Statement of Work BLM Salt Lake Field Office Recreation Site Restroom Cleaning –

Tooele & Rich Counties

1.0 Background

The Bureau of Land Management (BLM) Salt Lake Field Office (SLFO) administers six (6) developed recreation sites for general public use on public lands in Toole and Rich Counties in Utah. These six (6) recreation sites have primitive vault toilets that require monthly restroom cleaning.

Recreation site access roads are graded, graveled and/or well-used dirt roads. Four-wheel drive vehicles are recommended during the winter and other periods of inclement weather for potentially adverse road conditions.

2.0 Scope

The scope of the contract is to provide restroom cleaning for 17 primitive restroom facilities (29 toilet vaults or stalls) in six (6) developed recreation sites over a 12-month period, as shown in Table 1. The 17 restroom facilities are single- and double-vault toilets, with a total of 29 vaults (or stalls). The period of performance is estimated to begin 03/01/2024 and end on 02/28/2025 or with four (4) option periods to follow.

Overnight camping free of charge within any of the six recreation sites serviced under this contract may be authorized by the Contracting Officer’s Representative (COR) if needed to complete the contracted work.

3.0 Objectives

The objective is to clean, sanitize, and stock with toilet paper the 29 vault toilets in the six recreation sites over a 12-month period—according to the frequency of restroom cleaning visits shown in Table 2 in Section 4.2. and the Annual Cleaning Schedule/Calendar detailed in Section 4.3.

4.0 Tasks

4.1 Restroom Cleaning Duties

Contractor will complete the following restroom cleaning duties on the dates and within the timeframes specified on the Annual Cleaning Schedule/Calendar and approved by the COR, as detailed in Section 4.3.

a) Clean and disinfect* toilet: The inside and outside of seats, covers and risers on each toilet will be scrubbed and washed clean with a disinfectant cleaner. To assist in keeping the inside of the risers clean, a pressure washer is recommended; however, a non-stick cooking vegetable spray or other approved product may be applied. The used cleaning fluid will not be dumped outside of the restroom building where it could kill vegetation or contaminate water sources; it may be dumped into the toilet vault or removed off-site.

b) Clean and disinfect* restroom building and stalls: All surfaces, including walls, ceiling and floors will be kept clean of all dirt, cobwebs, and other substances by sweeping, spraying, or scrubbing with a disinfectant cleaner. The floors will be swept and mopped with disinfectant cleaner, and all standing water swept out (or otherwise removed) after cleaning, as much as possible.

c) Stock toilet paper: All restroom stalls/vaults will be stocked with toilet paper on every cleaning visit. Remove any empty rolls. If a roll is more than ¾ empty, the roll will be replaced. Completely fill up the toilet paper holders in each toilet stall with toilet paper rolls, using standard-size toilet paper rolls and a minimum of one full jumbo-size toilet paper roll (i.e., 1,000 ft. per roll industrial sized roll) in each toilet stall during each cleaning visit.

d) Pick up garbage: All trash, litter or refuse found within the restroom building and within ten feet outside the building on restroom walkways, cement pads, and the surrounding ground will be removed. This includes paper, bottles, cans, and all other garbage. Garbage will not be dumped down the toilet vaults. All garbage will be removed from the restroom building and the recreation site and disposed at a landfill. All landfill and dump fees will be the responsibility of the Contractor.

*For the purposes of this contract, “clean and disinfect” means: a) to make visibly free of dirt, dust, fecal matter, streaks, stains, smudges, litter, debris, and other residue; and b) to destroy any harmful microorganisms, including blood-borne pathogens, by application of an appropriate and approved chemical agent.

4.2 Frequency of Restroom Cleaning Visits

Contractor will complete the specified number of monthly restroom cleaning visits for each recreation site, as indicated below in Table 2 - Frequency of Restroom Cleaning Visits.

4.3 Annual Restroom Cleaning Schedule/Calendar

Contractor will provide a 12-month cleaning schedule/calendar that shows the dates each of the six recreation sites will be visited each month for restroom cleaning. These scheduled restroom cleaning visits must conform with:

a) The frequency of restroom cleaning visits, as described in Section 4.2;

b) Days and hours of work, detailed in Section 4.3.1 below; and

c) Holiday requirements, detailed in Section 4.3.2 below.

No later than 10 days prior to the start of the contract year, the contractor will provide a draft 12-month cleaning schedule/calendar to the COR. The COR will review and request any necessary edits within 5 business days. The Contractor will have an additional 5 business days to incorporate requested edits and submit the final cleaning schedule/calendar to the COR. The Contractor will submit the cleaning schedule/calendar as a Microsoft Word, Microsoft Excel, or Adobe PDF document or other.

4.3.1. Days and hours of work

a) Days of work: All restroom cleaning duties, unless otherwise authorized, will be scheduled and performed on non-holiday weekdays (i.e., Monday through Friday) to avoid interference with, and disturbance of, recreation site visitors on the weekends.

b) Hours of work: Work will be scheduled so that it is generally accomplished during daylight, from sunrise to one hour after sunset. Cleanings scheduled on Friday generally will be completed no later than noon.

c) Changes to approved cleaning schedule/calendar: Once the annual cleaning schedule/calendar has been approved by the COR, any changes will be submitted by email for approval to the COR, as needed. Contractor also may obtain exceptions to the approved days and hours of work with prior approval from the COR for emergency cleanings, inclement weather, equipment or vehicle failures, staff shortages or other unforeseen circumstances.

4.3.2 Holiday requirements

The annual cleaning schedule/calendar will include restroom cleaning dates before and after the following 14 high-use/holiday weekends, to the greatest extent possible. Holiday weekends include: Martin Luther King Day (January), Presidents Day (February), Easter Weekend (March/April), Memorial Day (May), Juneteenth (June), Independence Day (July 4th), Pioneer Day (July 24th), Labor Day (September), Columbus Day (October), Utah Education Association (UEA) Weekend (October), Veterans Day (November), Thanksgiving (November), Christmas (December), New Year’s Day (January).

When the frequency of restroom cleaning is once weekly, the restroom cleaning visit generally will be scheduled before and after the Holiday weekend. Restroom cleaning generally will be completed no later than sunset on the Thursday prior to the Holiday weekend and no later than the Friday following the Holiday weekend.

When the frequency of restroom cleaning is once or twice monthly, the restroom cleaning visit generally will be scheduled during the week immediately prior to the Holiday weekend—no later than sunset on the Thursday prior to the Holiday weekend and as soon as possible after the Holiday weekend.

4.4 Notifications of Cleaning Completed or Cleaning Delayed

Contractor will provide an email notification of when restroom cleaning visits have been completed or if they need to be delayed.

a) All notifications must be by email. The Contractor may call with information or questions, but must follow up with a brief, written record of completed or re-scheduled restroom cleaning visits. The BLM will confirm any new re-scheduled restroom cleaning date in writing via email. BLM will generally respond on that day or on the next business day during regular business hours, Monday through Friday 8 am to 4:30 pm.

b) Contractor will notify the COR on either the same business day or on the next business day after all restroom cleaning duties have been completed for the scheduled restroom cleaning date at each recreation site. This includes notification after re-scheduled restroom cleaning dates and for completing or re-performing restroom cleaning duties for deficient or unperformed work (see Section 4.6.3).

c) Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific restroom facilities. This is especially a concern during the winter months (December through March/April); and flexibility in re-scheduling restroom cleaning visits will be necessary. If weather conditions prevent a scheduled restroom cleaning visit, the Contractor must notify the COR one day in advance or on the same business day as the originally scheduled restroom cleaning visit to reschedule. The restroom cleaning visit should be rescheduled as soon as practicable, weather and road conditions permitting. Contractor will notify the COR by email on either the same business day or on the next business day after the rescheduled restroom cleaning duties have been completed.

d) BLM acknowledges that occasionally there will be other needs for flexibility in the approved annual cleaning schedule/calendar. Such reasons may include but are not limited to:

equipment and vehicle failures, staff shortages, and other unforeseen circumstances. The Contractor should attempt to adhere to the approved annual cleaning schedule/calendar as closely as possible. However, when reasons other than weather cause a delay to the approved annual cleaning schedule/calendar, the Contractor must notify the COR one day in advance or on the same business day as the originally scheduled restroom cleaning to reschedule as soon as practicable. The contractor should attempt to make up the restroom cleaning visit by Friday of the same week. If this is not possible, the Contractor will reschedule as soon as possible and preferably prior to the next high-use recreation day (generally holidays and weekends). Contractor will notify the COR on either the same business day or on the next business day after the rescheduled restroom cleaning duties have been completed.

e) “Cleaning Completed Notifications” are a critical component of the invoice/billing payment process and the inspection process. BLM will use the notifications to confirm the scheduled restroom cleaning visits were completed and for post-cleaning inspections. The COR will compare the restroom cleaning invoice dates with the “Cleaning Completed Notification” dates and completed inspections. The Contractor may not be paid for invoice dates that do not have a corresponding “Cleaning Completed Notification” email, unless completion of restroom cleaning duties can be confirmed otherwise.

4.5 Personnel

Contractor will provide and maintain an adequate work force with the necessary expertise to perform the required restroom cleaning duties in a timely, safe, and efficient manner. This includes the acquisition and use of the necessary supplies, tools, equipment, and vehicles, including four-wheel drive trucks and a pressure washer (which is not required but highly recommended).

4.6 Inspections

Contract work will be inspected randomly by BLM employees to check for satisfactory work completion. BLM employees include and are not limited to: COR, PI, park rangers, recreation technicians, recreation planners, law enforcement rangers, seasonal staff, and any other BLM employees assigned to conduct a restroom facility inspection. Inspections will be recorded on the Inspection Report Forms in Attachment A.

Restroom cleaning visits will be evaluated on whether they are performed according to the cleaning duties specified in Section 4.1, judged based on observations made during restroom cleaning inspections and/or information recorded on completed inspection report forms, and reported as deficient or unperformed, as defined below:

a) Deficient: Work that is only partially completed, or unsatisfactory or inadequate work that does not meet the standards specified in Sections 4.1 – 4.5.

b) Unperformed: None of the required restroom cleaning duties were performed at the scheduled recreation site. This is a scheduled restroom cleaning visit that was not performed and not rescheduled (with approval from the COR) prior to the next regularly scheduled cleaning visit.

4.6.1. Deficient or Unperformed Work

If the BLM finds a restroom cleaning visit to be deficient or unperformed, the COR will notify the Contractor immediately. The Contractor will generally have one to two business days in which to complete or re-perform the scheduled work.

However, if the BLM discovers deficient or unperformed work on a Thursday or Friday prior to a holiday weekend, or in other critical timeframes or situations (i.e., emergency cleanings to protect human health and safety), only one calendar day may be given to complete or re-perform the scheduled work. In certain situations, or time periods, an extension may be granted by the

COR.

At the initial documentation of a deficient or unperformed scheduled restroom cleaning visit, the BLM generally will not assess a penalty, but will invite the Contractor to return to the recreation site to complete or re-perform the work. The subsequent restroom cleaning visit to complete or re-perform the documented deficient or unperformed work cannot be invoiced and will not result in any additional payments. In other words, the Contractor may not bill the BLM twice for a repeat restroom cleaning visit that was performed to correct deficient work.

After completing or re-performing the work, the Contractor will notify the COR on the same day the work is completed or as soon as practicable. If Contractor does not re-perform the work within the specified timeframe, Contractor will forfeit the billing of the restroom cleaning visit.

5.0 Delivery

Contractor will provide the following:

a) Restroom cleaning, as specified in Section 4.1. This includes all labor, supervision, tools, equipment, supplies, and transportation necessary to clean and sanitize vault toilets and restroom buildings (inside and outside), stock toilet paper, and remove trash from inside and outside restroom buildings.

b) Annual restroom cleaning schedule/calendar, covering a 12-month period starting after the contract award date, as specified in Section 4.3.

c) Notifications of completed cleanings or delayed cleanings, as specified in Section 4.4.

All project documents (annual restroom cleaning schedule/calendar and cleaning completed or delayed notifications) shall be delivered to the BLM COR. Periodic restroom cleaning inspections will be completed by BLM staff.

5.1 Invoicing/Billing

As work is completed for this contract, Contractor will submit invoices, bills, or statements on a monthly basis. Invoices must include an itemization of cleaning duties completed, dates of cleaning visits, total charges, and date of billing. To ensure prompt payment and proper contract administration, the Contractor is encouraged to submit bills the first week of each month.

6.0 Government-Furnished Property

BLM will furnish keys to the toilet paper holders.

7.0 Security

7.1 Safety

BLM acknowledges that physical and biological (e.g., bacteria, viruses) may be present at these sites; the Contractor must ensure the safety of their employees and provide adequate personal protective equipment that meets industry standards.

7.2 Protection of Government Property

During restroom cleaning visits, the Contractor will take special care to protect government property from unintended uses or substances (including cleaning fluids). Government property includes and is not limited to: restroom facilities, buildings, walkways and cement pads, picnic tables, fire rings and grills, signs, fences, and any other structures within the six recreation sites.

7.3 Restroom Damage and Repairs

Contractor will report and provide photos of any damages and/or needed repairs to the restroom facilities (inside or outside). Repairs will be performed at the BLM’s discretion by an agent of the BLM’s choosing. Repair costs will be paid by the BLM. If available for such repairs, the Contractor will contact the COR and provide an estimate of repair costs. However, Contractor is not permitted to make repairs without direct authorization from the Contracting Officer or Contractor risks non-payment.

Contractor is responsible for any damage to restroom or recreation site facilities, structures, developments, roads, areas, or land caused as a result of or during work duties under this contract and will restore the damaged item or area to its original condition. This restoration will include any action needed to restore the damaged item or area, including and not limited to: painting, refinishing, repair, reconstruction, replacement, or rehabilitation.

7.4 Notification of or Assistance with Problems

The Contractor will notify the COR of any unusual damage, vandalism, or possible public hazards in restroom facilities or recreation sites. If possible (and if doing so causes no endangerment), the Contractor or his/her employees will obtain and provide an offending person's name, address, license number, date of infraction, and other pertinent information to a BLM Law Enforcement Officer (LEO), County Sheriff, or to the COR. The BLM will provide contact information.

8.0 Place of Performance

Restroom cleaning will be performed at the six developed recreation facilities shown in Table 1 in Section 2.0 and in the maps in Attachment B.

9.0 Periods of Performance

The period of performance for the contract is a 12-month timeframe, starting from the contract award date and ending 12 months later.
