About this file

This is a Request for Quotation (RFQ) for janitorial services at recreation sites operated by the Bureau of Land Management (BLM) in Washington County, St. George, Utah. The solicitation number is 140L5726Q0006, issued as a Firm Fixed Price contract for commercial services. The set-aside is for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS Code 561720 with a $22.0 million size standard. The quote submission deadline is 12:00 PM MST on Friday, February 20, 2026, with questions due by 12:00 PM MST on Tuesday, February 17, 2026. The contract encompasses a base year (03/01/2026 to 02/28/2027) plus four option years extending through 02/28/2031, with FAR clause 52.217-8 Option to Extend Services allowing up to six additional months of evaluation pricing. Vendors are required to have an active System for Award Management (SAM) registration and must submit quotations valid for a minimum of 60 days.

Evaluation will be conducted on a best-value basis using three factors: Technical Approach (Pass/Fail), Past Performance, and Price, with past performance weighted approximately equal to price. The Technical Approach must address hiring and retention plans for local staffing, quality control procedures meeting Performance Work Statement Section 10 standards, and primary equipment and supplies to be used. Past Performance requires at least three similar projects completed within the last five years with documented agency contacts, periods of performance, contract values, and relevance assessments. Pricing must be submitted on the attached Bid Schedule with unit prices for each site, including all labor, materials, supplies, equipment, and mileage. The Government will evaluate all option years plus six months of Option Year 4 pricing for award purposes. Quotations exceeding 10 pages will not be accepted, and technical appendices and resumes are prohibited unless they constitute CPARS records, which count as one page regardless of length.

This is a Request for Quote (RFQ) for commercial services prepared in accordance with FAR 12 and utilizing the procedures of FAR 13. Quotes are being requested for janitorial services to be performed at recreational sites throughout Washington County in St. George, UT. Solicitation number 140L5726Q0006 is issued as a request for quotation (RFQ). Firm Fixed Price offers are requested. This RFQ is a Service-Disabled Veteran Owned Small Business set aside under the North American Industry Classification (NAICS) Code 561720-Janitorial Services with a size standard size of $22M.

General

1. To ensure timely and equitable evaluation of quotations, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote.

Respondents are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and any stated technical requirements. Failure to adhere to solicitation requirements, at the time of submission, may result in a respondent’s quote being deemed unacceptable to the government and the respondent may be eliminated from award consideration. It is the responsibility of respondents to ensure their quote is received by the government at the designated due date and time.

2. If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the contracting officer via email with supporting rationale prior to the question deadline specified on the cover page of this document.

3. This RFQ does not commit the government to any costs incurred during the preparation and submission of quotes or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the respondent will not be participating in a sealed bid procurement process. Issuance of this RFQ does not constitute an award commitment on behalf of the government.

4. Quotations must be valid for a minimum of 60 days.

5. Respondents must have an active System for Award Management (SAM) registration by the closing of this RFQ and supplier must maintain an active registration through the duration of the contract if awarded. Registration details can be found at https://sam.gov/.

6. All questions should be emailed directly to the contracting office primary POC by the deadline listed on the first page of this document. Only written questions will be considered and responded to by the government. Responses to questions will be posted as an amendment to the solicitation. Respondents shall not contact any government personnel related to this requirement other than contracting office personnel.

7. Vendors are advised that FAR clause 52.217-8 Option to Extend Services is included in this solicitation and is intended to be included in the resultant award. BLM will evaluate for 52.217-8 by evaluating 6 months of the final option period as part of the offeror’s total price. However, the price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award.

Submission Instructions

1. Complete SF1449 Blocks 17 and 30. Include UEI in "Code" of Block 17.

2. Submit a quotation which addresses the Factors below.

3. Quotations are limited to 10 pages. Any Cover Page, Table of Contents or

Executive Summary, if included, must be clearly headered and do not count toward the page limit. Technical appendices and other attachments are not permitted, including resumes. Past Performance information shall be limited to one (1) page per record unless a copy of a CPARS record(s) is provided. In this instance, the CPARS record (regardless of number of pages) will constitute 1 page.

4. Price shall be submitted in the attached Bid Schedule.

Evaluation and Award Basis Award will be made to the responsible vendor whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes:

1. Technical Approach (Pass/Fail)

This factor will be assessed on a pass/fail basis based on the vendor’s Technical Approach to:

• Provide a sound hiring and retention plan for local staffing that identifies the anticipated number of personnel required, the estimated hours necessary to perform the work and a contingency approach for staff turnover.

• Provide a sound quality control plan that explains how work will be completed to meet PWS Section 10 Performance Standards.

• Describe the primary equipment, products and supplies to be used (i.e. water transportation system, disinfectants, etc.).

2. Past Performance

Provide at least three (3) similar projects completed within the last five (5) years (or is currently performing). For each relevant contract or reference, provide the following:

a. Agency/company and contact point

b. Period of Performance

c. Dollar value of contract

d. Contract number and type of work

e. A description of the project, schedule complexity, and relevance to the current project.

The above information can be replaced with a record from the Contractor’s Performance Assessment Reporting system (CPARS) if the record has been finalized. If applicable, provide a complete copy of the CPARS record(s). Each CPARS record will be considered one (1) page regardless of pages submitted.

3. Price

• Provide a complete Bid Schedule. Enter unit prices for each site. The total proposed price must include all labor, materials, supplies, equipment, mileage, overhead, etc.

• Pricing will be evaluated for fairness and reasonableness to include assessment of skill mix, level of effort, and hourly rates.

• The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period possible under FAR clause 52.217-8 Options to Extend Services (maximum of six months), the Government will evaluate the option by adding six months of the offeror’s Option Year 4 price to the offeror’s total price. This amount will be the total evaluated price.

• The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

• It is anticipated that price reasonableness will be established through competition, comparison with the IGE, and recent historical prices. Evaluation of options shall not obligate the Government to exercise the option(s).

The Government will evaluate quotations in accordance with the factors above. All quotations will be evaluated on a Pass/Fail basis under Factor 1 Technical Approach. Quotations that “Fail" Factor 1 will not be further evaluated or considered for award. Quotations that "Pass" Factor 1 will continue to be evaluated under Factor 2 Past Performance and Factor 3 Price. The Government will make a best value award using the trade-off method, where past performance is approximately equal to price.

DOI-AAAP-0050 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DEC

2015)

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

6) The following guidelines apply concerning your use of the past performance evaluation:

a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
