About this file

This is an Amendment 0001 to Solicitation 140L0626Q0014, issued by the Bureau of Land Management (BLM) on August 11, 2026, with an extended response deadline of Wednesday, August 18, 2026, at 5:00 pm EDT. The amendment modifies a Statement of Work (Revision 1) for a native seed increase contract to provide Mojave Desert native seed for post-fire emergency stabilization, mine and energy development site reclamation, and invasive species management on federal lands. The contract period runs from September 1, 2026, through December 31, 2031, with performance periods of two years for annual species and four years for perennial species.

The contractor shall cultivate and produce source-identified native seed meeting crop and seed quality standards, providing all acreage, labor, supervision, equipment, materials, supplies, and transportation necessary. Amendment 0001 removes all seed certification and testing requirements from contractor responsibilities; seed cleaning is now limited to removing stems over 4 inches and treating with No Pest strips, with acceptance based solely on visual inspection and proper seed lot identification. The contractor must maintain seed lot identity, prevent cross-pollination through 300-foot isolation distances, conduct annual field inspections and reporting with photos, manage fields with appropriate irrigation and maintenance, and deliver cleaned seed to the Mojave Desert Ecoregional Native Plant Coordinator in Palm Springs, California. The BLM provides starter seed with analysis reports and retains ownership of all seed produced during the contract period. Award priority is weighted primarily by geographic location within specified ecoregions, with past performance and price as secondary factors. The contracting officer is Lori Mora, Department of the Interior National Operations Center.

Statement of Work Revision 1 August 11, 2026

Provide Mojave Desert Native Seed for Post-Fire Emergency Stabilization, Mine and Energy Development Site Reclamation, and Combating Invasive Species

1.1 Introduction – The Bureau of Land Management (BLM) has a long-term need to supply native plant materials for federal land management rehabilitation, soil stabilization, and reclamation efforts across the Mojave Desert ecoregion. Common uses for native seeds include soil stabilization and reclamation of mining and energy development sites, post-fire seeding for soil stabilization and to combat invasive species, fuels management efforts to replace fire-prone invasive annual grasses with more fire-resistant and fire-resilient plant species, and recovery of

Federally listed species. Increasing Mojave-appropriate seed supports Secretarial Order 3417

Addressing the National Energy Emergency, Secretarial Order 3418 Unleashing American

Energy, Executive Order 14154 Unleashing American Energy, and Executive Order 14156

Declaring a National Energy Emergency. Also, the National Seed Strategy (2015) Goal 1 is to ensure the reliable availability of genetically appropriate seeds. This pilot seed increase contract provides Financial Instruments for the commercial agricultural industry to help meet BLM seed needs in support of National, Departmental, and Bureau priorities. Anticipated seed production will vary by species, with estimated production of 15-100 pounds of raw seed per each 1/10 acre in cultivation.

1.2 Scope – The object of this contract is dual:

1. To procure source-identified seed, increasing seed originating from wildland collected seed sources into larger quantities required for stabilization, reclamation, and rehabilitation projects on federal lands. Seed ordered under this contract will be used on federal lands within the Mojave Desert ecoregion. All seed delivered to the Government shall be delivered to the Mojave Desert Ecoregional Native Plant Coordinator in Palm Springs, CA.

Full seed cleaning shall not be required of the grower, but delivered seed shall have all stem material greater than 4 inches in length removed and seed shall be pre-treated with

No Pest strips (or equivalent) to remove any potential insects.

2. To increase ecoregional seed amplification capacity to meet continuing and future

Mojave Desert seed needs for post-fire emergency stabilization, invasive species and fuels management, and reclamation of mining and energy development sites. Preference will be given to seed producers under this contract who are located within the geographic boundaries of the Omernik Level III Mojave Basin and Range Ecoregion or Sonoran Basin and Range Ecoregion (https://www.epa.gov/eco-research/level-iii-and-iv-ecoregions-continental-united-states) to better match seed source conditions and seed increase field conditions. However, award will not be restricted to producers within these ecoregions.

Priorities for award shall be as follows:

https://www.epa.gov/eco-research/level-iii-and-iv-ecoregions-continental-united-states https://www.epa.gov/eco-research/level-iii-and-iv-ecoregions-continental-united-states

1. Sites located within the Mojave Basin and Range Level III Ecoregion.

2. Sites located within the Sonoran Level III Ecoregion.

3. Sites located within the Southern California/Northern Baja Coast Level III Ecoregion

OR sites within the Chihuahuan Deserts Level III Ecoregion

4.Sites located outside the above ecoregions.

The Seed Increase Price Sheet identifies species, source seed transfer zones, amount of available starter seed, and maximum target acreages for seed increase fields. Vendors may quote on field sizes of 0.1 acre up to the maximum target acreage for each species and seed transfer zone combination of interest. This sheet shall be used by the contractor to quote on species by seed transfer zone which they are interested in growing.

The Government will provide SI stock seed for seed increase to meet target field size stated, with the seed analysis report for the seed lot, to the grower prior to sowing for the sowing year. The seed analysis report includes: 1) species, germplasm identification term, source location by

County and Provisional Seed Transfer Zone, year of collection, seed generation (G0), 2) seed viability, seed fill rate, and pure seed content, and 3) year tested. Government furnished seed will be provided to the grower within 30 days of the grower’s request for seed delivery.

The Contractor shall provide all acreage, labor, supervision, equipment, tools, materials, supplies, facilities, fees, records, and transportation necessary to cultivate and produce Source

Identified native seed that meets crop and seed quality standards from species listed in the contract. This includes all field establishment, field maintenance, and seed harvest and delivery fees. A fully implemented irrigation system shall be required.

These are small-scale pilot seed increase projects, of 1/10 to 1 acre in size. All seed produced shall be delivered to and be owned by the BLM.

CONFIDENTIALITY: The information developed under this contract is the property of the U.S.

government and shall be kept in strict confidence.

PERFORMANCE PERIOD: The work of this base contract shall be provided from approximately September 1, 2026, through December 31, 2031. The performance period for annual species shall be for two years (one field prep year plus one production year), while the performance period for perennial species shall be four years (one field prep year plus three production years).

1.3 SEED PRODUCTION SPECIFICATIONS AND DELIVERY STANDARDS

A. BLM shall provide the specified quantity of seed to the Contractor to start the contracted production acreage for each contracted species/seed transfer zone. It is

OPTIONAL for Contractor to start each of the fields through direct plug planting. If plugs are chosen, fields shall be directly planted with a typical target of 20,000 plugs per acre, with the final number determined by the quantity of plugs that are produced by the nursery and cultivation practices of the farm. Production costs will reflect the number of plugs planted per acre. Produced seed shall be delivered to the Mojave

Desert Ecoregional Native Plant Coordinator in Palm Springs, CA. It does not need to be fully cleaned or tested, but all stem material greater than 4 inches in length shall be removed and all seed shall be treated with No Pest strips prior to shipping.

B. The seed lot and germplasm identity shall be maintained throughout all phases of the contract. The seed lot identity and nomenclature shall not be lost, mixed, or contaminated with other seed from other sources.

C. The Contractor shall grow out seeds of native plant species following appropriate and sanitary nursery best management practices, and in a way to prevent potential hybridization of species (seed fields must be isolated from any other varieties or accessions of the same species, and from wild populations of the same species growing in the vicinity of the fields, by at least 300 feet).

D. All seed production fields shall be inspected annually by the Contractor, COR and/or other BLM designated PI for 1) confirmation the agreed upon native species are being grown, 2) documenting the health/reproduction potential of the crops, 3) documenting all non-native or non-target species in the fields and their associated cover. The COR and/or BLM designated PI shall have experience identifying the native species being grown and any non-native species that could occur in the fields.

E. The Contractor shall provide a brief annual summary report (with at least two photos per field/species) summarizing the production for all species grown for this project on and/or before May 1st of each year.

F. Field Maintenance and Harvest: The Contractor shall manage these native seed production fields by providing fertilization (if needed), weed control, and irrigation for the species at optimal time periods. Seed shall be harvested at maximum maturation time for maximum seed production.

G. All seed shall be cleaned to the extent that no stems or debris longer than 4 inches remain. Seed shall be treated with No Pest strips to ensure it has no insect infestations.

H. Ownership: All seed produced from BLM provided starter seed during the Period of

Performance of this contract is the property of the BLM. Following the contract conclusion, if the Contractor chooses to retain perennial species plants in their fields, seed produced after the contract Period of Performance becomes property of the

Contractor and may be sold through the commercial native seed marketplace.

I. General Limitations: The Contractor agrees to grow G0 seed stock for increase and provide BLM G1 stock. No further generations are allowed unless approved by the

BLM.

J. Volunteer Plants: Every reasonable effort must be made to control volunteer plants

(arising from seed or vegetative remnants). The Contractor shall identify all non-target species growing in the fields and provide this information to the BLM. Fields may be inspected by BLM. No noxious weeds shall be present.

K. Harvest: Identity and purity of seed must be maintained at all times during the harvest. Equipment and facilities used for transporting, handling, and storing of seed may be inspected by BLM.

L. Seed Storage: Seed shall not be allowed to become wet after harvest. Seed shall be dried and stored in a building, shed, or warehouse that allows air circulation and is protected from rain, moisture, temperature extremes, and rodents, insect, and pathogen attack, or other conditions that would reduce the viability of the seed.

M. Packaging and Marking:

a. All seed shall be delivered in sound, clean, and made from standard poly or woven sacks of similar strength and characteristics. Burlap bags will not be accepted.

b. The lot number for all seed shall be marked on the bag (stenciled or marked with indelible ink). The lot number shall consist of the original starter seed lot, plus the generation, producer code provided by BLM, and year of production.

EXAMPLE: “ACHY-SOS-CA930A-120-SANBERNARDINO-20-G1-

GRXX-26”.

N. Seed Shipment: Seed shall be shipped in a manner that will prevent damage to the seed and arrive expeditiously at the BLM designated shipping location. The

Contractor shall provide notification to BLM before the seed is shipped and shall provide the tracking number of the package by email as soon as is practical. The COR shall provide the designated shipping address for the seeds.

O. Seed Delivery: All seed delivered shall conform to all laws and regulations pertaining to the shipment of seed required by the Federal Seed Act and the Seed laws pertaining to the representative state. Seed shall be shipped in a manner to prevent damage to the seed and minimize shipment time to no more than two days en route.

P. Final Acceptance of all seed to be delivered under this contract shall be the responsibility of the Contracting Officer. Quality of the deliverables is subject to verification by the Contracting Officer’s Representative (COR) with final payment to be withheld pending completion of any necessary rework by the Contractor. COR inspection and acceptance will occur within two weeks following receipt of seed.

Final acceptance will be deemed to occur only after the COR has received a copy of all of the following at the specified delivery location:

• Favorable seed visual inspection, with no noxious weeds present

• Appropriate documentation of seed lot identification

1.4 DEFINITIONS

Container Production – Is a technique of sowing seed, germinating, and growing plants in cells or containers prior to transplanting into the field, usually in a controlled environment. The steps usually ensure increased levels of seed germination, plant growth and survival in the field.

Container production and transplant costs - is the vendor cost of container production in a greenhouse or shadehouse and the cost of transplanting the material to a field to meet the order. This cost is separate from the field maintenance costs and is usually a one-time cost.

Contracting Officer (CO) - an individual with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer.

Contracting Officer’s Representative (COR) - an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions.

Generation 1 (G1) – the first-generation seed produced after wild collection. G0 is wild collected seed; G1 is the seed produced from G0 plants, G2 is 2nd generation of seed, and so forth.

Isolation Distance - for stands of source-identified germplasm, an isolation distance is used to prevent another genetic strain of the species or other cross-pollinating species from breeding with the target germplasm.

Native Grass and Forb Seed Accession – Is a collection of seed that represents a species germplasm from a specific area within the project area and a unique seed collection with a single identity and nomenclature.

Noxious Weeds (Federal and State) - is a combined list of prohibited or restricted weeds that occur on any of the federal or state noxious weed lists, in accordance with the Federal Noxious Weed Act of 1974, as amended (7 U.S.C. 2801 et seq.) and the

Plant Protection Act (Pub.L. 106–224) in 2000, the Federal Seed Act 7 USC 1551-

1611, and the individual States’ Department of Agriculture seed laws and state prohibited and restricted noxious weed control and quarantine lists. Each State maintains official noxious weed lists for seed control and for quarantine of noxious weeds. The lists may be combined. The USDA Plants Database

(https://plants.usda.gov/java/noxious) provides federal and state noxious weed lists.

https://plants.usda.gov/java/noxious

However, the most current state noxious weed list is posted at the individual States’

Department of Agriculture web site.

Production costs and Maintenance - are the costs of production and field maintenance of the acreage identified and can be for one year or multiple years.

Project Inspector (PI) – is a designated subject matter individual working directly with the Contracting Officer’s Representative. They have no authority to change the terms and conditions of the order or inspect/accept material.

Pre-Variety Germplasm (PVG) – is an AOSCA certification program for plant reproductive material development based upon verification of species and source to facilitate orderly procurement, production, and distribution of plant germplasm materials. Germplasm types include: (1) Source Identified Type (unevaluated germplasm identified only as to species and location of the wild growing parents);

(2) Selected Type (germplasm showing promise of desirable traits, having been selected either within or as a common site comparison among accessions or populations of the same species); (3) Tested Type (germplasm for which progeny testing has proven desirable traits to be heritable); finally (4) Variety/Cultivar release if eligibility requirements are satisfied. AOSCA certification standards for

PVG materials are available at:

http://www.aosca.org/SiteContent/Documents///aoscanativeplantbrochure.pdf http://seedcert.oregonstate.edu/sourceidentified.

NOTE: Since all seed lots under this contract are Source Identified germplasm, they are thus unrestricted natural accessions.

Pure Live Seed (PLS) – is the percent by weight of viable seed in a seed lot determined after germination and/or Tetrazolium (TZ) tests and purity analysis at a certified lab. PLS is calculated as follows for determining the percentage of Pure

Live Seed (PLS).

(% PLS) the following formula shall be used: (% Purity) x (% Germination (TZ))

= % PLS

Seed Cleaning - is a process where cleaning and de-bearding seeds by different methods to remove debris, straw material, weed and other undesirable seed and disease organisms (e.g. ergot, smut) and other contaminants.

Seed Quality Standards– are standards established for seed quality of each species that include 1) seed viability minimums, 2) inert matter maximums, 3) Pure Live

Seed (PLS), (PLS) minimums, 4) other crop seed maximums, 5) weed seed maximums, 6) all-states noxious weed seeds, 7) prohibited and restricted weed seeds by individual states. Federal and State prohibited and restricted weed lists can be found at https://plants.usda.gov/java/noxiousDriver http://www.aosca.org/SiteContent/Documents/aoscanativeplantbrochure.pdf http://seedcert.oregonstate.edu/sourceidentified https://plants.usda.gov/java/noxiousDriver

Seed Viability – is the amount of live seed, including dormant seed as determined from a germination test or TZ test, whichever is greater. Either test result is acceptable. Seed dormancy is common in Mojave Desert native plant species, and standard protocols often do not exist for germination tests in these species. In these instances, the standard viability test is a TZ test.

Small Lots – is a field of less than one acre in size of a single species and unique germplasm, small lots could be 10 ft. in a row, a tenth acre plot, or 0.99 acres.

These small lots are often used to make an initial G1 increase.

Source Identified (SI) Class – is the first step of the Pre-Variety Germplasm natural track. Unevaluated germplasm identified only to species with the location of the wild growing parents. Germplasm from a wildland stand with unrestricted representation of the intact wildland plant population on the original site. Genetic manipulation must be purposefully avoided when such accessions are increased in field or nursery production. NOTE: All seed lots under this contract shall be

Source Identified Germplasm.

Transplant – is manually or mechanically planting container-grown plants in the field. It’s a technique used for certain crops to improve the likelihood of survival and the rate of growth during plant development or to shorten the period until seed production.

Response to vendor questions on Mojave Seed Increase Contracts:

1. Please clarify whether seed crop certification is mandatory for all awarded line items. If so, which certifying agency and certification standard will be required (AOSCA Source Identified, state certification, or another standard)?

Seed crop certification is not mandatory for any of the awarded line items.

2. If a contractor proposes establishment through plug production and transplanting, should all plug production, greenhouse propagation, and transplanting costs be included entirely within the first-year establishment price column?

All plug production, greenhouse propagation, and transplanting costs should be included in the first-year establishment price column.

3. Can the Government provide additional information regarding how geographic location will be weighted relative to past performance and price during evaluation?

Geographic location will be the top weighting factor. If multiple bids are received within a geographic location, past performance and price will be secondary and tertiary factors.

4. Please clarify when field establishment payments become eligible for invoicing and what documentation will be required to support those payments.

Field establishment payments will become eligible for invoicing after year after receipt of the first-year annual summary report by BLM, and after BLM, or a designated BLM representative, has visited the field site to verify field establishment meeting the contract requirements.

5. What specific seed testing, if any, is required prior to delivery of harvested seed, and which tests must be included in annual reporting?

No seed testing is required prior to delivery of harvested seed or for annual reporting. This is an opportunity for native seed growers to focus on establishing, growing, and harvesting Mojave Desert native seed to the best of their ability. BLM will take on responsibility for cleaning and testing produced seed.

6. The specifications state that seed fields must be isolated by at least 300 feet from other varieties or accessions of the same species and from wild populations of the same species. For purposes of proposal development, please clarify whether the 300-foot isolation requirement applies between different seed transfer zones/accessions of the same species being grown under this contract, or only between production fields and external populations outside the contracted grow-out. Additionally, are there any circumstances under which multiple accessions of the same species may be grown at a single facility with alternative isolation or management measures?

The 300-foot isolation distance applies between different seed transfer zones and accessions of the same species being grown under this contract, as well as between production fields and external populations outside the contracted grow-out. Since growers have had failures from growing some species outside of the normal plant seasonality, and from pollinator issues, we are not accepting alternative isolation measures for these contracts.

7. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

This is a brand-new project. There was no previous award for this requirement.
