About this file
This is a Request for Quote (RFQ) for the replacement of a rooftop air conditioning unit (RTU) at the Smokey Circle facility in Grants, New Mexico, issued by the Bureau of Land Management (BLM).
The Government seeks a complete RTU HVAC replacement as a firm fixed-price contract with an anticipated period of performance from September 25, 2026, to January 25, 2027, and completion required within 120 days of award. The acquisition is set aside for small business concerns under NAICS code 238220 (size standard $19.0 million). Quotes are due by September 21, 2026, at 9:00 AM Mountain Daylight Time and must be submitted via email to lashondra_hubbard@ios.doi.gov. The contract incorporates FAR Part 12 (commercial items) and requires electronic invoicing through the Invoice Processing Platform (IPP). Evaluation will be based on three factors: Technical Capability (Acceptable/Non-Acceptable), Past Performance (Acceptable/Non-Acceptable), and Price (fairness and reasonableness). Offerors must demonstrate technical capability through a product specification sheet and work plan, and provide at least three completed or ongoing HVAC projects from the past five years with at least one completed within two years, including owner contact information. The existing RTU is a Rheem unit (Model RRPL-B060JK10E, 14-SEER) operating on 208/230V single-phase power. The replacement unit must be a packaged rooftop gas/electric unit with nominal 5-ton electric cooling capacity, dual-stage cooling, minimum 150,000 and 105,000 Btu/hr heating input, R-454B refrigerant (A2L compliant), and minimum 2,000 cfm supply air from manufacturers such as Trane, Carrier, or Lennox. The contractor is responsible for roof curb compatibility and verifying existing electric and gas service adequacy. Deliverables include site protection, hazardous material removal (refrigerant disposal per 40 CFR 82), RTU installation and leveling, duct connections, weatherproofing, testing and balancing, and installation of programmable thermostats.
