SECTION C -- DESCRIPTIONS AND SPECIFICATIONS

Introduction

The U.S. Geological Survey (USGS) has a requirement to purchase earthquake and volcano monitoring systems, including integrated systems (containing both sensors and data acquisition units (DAUs)) and systems comprised of separate DAUs and sensors (either strong motion sensors or broadband sensors). This equipment will be used in the Advanced National Seismic System (ANSS), the Global Seismographic Network (GSN), and the USGS Volcano Program to serve the needs of earthquake and volcano monitoring, engineering, and research communities as well as national, state, and local governments, emergency response organizations, and the public. Applications of these devices may include urban and rural free-field and reference sites, and other types of networks, such as volcano monitoring and broadband networks.

Equipment Information

Note: This equipment is to be used for hazard monitoring including being used in natural crises situations that will drive humanitarian decisions to mitigate the loss of lives and property from these hazards. Therefore, confidence in the equipment to preform to the specifications of the USGS under a variety of demanding environments (environmental, high stress, etc.) is of paramount importance. For this reason, we require that the systems must be existing, upgraded, or improved versions of models which can be purchased “off-the-shelf” and which have been demonstrated to be effective in previous deployments for periods of not less than six (6) months.

The required instrumentation systems consist of three components: (1) a triaxial force-balance accelerometer, triaxial strong-motion seismometer (defined as voltage output proportional to ground velocity), or triaxial broadband seismometer (the “sensor”); (2) a DAU, and (3) software for communicating with deployed units. When the DAU and sensor are integrated into a single package, the system is referred to as an “Digital Sensor” or “Logger with Internal Sensor” or “All-in-One”. These specifications are organized by sensor, DAU, environmental and packaging issues that apply to both sensors and DAUs, software, and additional requirements. The scope of this action includes the requirement to provide all the instrumentation components which includes but may not be limited to cables, connectors, related accessories and ancillary equipment. Software must be included with all DAUs and Digital Sensors if required for data acquisition.

Additional information and specifications can be found in the following attachments.

Excel Spreadsheet – Titled “TestingSpecs2026”

1. Sensors Specifications for Class strong-motion sensors (and the sensor portions of Digital Sensors) are given in Tables 1 and 4, and specifications for broadband Sensors are given in tables 2 and 4. Tables 1, 2 and 4 describe the specifications for triaxial sensors; Borehole or uniaxial packages must meet the same specifications except where noted.

2. Data Acquisition Units

Specifications for DAUs (and the non-sensor portions of Digital Sensors) are given in Table 3.

Document Title Seismic Equipment Indefinite Delivery Indefinite Quantity Contract Contract

3. Environmental and Packaging Issues for Sensors and DAUs Sensor, DAU, and Digital Sensor environmental and packaging specifications are given in Table 4 and its footnote.

4. Software for DAUs and Digital Sensors A. Mandatory features:

The vendor shall provide software, free of charge, which shall execute on a computer at the central site in order to capture data from the DAUs and Digital Sensors and allow interaction with them through Ethernet network connection or similar means.

The software shall:

Either be open code, with this source code provided to ANSS and its networks or be provided in full to ANSS and its networks upon any dissolution of the vendor.

Be fully vendor supported, (a) ensuring that all proposed features work properly, and (b) providing updates correcting all errors and bugs within 20 business days of their discovery or longer if necessitated by special circumstances described by the vendor to ANSS satisfaction, and (c) in a similarly timely manner be issued requisite updates by the vendor in order to remain compatible with major operating-system upgrades on target platforms (e.g., PC, Mac, Linux, etc.).

Support the error correction and lossless-compression protocols used by the DAUs.

Acquire all continuous sensor data from multiple DAUs and Digital Sensors of the vendor’s models.

Acquire all triggered-event records from these same DAUs and Digital Sensors.

Acquire SOH (state-of-health), CM (configuration), and any EM (event) messages from the DAUs and Digital Sensors at a frequency and with content as described in Table 3. A random failure rate of not more than 5% is acceptable in the recovery of these SOH messages. No CM nor EM shall be lost in telemetry.

Support simultaneous data collection from multiple DAUs and Digital Sensors.

Support an interface to permit ANSS-user software packages to rapidly retrieve the above sensor, SOH, CM, and

EM data within 60 seconds of its receipt by the vendor’s CSS. This interface shall:

Be based on IP socket connections (TCP/IP strongly desired).

Support a re-start mechanism that can detect hung sockets and cause timely restarts. Such restarts shall not deplete nor monopolize the resources of the computer platform on which the central site software is executing, nor shall they require on-site human presence.

Be fully documented (including regarding data formats and interactions with client applications).

Identify and wherever possible also correct out-of-order data in order to facilitate down-stream user processing.

Support interrogation, full configuration, and maintenance of all the vendor’s DAUs and Digital Sensors from the CSS laboratory site.

Provide for recovery of interrupted contiguous and triggered data streams up to the limit of non-volatile DAU and Digital Sensor memory capacity. This process is sometimes called “backfilling” and shall not interfere with the acquisition of current data streams. Users shall be able to set a time limit, the maximum latency, beyond which backfilling will not be attempted (e.g., a few days).

Include an Earthworm-compatible client module capable of producing standard Earthworm trace-data packets. This module shall operate on at least one of the following operating systems: Linux, Unix, Microsoft Windows, and Mac OS X.

Document Title Seismic Equipment Indefinite Delivery Indefinite Quantity Contract Contract

A client module to produce data in the Standard for the Exchange of Earthquake Data (SEED) without dataless, known as miniSEED data from the Digital Sensor or DAU native format (if the DAU or Digital Sensor does not produce miniSEED as its native format).

B. Strongly desired features:

1. An Earthworm-compatible client module similar to the trace-data packet module for bringing SOH, CM, and EM into Earthworm and SeisNetWatch (SNW).

2. Produce miniSEED waveform data from the Digital Sensor or DAU native format.

3. Software to operate on at least two systems (Linux, Unix, Microsoft Windows, and/or Mac OS X).

5. Additional Requirements All hardware and software shall be accompanied upon delivery by fully detailed documentation, including complete and accurate descriptions at a minimum of: (1) system specifications and operating limits; (2) installation, configuration, and operational procedures (DAU or Digital Sensor, sensor, software , GPS, etc.); (3) all data formats;

and (4) telemetry capabilities, requirements, and procedures.

In addition to the software updates, clause (2)(b) of software updates for DAUs and Digital Sensors, Mandatory features, repairs of systems hardware shall be provided by the vendor within 20 business days of hardware receipt by the vendor. Vendor must provide a schedule of fees and in-shop times for (1) determining necessary repairs and

(2) performing necessary repairs and returning the repaired units.

The system of sensor orthogonal components [ Z, Y, X ] shall be left handed when in that order. If these components were to be oriented in the cardinal directions, for example, "X" would be East, "Y" would be North, and "Z" would be up. Motions in these directions are to produce positive differential voltages at the connector. For weak motion these components are to be presented as [ Z, Y, X ] at the connector (in increasing pin-identifier order).

Presenting signals in either order, [ X, Y, Z ] or [ Z, Y, X ], at the connector is allowed for strong-motion sensor sets, in which case we prefer that these options be user- or order-selectable.

Definitions Accelerometer: A sensor that has an out proportional to ground acceleration over the frequency range of DC to at least 50 Hz.

BB: Broadband sensors are instruments that output a voltage proportional to ground velocity across a frequency band spanning multiple decades (e.g., 10 Hz to 120 s). Useful to the USGS are those that have self-noise levels below the Peterson New Low-Noise Model from 10 Hz to 20 s period.

Class A: Class A instruments are sensors and DAUs at or near the state-of-the-art, currently about 20 to 26 bits resolution over the dynamic range of the corresponding sensor types. This Class of devices is the only subject of this contract.

Digital Sensor: Sometimes also called “All-in-one” or “Logger with Internal Sensor”, a complete seismic-monitoring system consisting of sensor(s), DAU(s), GPS if not included in the DAU(s), and communications hardware if not included in the DAU(s). (Note that a Digital Sensor = DAU + Sensor(s).)

DAU: Data Acquisition Unit, a subsystem that acquires, timestamps, stores, and transmits digital data from one or more sensors. Note that DAU = Amplifiers + ADC + storage + telemetry + timing source (GPS or equivalent).

Document Title Seismic Equipment Indefinite Delivery Indefinite Quantity Contract Contract

Sensor: In the ANSS context, a sensor is a device that converts ground or structural motion to an analog voltage or directly into a digital signal.

Seismometer: An inertial sensor that measures ground velocity or acceleration as a function of time.

Strong-Motion Sensor: A strong-motion velocity seismometer or an accelerometer, which measures large amplitude earthquake motions, up to about ±3.5 g acceleration or ±5.5 m/s velocity.

F.2 GS1305 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DEC 2015)

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date).

The contractor neither signed nor offered comment in response to this assessment."

6) The following guidelines apply concerning your use of the past performance evaluation:

a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
