About this file
This is a Performance Work Statement (PWS) for janitorial services at 25 developed recreation sites managed by the Bureau of Land Management (BLM) St. George Field Office in Washington County, Utah. The contract covers a 12-month base period (March 1, 2026 – February 28, 2027) with four optional 12-month renewal periods extending through February 28, 2031.
The contractor must provide comprehensive janitorial services for 26 vault toilets, 2 composting toilets, 2 plumbed restrooms, and 1 historic building (490 square feet). Services include cleaning, disinfecting, restocking toilet paper, controlling pests, removing trash within 30 feet of facilities, and for composting toilets, adding wood chips and managing compost materials. Cleaning frequency varies by site and season, ranging from biweekly to daily visits (Red Cliffs Campground receives daily service March 1–May 30, then three times weekly May 31–February 28). The contractor must furnish all supplies including commercial-grade cleaning products, approximately 400 gallons of water weekly, 1-ply toilet paper (4 jumbo rolls for Red Cliffs Campground, 6 standard rolls for other sites), and roughly 2 pounds of wood chips weekly. Performance standards require visibly clean, disinfected surfaces free of dirt, stains, and debris, with no standing water on floors. The contractor must maintain sign-in sheets at each site documenting service dates and times, provide date and time-stamped photographs of completed cleaning upon request within three business days, and submit monthly invoices itemizing duties completed and service dates. Work occurs during daylight hours (sunrise to one hour after sunset), including weekends and holidays as scheduled. Deficient or unperformed work incurs disincentives: 1% reduction from monthly invoice for unperformed cleanings, and 3% reduction for deficient work not corrected to acceptable standards. The BLM will conduct random inspections and provide facility keys; the contractor is responsible for employee safety, adequate personal protective equipment, and restoring any damage caused during contract performance.

• Clean and disinfect* restroom building and stalls: All surfaces, including walls, ceiling and floors shall be kept clean of all dirt, cobwebs, and other substances by sweeping, spraying, or scrubbing with a disinfectant cleaner. The floors shall be swept and mopped with disinfectant cleaner, and all standing water swept out (or otherwise removed) after cleaning, as much as possible.

11.0 NOTIFICATIONS OF SITE CLEANING DELAYED
Contractor shall provide an email notification when site cleaning visits experience delays.
a) All notifications must be by email. The contractor may call with information or questions, but must follow up with a brief, written record of skipped, delayed, or re-scheduled site cleaning visits. The BLM will confirm any schedule adjustments or amendments in writing via email.
13 | P a g e
b) Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific restroom facilities. This is especially a concern during the winter months (December through March/April); and flexibility in re-scheduling restroom cleaning visits will be necessary. If weather conditions prevent a scheduled restroom cleaning visit, the contractor must notify the COR one day in advance or on the same business day as the originally scheduled restroom cleaning visit to reschedule. The restroom cleaning visit should be rescheduled as soon as practicable, weather and road conditions permitting. The contractor shall notify the COR by email on either the same business day or on the next business day after the rescheduled restroom cleaning duties have been completed.
c) When reasons other than weather cause a delay to the approved annual cleaning schedule/calendar, the contractor must notify the COR one day in advance or on the same business day as the originally scheduled restroom cleaning to reschedule as soon as practicable. The contractor shall attempt to make up the restroom cleaning visit by Friday of the same week. If this is not possible, the contractor shall reschedule as soon as possible and preferably prior to the next high-use recreation day (generally holidays and weekends). The contractor shall notify the COR on either the same business day or on the next business day after the rescheduled restroom cleaning duties have been completed.
12.0 INSPECTIONS
Contract work will be inspected randomly by BLM employees to ensure satisfactory completion of work. BLM employees include and are not limited to: COR, outdoor recreation planners, park rangers, law enforcement rangers, seasonal staff, or any BLM employees assigned to conduct restroom facility inspections.
Restroom cleaning visits will be evaluated on whether they are performed according to the cleaning duties specified in sections 9.0-10.0, judged based on observations made during restroom cleaning inspections and/or information recorded on completed inspection report forms, and reported as deficient or unperformed, as defined below:
a) Deficient: Work that is only partially completed, or unsatisfactory or inadequate work that does not meet the standards specified in sections 9.0-10.0.
b) Unperformed: None of the required restroom cleaning duties were performed at the scheduled recreation site. This is a scheduled restroom cleaning visit that was not performed and not rescheduled (with approval from the COR) prior to the next regularly scheduled cleaning visit.
13.0 DEFICIENT OR UNPERFORMED WORK
If the BLM finds a site cleaning visit to be deficient or unperformed, the COR will notify the contractor immediately. The contractor may be granted up to two (2) days in which to complete or re-perform the scheduled work. In certain situations, or time periods, an extension may be granted by the COR. After completing or re-performing the work, the Contractor shall notify the COR on the same day the work is completed.
14 | P a g e
At the initial documentation of a deficient or unperformed scheduled restroom cleaning visit, the BLM generally will not assess a disincentive but invite the contractor to return to the recreation site to complete or re-perform the work. The subsequent restroom cleaning visit to complete or re-perform the documented deficient or unperformed work cannot be invoiced and will not result in any additional payments. In other words, the Contractor may not bill the BLM twice for a repeat restroom cleaning visit that was performed to correct deficient work.
13.1 DISINCENTIVES FOR DEFICIENT OR UNPERFOMED WORK
Scheduled cleanings that are unperformed and not excusable will result in non-payment and an additional 1% disincentive from the total monthly invoice. This disincentive applies to each unperformed site.
Upon inspection of any deficient work, failure to re-perform work to meet acceptable standards will result in a 3% disincentive from the total monthly invoice. This disincentive applies to each deficient site.
14.0 DELIVERABLES
14.1 SITE VISIT RECORDS: SIGN IN SHEET
The Contractor shall install and maintain a site-specific sign-in sheet at each recreation site covered under this contract. Sign-in sheets shall be maintained and placed in a COR-approved location at each site.
At a minimum, each sign-in sheet shall include:

• Time of cleaning

• Signature slots to indicate the restroom was cleaned
• Notes Section
Sign-in sheets shall be filled out during each scheduled cleaning visit and maintained on-site for the duration of the contract period. Sign-in sheets shall be made available to the COR upon request for purposes of inspection, performance verification, invoice review, or contract administration.

The contractor shall maintain date and time-stamped photographic documentation of completed cleaning of each site with all zoomed out view of all cleaned areas, including photo of toilet seat up, walls and floors, and if requested, submit to COR within three (3) business days. Photographs may include images of restroom interiors, exteriors, surrounding site conditions, and other features necessary to verify performance. These photos may be used to verify compliance, investigate reported deficiencies, or support enforcement actions under this contract.
