This is a Request for Quote (RFQ) for commercial services prepared in accordance with FAR 12 and utilizing the procedures of FAR 13. Quotes are being requested for law enforcement vehicle upfitting services. This solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2025-03. Solicitation number 140L5725Q0027 is issued as a request for quotation (RFQ). Firm fixed-price offers are requested. This RFQ is a total small business set aside under the North American Industry Classification (NAICS) Code 811210- Electronic and Precision Equipment Repair and Maintenance with a size standard size of $34.0M.

Successful vendor must be registered with System for Award Management (SAM) found at https://www.sam.gov/portal/public/SAM/ to be considered eligible for award. The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, EPLS, and more. There is NO fee to register for this site.

Submission Instructions & Notices

Quotes must be submitted via email to Mark Renforth mrenforth@blm.gov by the due date and time specified. The price and technical volumes shall be separate documents (Microsoft Word, Microsoft Excel, or Adobe PDF). It is the vendor’s responsibility to ensure delivery of all required documents by the date and time set for receipt of offers.

Respondents shall submit the following information in response to this RFQ:

1) Short Cover Letter:

a. Company name, address, DUNS, SAM Unique Entity Identifier (UEI) number, and phone number

b. Point of contact for individuals within the company (phone number and email address)

c. A statement of how long the quote is valid for.

2) Technical Volume:

a. The technical quote shall include, at a minimum, the information identified below in sufficient detail to allow for evaluation based on the criteria identified. It is strongly suggested that offerors organize their technical quote with individual sections that address each of the following evaluation criteria:

i. Technical Approach to Performing the Work: At a minimum, describe your planned approach to performing this work. Include the type of equipment to be used, key personnel and their qualifications, logistics of equipment and http://www.sam.gov/portal/public/SAM/ mailto:mrenforth@blm.gov mailto:mrenforth@blm.gov supply delivery, major sub-contractors and their roles, etc.

ii. Schedule: Anticipated schedule of work including any lead times.

iii. Warranty: Explain warranty processes to include if outside the 45-mile radius how equipment will be transported to the facility doing the warranty work, etc.

iv. Past Performance: Vendor should submit at least two (2) law enforcement vehicle upfitting contracts completed within the last two (2) years (or is currently performing). For each relevant contract or reference, provide the following:

• Agency/company and contact point

• Period of Performance

• Dollar value of contract

• Contract number and type of work

• A description of the project, relevance to the current project, and schedule of compliance will be reviewed.

3) Price Volume:

a. Sign Standard Form (SF) 1449. Please insert lump-sum pricing for all items listed in block 11 and complete blocks 13, 14, and 15. An official having the authority to contractually bind the quoter’s company must sign the SF 1449 in accordance with the procedures prescribed in the Federal Acquisition Regulation Subpart 4.102.

b. Acknowledgement of Amendments: Acknowledge all solicitation amendments by signing and returning all individual SF30s with your quote.

c. Price Quote: To include a detailed breakout of all equipment/materials and associated costs and detailed breakout of labor and associated labor rates for installation.

*Award will include appropriate wage determinations based on awardee’s place of business. Appropriate wage determination will be incorporated in the resulting contract.

Award Basis and Evaluation

The Government anticipates awarding a firm-fixed price contract to a registered/certified small business concern, using FAR Part 13 Simplified Acquisition Procedures. The Government contemplates a single award contract resulting from this solicitation. Quotes will be evaluated using a tradeoff approach. This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest priced quote. The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.

Formal ratings and scoring will NOT be used, rather the evaluators will compare one quote to another, factor by factor and then overall at the end. Should initial quotes not provide the Government with a satisfactory total solution, the Government reserves the right to engage with quoting firms to obtain a better understand and to reach a best value determination. The Government reserves the right to engage all, some, or none of the firms submitting quotations in response to this RFQ. Once the government determines that a firm is the best-suited (e.g. the apparent successful awardee), the government reserves the right to engage with only that firm to address any remaining issues, if necessary, and finalize a contract with that firm. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the https://sam.gov/search/?index=sca&page=1&pageSize=25&sort=-modifiedDate&sfm%5Bstatus%5D%5Bis_active%5D=true right to engage the next best-suited firm based on the original analysis and address any remaining issues. Once the government has engaged the next best-suited firm, no further engagements with the previous firm will be entertained until after the contract has been awarded.

This process will continue until an agreement is successfully reached and a contract is awarded.

Quotes will be evaluated using the criteria listed in this solicitation. Noncompliance with the Request for Quote (RFQ) requirements may be grounds to eliminate the quote from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A quote that is orderly and sufficiently documented will enable the Government to perform a thorough and fair evaluation.

After closing, the Contracting Officer will conduct quote compliance review for determination of basic quote adequacy prior to providing commencing evaluation. Failure to provide a complete quote identified in the solicitation may result in the quote being removed from further consideration for award.

TECHNICAL

Technical Approach to Performing the Work When evaluating the Technical Approach to Performing the Work, the Government will assess the reasonableness of the quoter’s proposed approach to performing the work.

Schedule When evaluating the schedule, the Government will assess the reasonableness of the quoter’s proposed schedule including lead times.

Warranty When evaluating the warranty process, the Government will assess the reasonableness of the quoter’s proposed approach to performing warranty work.

Past Performance Past performance is a measure of the degree to which the quoter (including major subcontracts) has satisfied previous customers and complied with Federal, State and Local laws and regulations. The Government will contact references to assess the quality of the vendor’s work, timely completion, project management, and compliance with regulatory requirements. The Government will consider the currency and relevance of the information, source of the information, context of the data and general trends in vendor performance.

In the past performance evaluation, the Government may use information from sources other than the quoter’s technical quote. When no information is available, the quoter will not be evaluated favorably or unfavorably on past performance.

The Government will assess the specialized experience and skill of the firm with a focus on experience that is similar to the specified project.

PRICE

The proposed price will be evaluation for reasonableness.

The Government's objective is to obtain the best overall value considered necessary to achieve the project objectives, with a realistic and reasonable price. The Government reserves the right to make an award to other than the lowest-priced quoter if the superior technical submission, warrants paying a premium. The technical (non-price) factors listed above, when combined, are considered significantly more important than price.

Statement of Work/Request for Quote Bureau of Land Management

Law Enforcement Ranger Patrol Vehicle Upfitting

1.0 Background

This statement of work (SOW) will outline the contract requirements to provide and installation of specialized law enforcement equipment to be installed in one Dodge Ram Power Wagon patrol vehicle.

The SOW requirements are based on the following policy documents:

a. 446 DM Chapter 12

b. BLM Handbook 9260 Chapters 17 and 18

c. BLM Handbook 9260-1 Chapter XII

2.0 Scope

The scope of this requirement includes the outfitting of one (1) 2024 Dodge Power Wagon. This vehicle requires proper installation of new and Government furnished equipment in accordance with the requirements of this SOW.

3.0 Work Requirements

The work requirements of this SOW are listed below in 3.1 Furnish & Installation. Unforeseen deviations after the beginning of the contract must be directed to the Government Contracting Officer’s Representative (COR) by next business day. Any equipment and/or labor changes to this SOW MUST be approved by the Contracting Officer/CO prior to initiating any work.

Due to the rough terrain the vehicles operate in, special attention must be placed on tightening items to the specified torque values and/or using Loctite, Nyloc nuts, or lock washers where appropriate to prevent loosening of equipment.

3.1 Furnish and Installation: See attached tables containing vehicle requirements. The table describes the items that shall be provided and installed by the vendor for the vehicle. The table also describes the equipment furnished by the Government that is required to be installed by the vendor.

3.2 The equipment to be provided by the Government is currently installed in an existing law enforcement vehicle and is operational (2020 Dodge Power Wagon). The vendor is required to remove the provided equipment and reinstall in the new 2024 Dodge Power Wagon. After delivery of required vehicles, the vendor is allowed a maximum of 14 calendar days to complete this requirement. Upon completion, schedule final inspection and pick-up with the COR. Installation shall follow industry standards for all specified equipment. If any equipment is identified as inoperative or not compatible, notify the

CO/COR immediately to determine a resolution. Because of the mission critical need for law enforcement vehicles, work shall be scheduled to minimize down time.

3.3 Vendor shall provide instructions and a demonstration of operation of all installed equipment. Allow a minimum of 90 minutes. Schedule the training a minimum of 7 days prior to completion of the work. The training shall take place at the vendor’s address of business if within the 45-mile radius or at the Government’s facility if outside the 45-mile radius.

3.4 Following pick-up of new vehicle, the vendor shall remove exterior vehicle striping and agency identification from the existing law enforcement vehicle, restoring original appearance. The vendor will remove all aftermarket equipment to restore the existing vehicle back to factory operation and functionality, before returning the vehicles to the Government.

4.0 Period of Performance

Period of performance can occur any time after award and must be completed by July 1, 2025.

Once vehicles have been delivered, vendor has 14 calendar days to complete.

5.0 Place of Performance

All requirements listed in the SOW must be conducted on-site at the vendor’s place of business located per the specification. The vehicles will be delivered by the Government to the vendor’s location within a 45-mile radius of the West Desert District Office (491 North John Glenn Road, SLC, UT 84119) or flatbed transported by the vendor to their facility. Deviation from the installation location (e.g. a third-party shop), must be cleared by the Government prior to any movement of the vehicles. Under no circumstances shall the vehicles be moved from the vendor installation address to an alternate place of business without the Government’s express written approval.

6.0 Delivery

Vehicles (new and existing) will be delivered to the vendor by the Government within a 45-mile radius or flatbed transported but the vendor to their facility. Installation shall be completed on or before specified date. Upon completion, the vendor shall notify the Government COR.

If the vendor’s facility is within a 45-mile radius, the Government will conduct inspection and acceptance at the vendor’s place of business in accordance with Section 7.0, paragraph (a) below. If accepted, the finished vehicles will be retrieved (i.e. driven away by BLM) and Risk of Loss will pass to the Government in accordance with Section 7.0, paragraph (j) below and as modified herein.

If the vendor’s facility is outside the 45-mile radius, then the Government will conduct inspection and acceptance at the Government’s facility upon delivery IAW Section 7.0, paragraph (a) below. If accepted, the finished vehicles will be released into the Government’s possession.

7.0 Inspection/Acceptance

Pursuant to FAR 52.212-4 Contract Terms and Conditions—Commercial Products and Commercial Services (Nov 2023):

(a) Inspection/Acceptance. The vendor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government will exercise its post-acceptance rights-

(1) Within a reasonable time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(b) Risk of loss. Unless the contract specifically provides otherwise, risk of loss or damage to the supplies provided under this contract shall remain with the vendor and shall pass to the Government upon delivery of vehicles to the Government.

8.0 Damage to Government Property While in the vendor’s Possession:

The vendor shall be responsible for repairing or replacing, at vendor expense, any Government property damaged during performance of work under this contract. This includes specific equipment items being installed or removed, the entire vehicle while in the possession of the vendor, and any other Government property furnished to the vendor to perform these services. At the time the vehicle is delivered to the vendor, the vendor shall annotate any significant existing damage (scratches, dents, etc.) to the vehicle. The vendor shall not be liable for such damage but shall be liable for any additional damage caused by the vendor or occurring while the vehicle is in the possession of the vendor. Any such significant additional damage shall be corrected to the satisfaction of the COR or designated Government technical adviser.

DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
