The vehicle must include a factory-installed enclosed hard cab with full doors, windows, and full glass windshield; HVAC system; seatbelts; 4,500-pound front-mounted winch with synthetic cable; Roll Over Protective Structure (ROPS) certification; and minimum one-year manufacturer warranty. The quotation must include a firm, fixed price inclusive of all accessories, dealer preparation, assembly, freight, shipping, delivery, and other costs necessary to deliver a fully operational unit. Quoters must provide manufacturer documentation, warranty information, country of manufacture, delivery timeframe, UEI, and compliance demonstration with all salient characteristics. This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Part 12 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

Requirement Description The U.S. Geological Survey (USGS), Hawaiian Volcano Observatory (HVO), requires one (1) new four-wheel drive off-highway utility terrain vehicle (UTV), brand name or equal to Polaris Ranger XP 1000 Cab, Can-Am Defender XT Cab HD11, or CFMOTO UForce U10 Pro Highland. The UTV will support access to critical monitoring infrastructure in the Kilauea Summit region and other remote areas where roads are no longer maintained for highway vehicles.

a. All information submitted in response to this request is voluntary. The Government will not pay for any information requested nor compensate quoters for costs incurred in preparing a quotation. Materials submitted to the Government for review will not be returned.

b. This acquisition is conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services.

c. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, effective 03/13/2026.

d. NAICS Code: 3369999 All Other Transporation Equipment Manufacturing

e. Size Standard: 1,000

f. Award will be made on an all-or-none basis. Partial quotes will not be accepted.

g. Delivery shall be to Keaau, HI 96749. Final delivery address will be provided upon award.

1.2 Quote Submission Instructions

a. State the country of manufacture.

b. Include a firm, fixed price for one (1) new UTV, inclusive of the vehicle, required accessories, OEM accessories, dealer-installed OEM accessories, freight, shipping, dealer preparation, assembly, delivery, and all other costs necessary to deliver a full operational unit.

c. Clearly demonstrate compliance with requirements in the attached technical requirements/salient characteristics and identify what requirements can or cannot be met.

d. Identify the brand, make, model, model year, manufacturer part/model numbers, and place of manufacture for the proposed UTV and major accessories.

e. Provide manufacturer descriptive literature, specification sheets, or other technical documentation sufficient for the Government to evaluate compliance with each salient characteristic.

f. Provide warranty information, including warranty duration, warranty coverage, warranty process, and authorized warranty/service support available for the proposed UTV, including Hawaii-based or regional support if available.

g. Offerors shall provide delivery timeframe after receipt of order.

h. Offerors shall provide UEI with quote submission.

i. Quotes must remain valid for a minimum of 30 calendar days after RFQ closing.

2. Technical Requirements / Salient Characteristics

2.1 Drivetrain / Performance

• Four-wheel drive utility terrain vehicle/off-highway vehicle.

• Engine: greater than 950cc engine displacement.

• Liquid-cooled engine.

• Electronic Fuel Injection (EFI).

• Fuel type: gasoline.

• Transmission: automatic transmission with reverse; high/low range or equivalent utility/off-road gearing acceptable.

• Drive system shall provide selectable 2WD/4WD or on-demand AWD with locking, auto-locking, or equivalent front differential/traction system; rear differential shall be unlockable or include turf mode/equivalent..

• Rear differential shall be unlockable or include turf mode/equivalent functionality to reduce surface damage when operating in 2WD or low-impact conditions.

• Front and rear independent suspension.

• Power steering required.

2.2 Dimensions / Capacity

• Minimum 13-inch ground clearance.

• Maximum wheelbase of 90 inches.

• Fuel capacity greater than 9 gallons.

• Cargo box capacity greater than 850 pounds.

• Tiltable/dump cargo bed required; manual, gas-assist, hydraulic, or electric dump functionality is acceptable.

• Minimum cargo box dimensions: 35 x 50 x 11.5 inches (L x W x H).

• Standard 2-inch receiver hitch required.

• Towing capacity must exceed 1,400 pounds.

• Turning radius must be less than 14 feet.

• Seating for a minimum of two (2) occupants. Two-person or three-person seating configurations are acceptable.

2.3 Tires / Wheels / Protection

• Manufacturer heavy-duty off-road utility tires suitable for rocky, uneven, dirt, mud, and gravel terrain.

• Minimum nominal tire size: 29-inch off-road tires mounted on 14-inch wheels, or an equivalent manufacturer heavy-duty off-road tire/wheel package.

• Full or central underbody skid plate protection required. Manufacturer-installed or OEM accessory skid plate protection is acceptable.

• A-arm guards and additional underbody protection are acceptable but not required unless included as part of the manufacturer/OEM package.

2.4 Cab / Interior / Comfort

• Factory-installed OEM enclosed hard cab required.

• Cab shall include full doors, full windows, rear panel, sealing, and weather protection.

• Operable windows required. Power windows are acceptable but not required.

• Full roof required.

• Full glass windshield required; fixed or tip-out windshield configurations are acceptable.

• Windshield wiper and windshield washer required. Defrost are acceptable but not required.

• Heating, ventilation, and air conditioning (HVAC) system required.

• Seatbelts required for all occupant seating positions.

• Tilt-adjustable steering wheel required.

• 12VDC outlet required.

• Adjustable driver’s seat preferred but not required.

2.5 Exterior / Safety / Lighting

• Front-mounted 4,500-pound winch with synthetic cable and driver-operable remote control required.

• Winch may be factory-installed or dealer-installed, provided it is OEM/manufacturer-approved equipment and installed prior to delivery.

• Manufacturer-certified Roll Over Protective Structure (ROPS) required.

• Contractor shall provide manufacturer documentation or literature demonstrating ROPS certification/compliance.

• Headlights, taillights, brake lights, and reverse/back-up lighting required.

• Side mirrors required.

• Horn, beacon, and auxiliary work lights are not required unless provided as manufacturer-standard equipment.

2.6 Compliance / Safety

• New equipment only. Used, refurbished, reconditioned, rebuilt, or gray-market equipment will not be accepted.

• Vehicle shall meet all manufacturer-standard safety requirements for the proposed model.

• Vehicle shall include all manufacturer-standard operator warnings, guards, seatbelts, and safety features.

• Vehicle shall include VIN/serial number, manufacturer documentation, and certificate of origin/title/MSO or equivalent ownership documentation as applicable.

2.7 Warranty / Documentation

• Minimum one (1) year manufacturer warranty required.

• Quote shall identify the warranty period, warranty coverage, and process for obtaining warranty service.

• Quote shall identify authorized service/warranty support available for the offered vehicle, including any available Hawaii-based or regional authorized service provider, if applicable.

• Contractor shall provide owner/operator manuals, maintenance manuals or maintenance guidance, warranty documents, keys, certificate of origin/title/MSO or equivalent ownership documents, and any other documentation required for Government use and maintenance.

GS0301 General Requirements (JUL 2001) The contractor shall furnish all facilities, labor, materials, equipment, OEM accessories, dealer preparation, assembly, freight, delivery, documentation, warranties, and incidental items necessary to provide goods in accordance with the terms and conditions herein and the specifications set forth in Attachment 1, Statement of Work / Salient Characteristics.

GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the Government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

GS1338 Notice to the Government of Delays (JUL 2001) In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the Contracting Officer and the COR, if one has been designated, in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose quotation conforming to the solicitation is technically acceptable and offers the lowest evaluated price.

The following factors will be used to evaluate quotations:

1. Technical Capability Technical Capability will be evaluated on an acceptable/unacceptable basis. To be rated technically acceptable, the quotation must demonstrate that the offered UTV meets the salient characteristics stated in the solicitation.

The Government will evaluate the quoted make, model, specifications, product literature, warranty information, delivery terms, and any completed compliance information submitted with the quotation.

Failure to provide sufficient technical documentation to determine compliance with the solicitation requirements may result in the quotation being rated technically unacceptable.

2. Price Price will be evaluated for reasonableness. The evaluated price will be the total firm-fixed price, inclusive of the UTV, required accessories, dealer preparation, assembly, freight, shipping, delivery, and all other costs necessary to deliver the UTV to the Government delivery location.

(c) A written notice of award or acceptance of a quotation furnished to the successful Offeror shall result in a binding contract.
