The Government intends to award the contract to a responsible party whose proposal is responsive to the solicitation process for 2023 Pecos District Office, Range Supply Contract and provides “Best Value to the Government” on a Lowest Priced Technically Acceptable (LPTA) basis.
A Technical Evaluation Panel consisting of no less than three members will conduct the initial evaluation.
Upon completion of the evaluation period, the panel will review each proposal and make their final award recommendation to the Contracting Officer. Provide your bid in two separate volumes: Volume 1 – Pricing.
Volume 2 – Non-pricing, which includes information of evaluation factors.
Quotes will be evaluated for acceptability but will not be ranked using the non-cost/price factors. To be eligible for award, offerors must receive a rating of “acceptable” in every non-price factor/subfactor. In the interest of economy and efficiency, the Government will start by evaluating the technical quote of the lowest-priced offeror and will award to that offeror if the technical quote is rated “technically acceptable”. If the lowest offeror receives a rating of “unacceptable” in any of the non-cost factors, the Government will then move on to evaluating the technical quote of the next lowest offeror and so on until a quote is rated “technically acceptable”. Therefore, the technical quote of the non-low-price offerors may or may not be evaluated.
