About this file

This is Amendment 0002 to Solicitation 140G0326R0002, issued by the USGS OAG Sacramento Acquisition Branch on March 17, 2026. The amendment is not extended and addresses contractor questions regarding testing procedures for technical specifications. The solicitation does not appear to be extended with this amendment, meaning the original deadline for receipt of offers remains in effect.

The amendment serves as a Questions and Answers document, responding to a contractor inquiry about the TestingSpec2026 sheet and the lack of supporting documentation on testing methodologies. Specifically, the contractor requested clarification on how technical specifications—particularly resolution (effective bits)—would be tested and asked for reference documents outlining equipment and testing methods. The government's response provided four technical references: Sleeman R. van Wettum et al. (2006) on three-channel correlation analysis for measuring instrumental noise; Steim J. M. (2015) on instrumentation theory and observations; and Merchant and Hart (2011) on component evaluation testing and analysis algorithms. Contractors are required to acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation through completion of the amendment form or separate written communication referencing the solicitation and amendment numbers.

The purpose of this amendment is to answer questions from contractors. Please see below:

Question: The TestingSpec2026 sheet describes the technical specifications that will be tested, however there is no supporting documentation on how they will be tested, e.g.

how will the resolution (effective bits) be determined? If there is a reference document that outlines the equipment and methods that will be used for testing these specifications, that would be greatly appreciated. We assume there must be a written test procedure that is followed?

Answer: Sleeman R. van Wettum A. Trampert J.
