About this file
This is a Request for Quotation (RFQ) from the Bureau of Land Management (BLM) Oregon-Washington Region for vault pumping services at recreation sites throughout Northwest Oregon. The solicitation seeks a contractor to pump, clean, and maintain vault toilets and holding tanks at 34 recreation sites across multiple counties including Benton, Clackamas, Lane, Linn, Polk, Tillamook, Lincoln and Yamhill.
The contract includes a one-year base period from March 1, 2025 to February 28, 2026 plus four one-year options through February 28, 2030. The work involves servicing approximately 60 vault toilets and tanks with an estimated 82,000 gallons per single pumping cycle, with some sites requiring multiple pumpings per year. Requirements include washing down sewer vaults, adding 100-150 gallons of fresh water after pumping, and proper disposal of waste at licensed facilities. This is a 100% small business set-aside under NAICS code 562112 with a size standard of $47 million. Quotes are due by February 19, 2025 at 5:00 PM PT. Award will be based on past performance, relevant experience, technical capability and price. Contractors must maintain specified liability insurance coverage and comply with all applicable state and federal regulations regarding waste disposal.

SECTION C – STATEMENT OF WORK
GENERAL INFORMATION
Scope of Contract
The intent of this contract is to pump, clean and water vault toilets and holding tanks at each individual recreation site and host location, then remove and dispose of all effluent and trash in an acceptable manner at a licensed disposal facility in accordance with all state and federal rules, regulations, laws, and specifications of this contract.
Location and Description
The 60 vault toilets and tanks to service are located at 34 various recreation sites and areas sites throughout the Northwest Oregon District of the Bureau of Land Management. See attached vault toilet location maps. The frequency of pumping will vary as needed during the period of performance; see Volume and Type document attached. Most sites are open from May through September, some are open year-round.
Estimated total gallons in a single pumping is 82,000 gallons across the Northwest Oregon District, some sites getting pumped multiple times per year; OPTION items total 32,000 gallons when requested. Locations are grouped by county for bid purposes. Bids shall be firm fixed price and itemized based on a per gallon single pumping per location and include mileage costs if applicable; quotes may represent all or specific counties. Include quotes for option line item 4.20.
GENERAL REQUIREMENTS
The contractor will provide all labor, supplies, supervision, materials, equipment, and transportation necessary to provide pumping, cleaning and watering of vault type toilets and holding tanks (host tanks, step tanks/wet wells).
The Contractor will service the requested sites within 5 business days of request and will submit invoices within 30 days of service. The Contractor will provide pumping and disposal services for pumped wastewater material and garbage pulled from the vaults. All pumping shall be performed by a licensed pumper as per OAR.340-071-0330(5).
All wastewater shall be disposed of offsite in a legal manner. It is estimated that we will need between 80,000 and 132,000 gallons of wastewater pumped per year.
The Contractor will wash down sewer vaults while pumping them out and add between 100-150 gallons of fresh water to the vault after it has been pumped/cleaned. It is estimated that you will need between 8,100-12,150 gallons of fresh water for the tanks and 2,050 gallons of wash down water per year with expected pumpings (25 gallons per vault).
• Work Locations are described in section 4.0. Vault Toilets (VT) and tanks to be pumped are on attached project location maps.
• The Contractor is responsible for all work completed including sub-contractors; all sub-contractors must meet the same requirements outlined in the contract as the primary Contractor.
• The Contractor shall be properly licensed and is responsible for obtaining all necessary permits and licenses for pumping, hauling and disposing of the effluent.
• The Contractor shall be responsible for making disposal arrangements, including disposal of all sewage, debris, and trash, and payments of all fees.
• Contractor shall pump all wet effluent from toilet vaults. Vaults must be pumped dry, with less than one inch of effluent remaining in the vault for each pumping.
• Vaults may contain trash such as beverage containers, plastic bags, etc. Removal of these items is a requirement of the contract. Contractor must have capability to remove garbage/trash deposited in vaults. Contractor shall be responsible for the removal, transport and proper disposal of trash and refuse found within the vault.
• The Contractor shall be responsible for preventing spillage during pumping and hauling of all waste material. Handling of all waste material shall be in accordance with all applicable health regulations.
BLM NORTHWEST OREGON DISTRICT OFFICE Page 19 of 83
• The Contractor shall utilize biobased products and materials to the maximum extent possible, in accordance with Section Special Contracting Requirements 6.0, Green Procurement.
• Upon completion of pumping the vault, contractor shall clean up any spill or contamination of the interior walls or floors of the toilet room and any spillage on the surrounding soil. Any contamination in the toilet room will require a thorough cleaning with a disinfecting solution approved by the Contracting Officer to include walls, floors, ceiling, and fixtures at the Contractor’s expense.
• Sewage removed from BLM vaults must be disposed of in a licensed and/or permitted sewage disposal facility. Proof of proper disposal is required. For each haul, the contractor shall provide the Government’s representative with a mobile waste hauler manifest from a licensed disposal facility documenting proper disposal and gallons pumped from vaults.
• The disposal, transportation, and use of chemicals shall conform to all Federal, State, and local laws and ordinances.
SCHEDULE OF SERVICES
The Contractor shall pump the toilets upon request by an authorized Government Representative directly to the service provider. Pumping shall be completed within 72 hours of the request. No charge may be made unless services are performed as described in section 4.0. Any additional pumping that is required will be mutually agreed upon by the Contracting Officer (or appointed representative) and the Contractor prior to performance.

(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/. The CPARS User Manual, registration for On Line Training for Contractor Representatives, and a practice application may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating ''No comment" in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:
(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30- day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
