About this file
This document is a Solicitation, Offer, and Award (SF 1442) for a federal contract opportunity with the Bureau of Land Management (BLM) Colorado Region. The objective is to amend the soil with lime to raise the pH of the soil and allow for revegetation at the historic Anaconda Mine Site and Gnome Site. The work includes providing labor, materials, equipment, earthwork, and incidentals necessary to complete maintenance and site improvements. The solicitation number is 140L1724R0008, and the estimated value is $250,000 - $500,000. The period of performance is from 10/01/2024 to 09/30/2026, with a delivery date of 09/30/2026. The basis of award is a technical-price trade-off, with technical merit being rated higher than price. Contractors must submit proposals by 08/30/2024, and the government will evaluate technical capability on a scale of Outstanding, Good, Acceptable, Marginal, or Unacceptable. Questions are due by 08/22/2024, and a pre-bid conference was held on 07/31/2024 with site tours on 08/06/2024.

Evaluation Instructions
This task order’s basis of award is a technical – price trade-off wherein technical is more important than price. The
Government will select the best value offer based upon an evaluation for technical capability and price. Awards to a higher priced offeror with higher technical capability ratings may result where the decision is consistent with evaluation factors, and the Contracting Officer reasonably determines that superior technical capability of the higher priced offer outweighs the price difference. Technical capability shall be rated as follows:
Rating Description
Outstanding Proposal indicates an exceptional approach and understanding of requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the task order and, thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
Proposals shall outline all means and methods with sufficient detail to provide pre-CERCLA screening of campsites along the Alpine Loop between Silverton and Lake City, Colorado.
When performing reviews, please be specific and provide as much detail as possible. Lack of details and/or justifications may result in a CO’s request for revisions. Technical team members shall refer to the Contracting
Officer for evaluation clarification if the need arises. For the purposes of initial reviews, members will not be provided price proposals. Proposal pricing will be revealed after initial reviews have been performed. Once the review has been completed, please convert to PDF and sign.
