PROJECT DESCRIPTION: Kanab FO Vault Toilet Pumping

1. GENERAL

(a) The Bureau of Land Management (BLM) is seeking a contractor to furnish labor, equipment, supplies, and materials, to water and pump up to thirteen vault toilets at seven public use recreation areas and trailheads (“units”) as described in this solicitation. (see attachments). The BLM intends to conduct this acquisition by use of simplified acquisition procedures in accordance with FAR Part 13. A single contract award will be made to the responsible contractor whose quotation represents the best value in accordance with the evaluation methodology outlined in the “basis for contract award.”

(b) A contract award will not be made if the resulting contract would not represent the "best value" to the government.

(c) To assure timely and equitable evaluation of quotations, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Respondents are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and any stated technical requirements.

Failure to adhere to solicitation requirements, at the time of submission, may result in a respondent’s quote being deemed unacceptable to the government and the respondent may be eliminated from award consideration. It is the responsibility of respondents to ensure their quote is received by the government at the designated due date and time.

(d) If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the contracting officer via email with supporting rationale prior to the question deadline specified on the cover page of this document.

(e) This RFQ does not commit the government to any costs incurred during the preparation and submission of quotes or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the respondent will not be participating in a sealed bid procurement process. Issuance of this RFQ does not constitute an award commitment on behalf of the government.

(f) Quotations must be valid for a minimum of 60 days.

(g) Respondents must have an active System for Award Management (SAM) registration by the closing of this RFQ and supplier must maintain an active registration through the duration of the contract if awarded. Registration details can be found at https://www.sam.gov/portal/public/SAM/. The government will obtain representations and certifications through this system.

(h) All questions should be emailed directly to the contracting office primary POC by the deadline listed on the first page of this document. Only written questions will be considered and responded to by the government. Responses to questions will be posted as an amendment to the solicitation. Respondents shall not contact any government personnel related to this requirement other than contracting office personnel.

(i) Vendors are advised that FAR clause 52.217-8 Option to Extend Services is included in this solicitation and is intended to be included in the resultant award. BLM will evaluate for 52.217-8 by evaluating 6 months of the final option period on the contract as part of the offeror’s total price. However, the price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award.

The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). If, at the end of the contract’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the current performance period.

2. SUBMISSION INSTRUCTIONS

(a) Complete SF 1149 Blocks 12, 17 (UEI) and 30. If amendment(s) to the RFQ are issued, complete SF 30 Block 15.

(b) Submit a quotation which address the Factors below.

(c) Quotations are limited to 10 pages. Any Cover Page, Table of Contents or Executive Summary, if included, must be clearly headered and do not count toward the page limit. Technical appendices and other attachments are not permitted, including https://www.sam.gov/portal/public/SAM/ resumes. Past Performance information shall be limited to one (1) page per record unless a copy of a CPARS record(s) is provided. In this instance, the CPARS record (regardless of number of pages) will constitute 1 page.

(d) Price shall be submitted in the attached Bid Schedule (Attachment 3)

3. EVALUATION and AWARD BASIS

Award will be made to the responsible vendor who quotation conforming to the solicitation will be most advantageous to the Government using the Past Performance and Price evaluation methodology in accordance with FAR 13.106-2(b)(4)(ii).

(a.) Past Performance

Provide at least two (2) vault toilet pumping contracts completed within the last five (5) years (or is currently performing). For each relevant contract or reference, provide the following:

• Agency/company and contact point

• Period of Performance

• Dollar value of contract

• Contract number and contract type

• A description of the project to include: number of sites/locations, number of vaults (single/double), schedule/frequency of service, equipment/materials used to support the project, documentation requirements to demonstrate compliance with Federal/State waste management regulations, and any other information deemed relevant to the current project.

The above information can be replaced with a record from the Contractor’s Performance Assessment Reporting system (CPARS) if the record has been finalized. If applicable, provide a complete copy of the CPARS record(s).

Each CPARS record will be considered one (1) page regardless of pages submitted.

(b.) Price

• Provide a completed Bid Schedule (Attachment 3). The total proposed price must include all labor, materials, supplies, equipment, travel, overhead, etc.

• Price will be evaluated for completeness to include accuracy of calculations within the Bid Schedule.

• The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option periods possible under FAR clause 52.217- 8 Option to Extend Services (maximum of six months), the Government will evaluate the option by adding half of the offeror’s Option Year 4 price to the offeror’s total price. This amount will be the total evaluated price.

• The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

• It is anticipated that price reasonableness will be established through competition, comparison with the IGE, and recent historical prices. Evaluation of options shall not obligate the Government to exercise the option(s)
