Pauls Valley 2025 Veterinary Services

Background: The contractor shall provide routine professional services on agreed upon designated treatment days and on an as needed basis at the Pauls Valley Adoption Facility, Pauls Valley, Ok.

All services shall be paid based on the hourly rate and the treatment procedure performed, as set forth in the schedule of items. The Pauls Valley Adoption Facility is located at 16204 NCR 3205, Pauls Valley, OK. Workload can be expected to vary depending on shipping activity and the health of the population at the facilities. The veterinarian, or alternate veterinarian, must be available at the site within 4 hours of notification. Under non-emergency conditions, the veterinarian shall be given at least a 24-hour notification. A list of key personnel including name, address and telephone number of the alternate veterinarian must be provided. The duties require a veterinarian licensed in the State of Oklahoma, USDA accredited for issuing interstate health certificates, and skilled in handling and treating ungentle large animals, specifically horses and burros. Approximately 70% of the estimated workload may include:

• Visual examination to determine general health of individual animal.

• Interstate Health Certificate.

• Drawing Blood Samples for equine infectious anemia (EIA)

• Preparing documentation for submission to the appropriate laboratory.

1. Veterinarians shall submit copies of all insurance covering their veterinary practice, including coverage for unprofessional conduct described under Oklahoma Board of

Veterinary Medical Examiners and any personal property and general liability insurance coverages.

2. The performance of all services within the requirements shall be at the discretion of the

However, BLM COR reserves the right to complete any of the above tasks unless it conflicts with the veterinarian's license, except drawing blood for EIA testing. Team cooperation between the veterinarian and BLM personnel is critical to accomplish the requirements outlined in the Statement of Work.

3. The remaining 30% of the workload from veterinarian services includes, but is not limited to, the treatment categories identified in the attached schedule of items. The BLM personnel shall assist the Contractor by performing services to restrain animals for the veterinarian by mutually agreed to procedures, considering BLM Comprehensive Animal Welfare Program

(CAWP) policies as identified by BLM, to protect the health and welfare of all associated personnel and the wild equine being treated. BLM may perform services in the care and treatment of equine, under the guidance of the veterinarian, at the COR’s discretion. For example, after veterinarian examination, a designated qualified BLM employee may administer penicillin and/or treatment.

b. The contractor shall treat sick and injured horses and burros and provide all equipment, supplies and medications for those treatments. Advise BLM personnel in the administration of continued treatment (e.g., administration of penicillin).

c. Diagnose sick horses and burros for treatments that can be administered by BLM personnel. BLM shall provide necessary supplies and medications for those animals not being treated by contractor.

d. At a time specified by the COR, the veterinarian shall review, by origin, the individual sick and injured horse and burro records (as described in paragraph b above), to provide information on any trends of disease or conditions that may or may not exist.

e. Issue and prepare health certificates for interstate shipment of horses and burros.

f. Humanely euthanize wild horses and burros when necessary and provide a written report to the COR on the reason. In non-emergency situations, a decision to euthanize shall be made jointly by the COR and veterinarian. In emergency situations, BLM personnel, in accordance with BLM policy, have the authority to euthanize.

g. Collect tissue samples from postmortem examinations as directed by the COR.

EVALUATION CRITERIA

The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer is technically acceptable and offers the lowest price. Quotes will be evaluated on a

Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability is defined as meeting or exceeding the non-cost evaluation factors. The following factors shall be used to evaluate offers:

1) Technical Capability

Offerors shall provide sufficient documentation clearly demonstrating their capability to perform the tasks outlined in the Statement of Work. The documentation shall include the following:

• A copy of a current and valid veterinary license issued by the State of Oklahoma for each veterinarian designated to perform services on horses.

• Proof of USDA accreditation for issuing interstate health certificates.

• A list of key personnel including name, address and telephone number of the alternate veterinarian.

• Proof of professional liability insurance covering veterinary practice, including coverage for unprofessional conduct as described by the Oklahoma Board of Veterinary Medical Examiners.

2) Price

Offeror shall complete and submit the attached Schedule of Items. Price will be evaluated for fairness and reasonableness and will be considered only for offers deemed technically acceptable.

Offerors shall provide all documentation and completed pricing information as specified above. Failure to provide complete documentation may result in the offer being deemed unacceptable.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
