About this file

This document is an evaluation criteria attachment for a federal herbicide application contract solicitation. The Government will award the contract to the responsible offeror whose proposal offers the best value, considering price and other factors. Evaluation is structured across four primary factors: Technical Capability, Applicant Qualifications, Past Performance, and Price. Technical Capability requires offerors to demonstrate the ability to complete herbicide application work within 15 working days, including submission of a detailed work plan, schedule, and production rates (acres treated per day). Offerors must address GPS experience, quality control and safety processes (including herbicide storage, loading operations monitoring, public safety, weather condition monitoring, emergency access, and communication protocols), and provide an itemized list of all equipment to be used for transport, storage, loading, and site access, along with logistical details regarding water sources, mixing and loading locations, and any airstrips if aircraft will be utilized.

The Applicant Qualifications factor requires documentation of prior relevant experience for all key personnel and crew members, including pilots and ground crew, with preference for those with herbicide application experience under similar budgetary and time constraints. All applicators must hold a current Idaho Professional Applicator License in the Agricultural Pesticide Category or equivalent from a reciprocating state; the Government may inspect licenses before work commences. The Past Performance factor requires submission of a minimum of two and maximum of five recent and relevant project references, preferably with federal agencies, including contract details, points of contact, and performance periods; the Government will assess quality, timeliness, resource management, schedule adherence, and compliance history. The Price factor requires submission of a completed Bid Schedule with line item breakouts and cost element detail; proposals will be evaluated for reasonableness, and material unbalancing between line items may result in rejection. Award will be made based on best value to the Government, not necessarily the lowest price.

Evaluation Factor No. 4: Price

1. Submit completed Bid Schedule for the list of Line Items provided in the solicitation including the break out of cost elements. Each price proposal shall be evaluated for reasonableness.
