Statement of Work

Introduction The Department of the Interior, United States Geological Survey (USGS), Pacific Coastal and Marine Science Center requires a vessel to support the deployment and retrieval of scientific equipment offshore of Humboldt Bay.

Scope Two scientific missions will be conducted: deployment of a wave glider and subsequent retrieval of a transponder and wave glider.

1. Deployment Mission: Tentatively scheduled for August 13–18, 2026, involving the deployment of one (1) wave glider near the entrance of Humboldt Bay.

2. Retrieval Mission: Tentatively scheduled for September 21–25, 2026, involving the retrieval of:

1. One (1) transponder located at Latitude 41.6497°N, Longitude 125.5047°W in approximately 3,095 meters of water depth

2. One (1) wave glider, approximately 5–6 weeks after deployment.

3. Performance shall occur within the Period of Performance; however, actual mission execution dates are contingent upon weather and sea conditions.

4. The Contractor shall coordinate with the Government to identify suitable weather windows for mission execution.

5. The Government retains discretion to determine acceptable operating conditions for deployment and retrieval activities.

6. The Period of Performance establishes the overall window in which the work may be performed; however, the

Government is procuring mission-based services, not continuous vessel availability.

The Contractor shall only be compensated for actual mission days, authorized Weather Days, and mobilization/demobilization as specified in the contract. The Contractor is not entitled to payment for idle time, standby time, or periods of non-use outside of Government-directed operations.

Preparation and Mobilization USGS field personnel will mobilize and load scientific equipment, including the USGS wave glider, onto the vessel one day prior to departure.

Transit and Operations For the second mission, the vessel will transit with equipment and personnel to the study site approximately 78 nautical miles (145 km) from the entrance of Humboldt Bay. Once on site, USGS personnel will trigger the release of the transponder from the seafloor. The transponder and USGS wave glider will be recovered, secured, and transported back to shore.

Objective The goal of this offshore work is to launch a wave glider to measure existing seafloor geodetic stations in southern Cascadia to understand strain accumulation and release (locking) along the shallow subduction megathrust interface. A transponder will be recovered to allow its five-year battery to be replaced in preparation for re-battery with the ROV Jason in 2027.

This work is being conducted as part of the USGS Subduction Zone Marine Geohazards Project and in collaboration with scientists at the USGS Earthquake Hazards Program, Scripps Institute of Oceanography, and the University of Stuttgart, Germany.

Specifications and Requirements

1. The vessel shall be fully licensed by the U.S. Coast Guard, as required by law, and shall have passed all appropriate U.S. Coast Guard requirements for safety and seaworthiness.

2. The vessel shall be equipped with radar, depth sounder, EPIRB, safety equipment, medical kit, current nautical charts, and GPS navigation.

3. The vessel shall be at least 90 feet overall length with a working deck, A-frame or overboarding equipment, winch, and a cruising speed of at least 20 knots.

4. The vessel must be capable of accommodating up to eight (8) personnel during 24-hour operations. The contractor shall provide the appropriate number of crew necessary to safely support 24-hour operations.

5. Three meals per day will be provided for eight (8) personnel during 24-hour operations. The intended work will require odd working hours, and thus flexibility in mealtimes and provision of snack food throughout the day. Breakfast and lunch may be either hot or cold meals, but dinner must be a hot meal. Meals must be well balanced, nutritious, 140G0326Q0067 PR0044040774 Humboldt Vessel Charter Page 7 of 16 palatable, and varied. If special dietary needs (e.g., low-sodium, vegetarian, diabetic, etc.) are required, USGS will notify the contractor at least 10 days prior to scheduled departure.

6. The vessel captain must have at least four (4) years of experience as vessel master in the Pacific.

7. Mobilization and demobilization of the vessel shall take place in Eureka, California, at the ship’s port of choice sufficient to load and off-load from a flatbed truck. The vessel must have a shipboard crane able to load all equipment or arrange shoreside crane services for both on- and off-load.

8. The vessel must be equipped with appropriate systems and equipment redundancy to ensure successful completion of the mission and/or safe return to port in the event of equipment failure at sea.

9. The vessel must have sufficient deck space for the storage and deployment of the seafloor monument assemblies, float package, wave glider, and gear basket.

10. The vessel shall be equipped with handling gear, workspace, and equipment with the following minimum specifications:

a. A-Frame:

15 ft vertical clearance, 10 ft horizontal clearance (for wave-glider deployment), 3,500 lbs. SWL, minimum reach 8 ft outboard and 4 ft inboard.

b. Winch and Wire:

3,500 lbs. SWL on winch, wire, and all overboarding equipment in the wire train, including sheaves, fairleads, and blocks.

c. Deck(s):

At least 400 square feet of working deck, or sufficient space for:

• 1 monument base (36” in diameter, or 42” x 48” if on pallets)

• 1 gear basket (48” x 48”)

• 1 float package (48” x 48”)

• 1 wave glider (5’ x 13’) and sufficient clear deck space for deployment operations.

d. Crane:

1,000 lbs. SWL to relocate science equipment stored on an upper deck, if necessary.

Other Requirements

1. Safety and seaworthiness of the vessel are paramount.

2. Experience in this type of scientific work.

3. Workspace accommodations.

4. Method of equipment deployment.

5. Ability to maintain station.

Acceptance Criteria:

Performance is considered complete upon:

(1) Successful deployment of the wave glider at the designated location;

(2) Successful retrieval of the transponder and wave glider;

(3) Safe transport of all personnel and equipment to and from the work site;

(4) Completion of all required operations in accordance with the Statement of Work.

The Government will review and accept services upon completion of each mission.

The Contractor shall invoice upon completion of the entire requirement, defined as successful completion of both the deployment and retrieval missions in accordance with the Statement of Work. A final invoice may be submitted after all required services have been performed and accepted by the Government.

In the event the deployment mission is successfully completed but the retrieval mission cannot be performed due to factors outside the Contractor’s control (e.g., weather, Government direction), payment shall be made on a CLIN-by-CLIN basis for services performed and accepted.

Payment shall be determined as follows:

(1) CLIN 00010 (Vessel Lease): Payment shall be prorated based on the number of mission days successfully completed relative to the total planned mission days.

(2) CLIN 00020 (Mobilization/Demobilization): Full payment shall be made if mobilization has occurred.

(3) CLIN 00030 (Weather Day): Payment shall be made only for authorized Weather Days in accordance with the contract.

(4) CLIN 00040 (Fuel): Reimbursement shall be made for actual allowable fuel costs incurred in performance of mission activities, subject to contract limitations.

140G0326Q0067 PR0044040774 Humboldt Vessel Charter Page 8 of 16

Mission days shall be defined as days in which the vessel is underway or on station in support of mission execution, as determined by the Government.

The Contracting Officer shall make the final determination of allowable payment consistent with the above structure.

52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services November

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) [Deviation 10/28/25]

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Technical approach/capability

a. Vessel Compliance and Capability Compliance with minimum vessel requirements, including size, speed, working deck space, A-frame, crane, winch capacity, and overall suitability for offshore operations

b. Operational Capability Ability to safely deploy and retrieve scientific equipment (wave glider, transponder, and associated gear), maintain station, and conduct offshore work at depths of approximately 3,000 meters

c. Equipment and Redundancy Adequacy of onboard equipment and redundancy to ensure successful mission completion and safe return to port

d. Crew Qualifications and Experience Qualifications and experience of vessel captain and crew, including offshore operations and experience in Pacific waters

e. Mission Execution Approach Ability to successfully conduct both deployment and retrieval missions in accordance with the Statement of Work

f. Logistics and Support Ability to support mobilization/demobilization in Eureka, California, and sustain 24-hour operations, including personnel accommodations and meal provisions

g. Safety and Seaworthiness Compliance with U.S. Coast Guard requirements and overall safety posture

2. Past Performance The Government may evaluate the Offeror’s past performance based on:

a. Experience performing similar offshore vessel operations

140G0326Q0067 PR0044040774 Humboldt Vessel Charter Page 16 of 16

b. Experience supporting scientific or research missions

c. Record of safe, reliable performance

d. Ability to meet schedules and successfully complete missions

If no past performance information is available, the Offeror will not be evaluated favorably or unfavorably

3. Price

a. Total firm-fixed price for all required services

b. Pricing for all CLINs (vessel, mobilization/demobilization, weather days, fuel if applicable)

All evaluation factors other than cost or price, when combined are approximately equal to cost or price. The award will be made to the offeror whose proposal represents the best overall value to the Government.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
