About this file

This is a Request for Quotation (RFQ) for a five-year Blanket Purchase Agreement (BPA) to establish pricing for Caterpillar equipment rental, repair, parts, attachments, and service support for the Boise District Office of the Bureau of Land Management (BLM).

The solicitation seeks rental rates for heavy equipment to support district-wide road maintenance and fire operations at multiple BLM locations in Idaho. Required equipment includes two 175 HP all-wheel drive motor graders with 12-foot blades, one 90 HP four-wheel drive backhoe, one 1,500 ft lb rock hammer attachment, and one 160 HP all-wheel drive loader. Equipment will be delivered to either Bruneau Guard Station or Johnstone Creek (Marsing) with approximately 1.5 hours delivery time factored in. Pricing must include delivery, pickup, environmental fees, and all regulatory compliance. The BLM will provide fuel. Offerors must submit daily, weekly, and monthly rental rates using the formula: (Monthly Rental Rate × 1.01 Environmental Fee) + Delivery Rate + Pickup Rate = Total Monthly Cost. The cumulative purchase authorization under this BPA shall not exceed $250,000. The contract period runs June 1, 2026 through May 31, 2031. Quote due date is May 1, 2026 by 3:00 p.m. MDT, submitted via email to galby_celestin@ios.doi.gov. This is a small business set-aside under NAICS code 532490 (equipment rental) with a $40 million annual receipts threshold. Evaluation emphasizes technical capability, prior experience and past performance, and price in descending order of importance. Award is anticipated for one contractor on an "all or none" basis.
