About this file

This is a Request for Quote (RFQ) for herbicide application services on Bureau of Land Management (BLM) administered lands in Nevada. The solicitation number is 140L3926Q0032, issued by DOI Wildland Fire Programs at the BLM Nevada State Office. The offer due date is July 27, 2026, at 1300 Mountain Daylight Time, with quotes submitted electronically to Amanda Cline-Rispress at amanda_cline-rispress@ios.doi.gov. This is a Total Small Business Set Aside under NAICS code 115310 (Forest Fire Suppression and Fuels Management Services) with a Women-Owned Small Business (WOSB) designation, specifically targeting Economically Disadvantaged Women-Owned Small Businesses (EDWOSB).

The contract requires contractor-furnished herbicide and adjuvant application services covering a minimum of 7,649 acres near Antelope Butte in Lander County and Table Mountain in Eureka County, Nevada, with a Government option to extend to 9,300 acres total. The performance period runs from September 15, 2026, to December 30, 2026. The Government anticipates award of a single firm fixed-price contract. Evaluation will use a best-value trade-off approach based on three factors: Technical Capability (demonstrating Nevada Professional Applicator License, technical approach, equipment, quality control plan, safety plan, GPS/GIS experience, and key personnel), Relevant Experience/Past Performance (at least three projects within the past five years), and Price (total evaluated cost including all option years). Technical and past performance are significantly more important than price. Contractors must comply with electronic invoicing through the Invoice Processing Platform (IPP), Service Contract Labor Standards wage requirements, green procurement standards, and provide past performance evaluations through the Contractor Performance Assessment Reporting System (CPARS).

Location: BLM-NV Battle Mountain Solicitation Number: 140L3926Q0032 technically rated offeror when it is in the best interest of the Government.

1. Evaluation Process:

In accordance with FAR 12 (FAR Overhaul - Part 12 | Acquisition.GOV) the Government will perform a comparative evaluation of quotes. A comparative evaluation is defined as the act of comparing one quote to another in a side-by-side fashion.

• No Formal Scoring is required: The Government is not required to use formal evaluation plans, precise weighting, or adjectival scoring (e.g., "Excellent" or "Blue").

• Direct Comparison: IAW FAR 12, Quotes will be compared against one another to determine which provides the best value. The Government will use their professional business judgment to determine if a quote’s technical superiority or more favorable terms (e.g., faster delivery, longer warranty) justifies a higher price. However, the Government may first perform a price analysis. If the lowest-priced quote provides the best value, the Government may award to that quoter without further comparison to other quotes.

2. Evaluation Factors:

The following factors will be used to evaluate quotes:

• Technical Capability: Vendors shall demonstrate their ability to meet the specifications in the Statement of Work with the following:

• An independent review of each proposal will be conducted to determine if all requested information is provided. Include only information relevant to this project and the contractor's proposal. Address each item described above.

• Offeror shall submit a technical narrative to address, at a minimum, the following items:

• Each proposal will be independently evaluated to determine the probability of success and the overall degree of risk in meeting Government requirements

• Vendor’s may request a rating of Neutral if no current and/or relevant performance record is identifiable upon which to base a meaningful performance risk prediction.

This is neither a negative or positive assessment.

• Price: Total evaluated price. Offeror to complete the Standard Form (SF) 1449 and attached Bid Schedule in full including pricing for all option years. Price should include ALL costs associated with the completion of the project per the attached Statement of Work.

Location: BLM-NV Battle Mountain Solicitation Number: 140L3926Q0032

Technical and past performance when combined are significantly more important than price.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

1452.215-71 Use and Disclosure of Proposal Information - Department of the Interior Apr 1984

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:

“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”

(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:

Location: BLM-NV Battle Mountain Solicitation Number: 140L3926Q0032

(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
