked, except when locked by BLM for safety concerns. BLM will notify the Contractor as soon as possible if the agency locks the doors for any reason.

One small janitorial closet is located in the back of the Wire Pass vault toilets. This closet shall be used only for storage of products related and approved for this contract: dry products (paper towels, toilet paper) and wet products stored in containers, bins or materials (floor cleaners, mops, disinfectants). This closet may also be used by the BLM to hold supplies and products not provided in this contract.

III. General Deliverables

1. All notifications must be sent by email. The Contractor may call with information or questions, but must follow up with a brief, written email record of skipped, delayed or re-scheduled site cleaning visits. The BLM will confirm any schedule adjustments or amendments in writing via email.

2. Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific vault toilet facilities. This is especially a concern during the winter months (December through March/April); and flexibility in re-scheduling vault toilet service visits will be necessary. If weather conditions prevent a scheduled vault toilet service visit, the Contractor must notify the COR one day in advance or on the same business day as the originally scheduled service to reschedule. The vault toilet service visit should be rescheduled as soon as practicable, weather and road conditions permitting. Contractor shall notify the COR by email on the same business day after the rescheduled vault toilet service duties have been completed.

3. On rare occasions, when reasons other than weather, such as equipment and vehicle failures, staff shortages, and other unforeseen circumstances cause a delay in the annual cleaning schedule, Contractor must notify COR one day in advance or on the same business day as the originally scheduled site visit cleaning to reschedule as soon as practicable. The Contractor should attempt to make up the vault toilet service visit by Friday of the same week. If this is not possible, the Contractor shall reschedule as soon as possible and preferably prior to the next high-use recreation day (generally holidays and weekends). Contractor shall notify the

COR on the same business day after the rescheduled vault toilet service duties have been completed.

b. Contractor Support: Key Personnel Contractor shall provide and maintain an adequate workforce with the necessary expertise to acquire necessary supplies and equipment and perform the required restroom service duties in a timely, safe, and efficient manner. Contractor shall identify all personnel who will be required to have physical access for performance of work. Key Personnel list shall be submitted two (2) weeks prior to start of contract performance. Any changes to Key Personnel shall be reported to the BLM via email immediately. If staffing changes occur during the term of the contract, it will be the contractor’s responsibility to orient their new staff to the contract requirements, as BLM will not be responsible for reorienting new staff.

All employees are required to wear nametags and other easily visible identification that distinguishes the company represented.

c. Interaction with Public

During the performance of restroom service duties, the Contractor shall at all times be courteous to the public. Contractor shall perform restroom service duties so as to cause the least interference with, and disturbance to, recreation site visitors. In those cases where some interference may be essentially unavoidable, the Contractor will be responsible for minimizing any inconvenience and/or discomfort to recreationists.

d. Protection of Government Property

During execution of restroom service duties, the Contractor shall take special care to protect

Government property from unintended uses or substances (including cleaning fluids).

Government property includes and is not limited to: restroom facilities, buildings, walkways and cement pads, picnic tables, fire rings and grills, signs, fences and any other structures within the six (6) recreation sites. Issued keys that have been lost, damaged, or stolen must be reported to the

COR and Issuing Office immediately. Replacements will be at the Contractors expense.

e. Vault Toilet Damage and Repairs

Contractor shall report and provide photos of any vandalism, damage, or needed repairs to the

COR as soon as it is noticed. Contractor is responsible for any damage to restroom or recreation site facilities, structures, developments, roads, areas or land caused as a result of work duties under this contract and will restore the damaged item or area to its original condition. This restoration will include any action needed to restore the damaged item or area, including and not limited to: painting, refinishing, repair, reconstruction, replacement, or rehabilitation.

f. Notification of or Assistance with Problems

The Contractor shall notify the COR of any unusual damage, vandalism, or possible public hazards in restroom facilities or recreation sites. If possible (and if doing so causes no endangerment), the Contractor or his/her employees shall obtain and provide an offending person's name, address, license number, date of infraction, and other pertinent information to a

BLM Law Enforcement Officer (LEO), County Sheriff, or to the COR. Any articles or items of apparent value found by the Contractor at the work sites shall be immediately turned over to the

BLM LEO. Any articles of a suspicious nature, or persons conducting themselves in a suspicious manner or in need of help, shall immediately be reported to the County Sheriff.

II. Safety

BLM acknowledges that physical and biological (e.g., bacteria, viruses) may be present at these sites;

the Contractor must ensure the safety of their employees and provide adequate personal protective equipment that meets industry standards.

III. Inspections

Contract work will be inspected randomly by BLM employees to ensure satisfactory completion of work. BLM employees include and are not limited to: COR, outdoor recreation planners, park rangers, recreation technicians, law enforcement rangers, seasonal staff, or any other BLM employees assigned to conduct a restroom facility inspection.

IV. Performance Evaluation

The restroom service duties will be evaluated on whether they are performed according to the work requirements in Part C and the performance standards in Part D and the contract administration specifications. Level and quality of performance will be judged based on observations made during work inspections and information recorded on the completed inspection report forms.

Contract work tasks (including the work schedule and service completed notifications) that are not performed or not performed in accordance with the criteria and the work performance standards will be reported as deficient or unperformed, as defined below:

Deficient: Work that is only partially completed, or unsatisfactory or inadequate work that does not meet the standards defined in Parts C & D.

Unperformed: A scheduled service visit that was not performed and not rescheduled (with approval from the COR) prior to the next regularly scheduled visit. None of the required restroom service duties were performed at the scheduled recreation site.

a. Deficient or Unperformed Work

If the BLM finds a service visit to be deficient or unperformed, the COR will notify the

Contractor immediately. The Contractor may be granted up to two (2) business days in which to complete or re-perform the work.

At the initial documentation of a deficient or unperformed scheduled restroom service visit, the

BLM will have the option to require the Contractor to return to the recreation site to complete or re-perform the work or let it go until the next scheduled service. The subsequent restroom service visit to complete or re-perform the documented deficient or unperformed work cannot be invoiced and will not result in any additional payments. In other words, the Contractor may not bill the BLM twice for a repeat restroom service visit to correct deficient work. Three repeatable offenses may be grounds for termination.

After completing or re-performing the work, the Contractor shall notify the COR via email the same day the work is completed. If Contractor does not reperform the work within the specified timeframe, Contractor will forfeit the billing of the site visit.
