DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. GENERAL
The Bureau of Land Management (BLM) is responsible for maintenance of certain gap fences on the Gila Lower Box. The goal is to prevent cattle entering the Gila Lower Box from the upper and lower ends by keeping both electric fences up and working. The electric fence repair and occasional removal of livestock from the lower Gila Box shall meet, at a minimum, the following requirements.
The Bureau of Land Management will supply the various fence materials to maintain / reconstruct the fences. This may include, but may not be limited to, steel posts, wooden posts, barbed wire, electric wire, insulated wire, insulators, strainers, stays, clips, warning signs, nails, and replacement energizers.
The contractor will supply all other items required to do the job. This may include but is not limited to various hand and power tools to perform fence maintenance and rebuild responsibilities; various types of vehicles to access fences; horses and other animals for removing livestock (e.g. cattle, etc.) from the exclosure; and 12 volt deep cycle batteries to supply electricity (energize) the fence.
The contractor will strive to maintain a good relationship with landowners allowing vehicle access to the lower gap fence.
Vehicle access to the fences will vary with weather and river level. Through most of the year, a 4X4 vehicle can be taken to within approximately 1/4 mile of both fences. However, vehicle access will at times be limited to a greater distance when roads are not passible. When the river is at its lowest levels, a 4X4 can be driven to parts of the fences.
2. SPECIFIC INSTRUCTIONS
A. Check both river gap fences on an average of once per week. Check and maintain upland boundary fences once per calendar year.
B. Maintain ALL fences, making any repairs necessary to keep them working properly so that livestock will not enter the exclosure (i.e. Gila Lower Box). The contractor will be responsible for repairs regardless of the cause of damage, (e.g. vandalism, flooding, livestock, etc).
C. Weekly maintenance includes checking the charge on the fences, clearing vegetation along the fence line to prevent grounding, and removing or repairing any shorts in the system. The contractor would also be responsible for adjusting wire height and fence design to match changing water levels and channel course.
D. Repairs will be made as soon as possible following damage. Repair includes, but is not limited to such tasks as replacing line posts, insulators, strainers, stays, gates, fence wire and electrical wire, switches, batteries, chargers, solar panels, and making electrical connections.
E. BLM will supply fence materials to the contractor. It will be the contractor's responsibility to inform BLM of anticipated needs.
F. The contractor will be responsible for supplying a 12 volt deep cycle battery for each charger
(2) so that the fence will maintain its charge throughout the day and night.
G. The contractor will ensure electric fence warning signs remain on the fence. The contractor will also be responsible for keeping flagging or other visible markers on the high wire at the upstream fence to prevent bird collisions.
H. The contractor will maintain walk through gates to allow public access.
I. The contractor will remove any livestock that gain entry to the non-grazed area (i.e. the exclosure of the WSA/ACEC).
3. CHANGES TO FENCES
New fences may be built or old fences relocated in the project area by the BLM for a similar purpose and need during the contract period. A modification of the work statement and adjustment (if necessary) in price shall be made at that time. If an adequate adjustment cannot be reached at the time of the modification, either party may cancel the contract.
4. PAYMENT AND SUBMITTALS
Payment under this work statement shall be made on a per month basis once every three months. To initiate payment, the contractor shall submit an invoice for the prior three-month period. The contractor shall document all fence checks, including time spent, repairs made, maintenance performed and materials used on the Bureau of Land Management Form 1510-57, Contract Diary. The contractor will also document livestock removal efforts, detailing dates, number and ownership of stock, time spent and how and why the livestock gained entry. This information will be submitted every week to the BLM.
