Government shall not exercise any supervision or control over the providers performing these services.

Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1. Description of Services/Introduction: The Upper Snake Field Office (USFO), Bureau of Land Management (BLM) is acquiring services for the inventory and treatment of Russian thistle. The Contractor shall furnish all labor, equipment, tools, materials, supervision, supplies, and incidentals;

The contract consists of two application periods, an initial treatment and a follow‑up treatment—spaced 30 days apart to ensure that any secondary germination is effectively addressed.

Although the Contractor is required to physically inventory the entire 1,987‑acre project area, it is anticipated that no more than 10 percent of the area—approximately 200 acres—will require spot treatment during each application period. If the total anticipated treatment acreage across both application periods is expected to exceed 400 acres, the Contractor must notify the Contracting Officer’s Representative (COR) prior to proceeding.

1.5. Period of Performance: Inventory and treatment operations will begin on or after April 27, 2026, as soon as weather and growing conditions are favorable. The COR will notify the contractor that favorable conditions have been met, and the contractor shall be prepared to commence application operations within three (3) calendar days of notification. The contractor will have fifteen (15) calendar days, once the application is initiated, to complete each application period. This application may coincide with poor weather and site conditions.
