About this file

This is a Request for Quotation (RFQ) for Mojave Desert native seed production services issued by the Bureau of Land Management (BLM), Department of the Interior.

The BLM seeks harvested native seed to support federal land management rehabilitation, soil stabilization, and reclamation across the Mojave Desert ecoregion, with applications including post-fire emergency seeding, mining and energy development site reclamation, invasive species management, and federally listed species recovery. Solicitation Number 140L0626Q0014 is issued as a combined synopsis/solicitation under FAR Subpart 12.6 for commercial products, with RFO-revised FAR Part 12 policies applied. The contract type is Firm Fixed Price (FFP), stand-alone award structure, with the North American Industry Classification System (NAICS) code 111998 (All Other Miscellaneous Crop Farming) and $2.5 million size standard. The period of performance runs from September 1, 2026, through December 31, 2031, with annual species requiring two years (one field prep year plus one production year) and perennial species requiring four years (one field prep year plus three production years). Quoters must submit complete packages including an order form with pricing, growing methods descriptions, and relevant past performance information for projects within the last four years by 5:00 PM EST on August 15, 2026, to lori_mora@ios.doi.gov and mfalls@blm.gov. The Government anticipates making multiple awards and will evaluate each line item separately based on technical acceptability, geographic location preference (with priority given to sites within Mojave Basin and Range, Sonoran, and other specified ecoregions), and past performance, with non-price factors significantly outweighing price. Inquiries must be submitted by 5:00 PM EST on July 31, 2026, and seed delivery is to the Mojave Desert Ecoregional Native Plant Coordinator in Palm Springs, California, with all seed produced becoming BLM property during the contract performance period.

Statement of Work

Provide Mojave Desert Native Seed for Post-Fire Emergency Stabilization, Mine and Energy Development Site Reclamation, and Combating Invasive Species

1.1 Introduction – The Bureau of Land Management (BLM) has a long-term need to supply native plant materials for federal land management rehabilitation, soil stabilization, and reclamation efforts across the Mojave Desert ecoregion. Common uses for native seeds include soil stabilization and reclamation of mining and energy development sites, post-fire seeding for soil stabilization and to combat invasive species, fuels management efforts to replace fire-prone invasive annual grasses with more fire-resistant and fire-resilient plant species, and recovery of

Federally listed species. Increasing Mojave-appropriate seed supports Secretarial Order 3417

Addressing the National Energy Emergency, Secretarial Order 3418 Unleashing American

Energy, Executive Order 14154 Unleashing American Energy, and Executive Order 14156

Declaring a National Energy Emergency. Also, the National Seed Strategy (2015) Goal 1 is to ensure the reliable availability of genetically appropriate seeds. This pilot seed increase contract provides Financial Instruments for the commercial agricultural industry to help meet BLM seed needs in support of National, Departmental, and Bureau priorities. Anticipated seed production will vary by species, with estimated production of 15-100 pounds of raw seed per each 1/10 acre in cultivation.

1.2 Scope – The object of this contract is dual:

1. To procure source-identified seed, increasing seed originating from wildland collected seed sources into larger quantities required for stabilization, reclamation, and rehabilitation projects on federal lands. Seed ordered under this contract will be used on federal lands within the Mojave Desert ecoregion. All seed delivered to the Government shall be delivered to the Mojave Desert Ecoregional Native Plant Coordinator in Palm Springs, CA.

Full seed cleaning shall not be required of the grower, but delivered seed shall have all stem material greater than 4 inches in length removed and seed shall be pre-treated with

No Pest strips (or equivalent) to remove any potential insects.

2. To increase ecoregional seed amplification capacity to meet continuing and future

Mojave Desert seed needs for post-fire emergency stabilization, invasive species and fuels management, and reclamation of mining and energy development sites. Preference will be given to seed producers under this contract who are located within the geographic boundaries of the Omernik Level III Mojave Basin and Range Ecoregion or Sonoran Basin and Range Ecoregion (https://www.epa.gov/eco-research/level-iii-and-iv-ecoregions-continental-united-states) to better match seed source conditions and seed increase field conditions. However, award will not be restricted to producers within these ecoregions.

Priorities for award shall be as follows:

https://www.epa.gov/eco-research/level-iii-and-iv-ecoregions-continental-united-states https://www.epa.gov/eco-research/level-iii-and-iv-ecoregions-continental-united-states

1. Sites located within the Mojave Basin and Range Level III Ecoregion.

2. Sites located within the Sonoran Level III Ecoregion.

3. Sites located within the Southern California/Northern Baja Coast Level III Ecoregion

OR sites within the Chihuahuan Deserts Level III Ecoregion

4.Sites located outside the above ecoregions.

The Contractor shall provide all acreage, labor, supervision, equipment, tools, materials, supplies, facilities, fees, seed certification, records, and transportation necessary to cultivate and produce cleaned and tested native seed that meets crop and seed contract quality and quantity standards from requested species. This includes all field application and seed crop certification fees. A fully implemented irrigation system will be required. Payment will be structured to provide for a field establishment payment, followed by annual harvest payments.

The Seed Increase Price Sheet identifies species, source seed transfer zones, amount of available starter seed, and maximum target acreages for seed increase fields. Vendors may quote on field sizes of 0.1 acre up to the maximum target acreage for each species and seed transfer zone combination of interest. This sheet shall be used by the contractor to quote on species by seed transfer zone which they are interested in growing.

The Government will provide SI stock seed for seed increase to meet target field size stated, with the seed analysis report for the seed lot, to the grower prior to sowing for the sowing year. The seed analysis report includes: 1) species, germplasm identification term, source location by

County and Provisional Seed Transfer Zone, year of collection, seed generation (G0), 2) seed viability, seed fill rate, and pure seed content, and 3) year tested. Government furnished seed will be provided to the grower within 30 days of the grower’s request for seed delivery.

The Contractor shall provide all acreage, labor, supervision, equipment, tools, materials, supplies, facilities, fees, laboratory tests, seed certification, records, and transportation necessary to collect, cultivate and produce cleaned and tested native seed that meet crop and seed contract quality and quantity standards from species listed in the delivery orders. This includes all field application, seed crop certification and seed testing fees. A fully implemented irrigation system shall be required.

These are small-scale pilot seed increase projects, of 1/10 to 1 acre in size. All seed produced shall be delivered to and be owned by the BLM.

CONFIDENTIALITY: The information developed under this contract is the property of the U.S.

government and shall be kept in strict confidence.

PERFORMANCE PERIOD: The work of this base contract shall be provided from approximately September 1, 2026, through December 31, 2030. The performance period for annual species shall be for two years (one field prep year plus one production year), while the performance period for perennial species shall be four years (one field prep year plus three production years).

1.3 SEED PRODUCTION SPECIFICATIONS AND DELIVERY STANDARDS

A. BLM shall provide the specified quantity of seed to the Contractor to start the contracted production acreage for each contracted species/seed transfer zone. It is

OPTIONAL for Contractor to start each of the fields through direct plug planting. If plugs are chosen, fields shall be directly planted with a typical target of 20,000 plugs per acre, with the final number determined by the quantity of plugs that are produced by the nursery and cultivation practices of the farm. Production costs will reflect the number of plugs planted per acre. Produced seed shall be delivered to the Mojave

Desert Ecoregional Native Plant Coordinator in Palm Springs, CA. It does not need to be fully cleaned or tested, but all stem material greater than 4 inches in length shall be removed and all seed shall be treated with No Pest strips prior to shipping.

B. The seed lot and germplasm identity shall be maintained throughout all phases of the contract. The seed lot identity and nomenclature shall not be lost, mixed, or contaminated with other seed from other sources.

C. The Contractor shall grow out seeds of native plant species following appropriate and sanitary nursery best management practices, and in a way to prevent potential hybridization of species (seed fields must be isolated from any other varieties or accessions of the same species, and from wild populations of the same species growing in the vicinity of the fields, by at least 300 feet).

D. All seed production fields shall be inspected annually by the Contractor, COR and/or other BLM designated PI for 1) confirmation the agreed upon native species are being grown, 2) documenting the health/reproduction potential of the crops, 3) documenting all non-native or non-target species in the fields and their associated cover. The COR and/or BLM designated PI shall have experience identifying the native species being grown and any non-native species that could occur in the fields.

E. The Contractor shall provide a brief annual summary report (with at least two photos per field/species) summarizing the production and seed test results for all species grown for this project on and/or before May 1st of each year.

F. Field Maintenance and Harvest: The Contractor shall manage these native seed production fields by providing fertilization (if needed), weed control, and irrigation for the species at optimal time periods. Seed shall be harvested at maximum maturation time for maximum seed production.

G. All seed shall be cleaned to the extent that no stems or debris longer than 4 inches remain. Seed shall be treated with No Pest strips to ensure it has no insect infestations.

H. Ownership: All seed produced from BLM provided starter seed during the Period of

Performance of this contract is the property of the BLM. Following the contract conclusion, if the Contractor chooses to retain perennial species plants in their fields, seed produced after the contract Period of Performance becomes property of the

Contractor and may be sold through the commercial native seed marketplace.

I. General Limitations: The Contractor agrees to grow G0 seed stock for increase and provide BLM G1 stock. No further generations are allowed unless approved by the

BLM.

J. Volunteer Plants: Every reasonable effort must be made to control volunteer plants

(arising from seed or vegetative remnants). The Contractor shall identify all non-target species growing in the fields and provide this information to the BLM. Fields may be inspected by BLM.

K. Harvest: Identity and purity of seed must be maintained at all times during the harvest. Equipment and facilities used for transporting, handling, and storing of seed may be inspected by BLM.

L. Seed Storage: Seed shall not be allowed to become wet after harvest. Seed shall be dried and stored in a building, shed, or warehouse that allows air circulation and is protected from rain, moisture, temperature extremes, and rodents, insect, and pathogen attack, or other conditions that would reduce the viability of the seed.

M. Target Seed Standards: The following general target standards shall apply to all seed increased. Note that these are standards to strive to achieve. The Contractor shall still be reimbursed for production even if targets are not met, unless negligence of the production fields is observed.

N. Packaging and Marking:

a. All seed shall be delivered in sound, clean, and made from standard poly or woven sacks of similar strength and characteristics. Burlap bags will not be accepted.

b. The weight of the actual bags shall not be included in the stated weight of the seed delivered.

Germplasm types include: (1) Source Identified Type (unevaluated germplasm identified only as to species and location of the wild growing parents);

(2) Selected Type (germplasm showing promise of desirable traits, having been selected either within or as a common site comparison among accessions or populations of the same species); (3) Tested Type (germplasm for which progeny https://www.seedtest.org/en/home.html https://www.seedtest.org/en/memberlaboratories.html https://plants.usda.gov/java/noxious testing has proven desirable traits to be heritable); finally (4) Variety/Cultivar release if eligibility requirements are satisfied. AOSCA certification standards for

PVG materials are available at:

http://www.aosca.org/SiteContent/Documents///aoscanativeplantbrochure.pdf http://seedcert.oregonstate.edu/sourceidentified.

NOTE: Since all seed lots under this contract are Source Identified germplasm, they are thus unrestricted natural accessions.

Pure Live Seed (PLS) – is the percent by weight of viable seed in a seed lot determined after germination and/or Tetrazolium (TZ) tests and purity analysis at a certified lab. PLS is calculated as follows for determining the percentage of Pure

Live Seed (PLS).

(% PLS) the following formula shall be used: (% Purity) x (% Germination (TZ))

= % PLS

Seed Analysis Report – is an official seed quality report issued by the state certified seed-testing laboratory for a seed lot. The standard Purity, Germination, and TZ report includes seed viability and seed purity, including an all-states noxious weed exam. A Crop & Weed Report includes a list of all seed contaminants found in a bulk exam for the crop.

Seed Certifying Agency – is a state sanctioned service that develops standards and procedures for certifying crop seed in accordance with AOSCA guidelines.

Seed Cleaning - is a process where cleaning and de-bearding seeds by different methods to remove debris, straw material, weed and other undesirable seed and disease organisms (e.g. ergot, smut) and other contaminants.

Seed Quality Standards– are standards established for seed quality of each species that include 1) seed viability minimums, 2) inert matter maximums, 3) Pure Live

Seed (PLS), (PLS) minimums, 4) other crop seed maximums, 5) weed seed maximums, 6) all-states noxious weed seeds, 7) prohibited and restricted weed seeds by individual states. Federal and State prohibited and restricted weed lists can be found at https://plants.usda.gov/java/noxiousDriver

Seed Viability – is the amount of live seed, including dormant seed as determined from a germination test or TZ test, whichever is greater. Either test result is acceptable. Seed dormancy is common in Mojave Desert native plant species, and standard protocols often do not exist for germination tests in these species. In these instances, the standard viability test is a TZ test.

Small Lots – is a field of less than one acre in size of a single species and unique germplasm, small lots could be 10 ft. in a row, a tenth acre plot, or 0.99 acres.

These small lots are often used to make an initial G1 increase.

http://www.aosca.org/SiteContent/Documents/aoscanativeplantbrochure.pdf http://seedcert.oregonstate.edu/sourceidentified https://plants.usda.gov/java/noxiousDriver

Source Identified (SI) Class – is the first step of the Pre-Variety Germplasm natural track. Unevaluated germplasm identified only to species with the location of the wild growing parents. Germplasm from a wildland stand with unrestricted representation of the intact wildland plant population on the original site. Genetic manipulation must be purposefully avoided when such accessions are increased in field or nursery production. NOTE: All seed lots under this contract shall be

Source Identified Germplasm.

Transplant – is manually or mechanically planting container-grown plants in the field. It’s a technique used for certain crops to improve the likelihood of survival and the rate of growth during plant development or to shorten the period until seed production.

2026)

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent

Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms.

However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

Addendum to FAR 52.212-2 Evaluation—Commercial Products and Commercial Services

(RFO DEVIATION MAR 2026)

Basis of Award. Pursuant to FAR 52.212-1(h), the Government may accept any item or group of quoted items. The Government will evaluate each line item separately and anticipates awarding multiple contracts resulting from this solicitation to the responsible offeror or offerors whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered.

Awards will be made based on evaluation of price and non-price factors. Non-price factors when combined, are significantly more important than price. The Government reserves the right to make award to a higher priced offer that offers less risk based on quote specifications and past performance.

Technical Evaluation

The Government will evaluate each line item’s quoted amount of Government-Furnished seed required, and number of acres proposed to determine if the amounts are acceptable and reasonable to meet the

Government’s requirements.

Geographical Location

Field location will also be evaluated for geographic suitability. Preference will be given to proposed grow-out sites based on the following priority tiers:

1. Sites located within the Mojave Basin and Range Level III Ecoregion.

2. Sites located within the Sonoran Level III Ecoregion.

3. Sites located within the Southern California/Northern Baja Coast Level III Ecoregion OR sites within the Chihuahuan Deserts Level III Ecoregion

4. Sites located outside the above ecoregions.

Offerors shall clearly identify the proposed grow-out location(s) for Mojave seed increase items.

Evaluation will consider alignment with these geographic priorities to support regional adaptation and restoration success.

Past Performance Evaluation

A past performance evaluation will be conducted for quoted line items that receive an acceptable technical rating.

An evaluation of past performance will consider successful execution of contracts similar in include scope.

The past performance evaluation may be based on information provided by quoters and other relevant past performance information available.

The Government will assess the relative performance risks associated with an offeror’s record of past performance. Performance risks are those related to the likelihood of successful contract execution. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis but rather a judgment by the Government after it considers all available and relevant information.

The Government will consider the recency and relevance of past performance information, source of the information, context of the data, and general trends in the offeror’s performance.

The lack of a relevant performance record will result in a neutral performance risk assessment, which will be used neither positively nor negatively.

Price Evaluation

Quoted prices will be evaluated to determine if a quoted price is fair and reasonable in accordance with FAR 13.106-3. This evaluation will consider quoted unit prices and total line-item price.

If the Contracting Officer determines there is not adequate price competition, then additional data (other than certified cost data) may be required.

Communications with Quoters

As set forth in FAR 52.212-1(g), the Government intends to evaluate quotes and award without communications with quoters. Quotes should contain best pricing.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post acceptance rights—

(1) Within a reasonable time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence. Examples of occurrences include acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall indemnify the Government and its officers, employees, and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark, or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.

U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315.

(3) Discount. In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date that appears on the payment check or the specified payment date if an electronic funds transfer payment is made.

(4) Overpayments. If the Contractor becomes aware of a duplicate contract financing or invoice payment or that the Government has otherwise overpaid on a contract financing or invoice payment, the Contractor shall—

The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.

(ii) The Government may issue a demand for payment to the Contractor upon finding a debt is due under the contract.

(A) The Contracting Officer and the Contractor are unable to reach agreement on the existence or amount of a debt within 30 days;

(B) The Contractor fails to liquidate a debt previously demanded by the Contracting Officer within the timeline specified in the demand for payment unless the amounts were not repaid because the Contractor has requested an installment payment agreement; or

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting

Officer (see FAR part 32).

(v) Amounts shall be due at the earliest of the following dates:

(A) The date fixed under this contract.

(B) The date of the first written demand for payment, including any demand for payment resulting from a termination for cause.

(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on-

(A) The date on which the designated office receives payment from the Contractor;

(k) Taxes. The contract price includes all applicable Federal, State, and local taxes and duties.

(l) Termination for the Government’s convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges the

Contractor can demonstrate to the satisfaction of the Government using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor’s records. The Contractor shall not be paid for any work performed or costs incurred which reasonably could have been avoided.
