This contract is for maintenance work at three different project areas located on BLM administered lands in the Gunnison Field Office area in southwest Colorado. The Anaconda Mine, Gnome, and Polar Star AML sites.
Site Backgrounds
Anaconda Mine:
The historic Anaconda Mine Site includes a backfilled shaft that is beginning to subside and an acidic waste rock pad and collar around the old shaft. The mine is in a massive sulfide deposit located within the Gunnison Gold Belt. The acidic runoff from the waste rock is causing a dead zone to migrate down slope to a drainage. The objective is to amend the soil with lime (pulverized and crushed) to raise the pH of the soil to allow for revegetation of the site. The site is located at latitude 38.341857°, longitude -107.101527°. The site can also be described as located in Township 47 North, Range 2 West, section 9, SE1/4SW1/4NE1/4, NMPM.
The site has been determined to be not eligible for listing on the National Register of Historic Places (NRHP). No cultural resource monitoring of the site is required.
The site is located approximately 450 feet from CO Highway 149. Materials and equipment can easily access the project area. The area of the Site is approximately 1.5 acres. Staging of materials and equipment can be set up at the edge of the Site.
Scope of work:
The work will consist of, but is not necessarily limited to, providing all labor, materials, equipment, earthwork, and incidentals necessary to complete the following maintenance and site improvements:
Activities to be completed include:
• Sample soil to determine concentrations of heavy metals and other contaminants (minimum 20 samples TAL metals) utilizing appropriate field sampling parameters.
2 July 9, 2024
• On-site analysis of soil with an XRF unit in a grid pattern to identify hot spots in the waste rock.
• Determine depth of waste rock and contaminated soil to be used for determining volume of lime needed.
• Determine pH of the soil and calculate amount of lime amendment needed to raise the pH to a suitable level to support vegetative growth.
• Describe equipment needed to amend the waste rock and soil, regrade and recontour the site. Describe measures and materials that will be used to for erosion control.
Please provide a technical proposal outlining all means and methods (which may include sketches, preliminary drawings, etc.) for the above activities.
BLM will review and approve all submittals before any mobilization for construction or construction work begins. The contractor should submit drafts of all submittals to the project COR for comments. All comments should be addressed before construction work begins.

GNOME Mine- Background:
The historic GNOME Mine Site includes a backfilled shaft a draining adit and a waste rock pile.
The Site had reclamation work done in 2018, consisting of channeling the drainage away from the waste rock pile to avoid infiltration and development of acid mine drainage (AMD). The waste rock was then treated with an experimental biologic agent to reduce sulfur and other contaminants in the waste rock. The Site now needs maintenance to prevent the water from infiltrating the waste rock dump and the addition of a lime amendment to raise the pH of the waste rock dump. The draining adit connects with the Lake Fork of the Gunnison River a short distance downstream. The objective is to amend the soil with lime (pulverized and crushed) to raise the pH of the soil to allow for revegetation of the site and redirect the mine drainage. The site is located at latitude 37.920681°, longitude -107.516869°. The site can also be described as located in Township 42 North, Range 6 West, section 3, SE1/4SW1/4SW1/4, NMPM.
The site has been determined to be not eligible for listing on the National Register of Historic Places (NRHP). No cultural resource monitoring of the site is required.
The site is located in American Basin on the Alpine Loop Scenic Byway. The site is located approximately 150 feet from Hinsdale County Road 12 (CR 12), which connects with Hinsdale CR30. A small trailer may be able to move materials and smaller equipment 4.5 miles from Burrows Park/Silver Creek to the site. Larger sized equipment cannot be moved by a long trailer or semi; larger equipment will have to be walked in approximately 8.5 miles from the junction of Hinsdale CR 30 and CR35 (the road will not accommodate long trailered vehicles). Due to the limited access to the site, equipment and materials will be brought into the site from the staging area; sling drop of materials may be another option.
Scope of work:
The work will consist of, but is not necessarily limited to, providing all labor, materials, equipment, earthwork, and incidentals necessary to complete the following maintenance and site improvements:
Activities to be completed include:
• Sample water from adit discharge and adjacent stream to the east and below the holding pond and soils from the toe of the repository to determine contaminants and concentrations (minimum 20 samples TAL metals).
• Sample soil to determine concentrations of heavy metals and other contaminants (minimum 20 samples TAL metals) utilizing appropriate field sampling parameters.
• On-site analysis of soil with an XRF unit in a grid pattern to identify hot spots in the waste rock.
• Determine depth of waste rock and contaminated soil to be used for determining volume of lime needed for treatment.
• Determine pH of the soil and calculate amount of lime amendment needed to raise the pH to a suitable level to support vegetative growth.
4 July 9, 2024
• Describe equipment needed to amend the waste rock and soil, regrade and recontour the site. Describe measures and materials that will be used to for erosion control.
• Drainage ditch improvement to redirect the flow away from the waste rock dump back to the settling pond.
• Plan for mob/demob of materials and equipment to the site.

Polar Star Complex:
The historic Polar Star Mine Complex AML Site includes waste rock dumps that are contributing to the degradation of water quality in Palmetto Gulch. The site area is on top of Engineer Pass, straddling both Hinsdale and Ouray Counties. Mine waste from waste rock dumps and adjacent mines are contaminating soil and stream water quality in Upper Palmetto Gulch. The objective of the work is to establish and map high levels of contamination and determine the quantities of materials of materials needed to neutralize or immobilize the contaminant sources to prevent further contamination. The site is located at latitude 37.971141°, longitude -107.577520°. The site can also be described as located in Township 43 North, Range 7 West, section 24, NE1/4SE1/4NE1/4, and Township 43 North, Range 6 West, section 19, NW1/4NW1/4SW1/4
NMPM.
The site has been determined to be not eligible for listing on the National Register of Historic Places (NRHP). No cultural resource monitoring of the site is required.
The site is located approximately 1000 feet from Hinsdale CR 20 near Engineer Pass along the Alpine Loop Scenic Byway. CO Highway 149. Materials and equipment can easily access the project area. The site is accessible by existing roads over Engineer Pass which is a 4-wheel drive road that is heavily travelled by recreational UTVs during the summer months.
