About this file

This document is Standard Form 30 (Amendment 0002) to Solicitation 140G0326Q0067, issued by the USGS OAG Sacramento Acquisition Branch on April 13, 2026, with an effective date of March 31, 2026. The amendment extends the quotation due date and provides vendor responses to three key questions regarding vessel requirements, equipment specifications, and fuel reimbursement structure for a marine charter service contract with a performance period from July 1, 2026 through November 30, 2026.

Regarding vessel requirements, the Government will accept vessels that do not meet the 20-knot cruising speed requirement if the contractor demonstrates ability to complete Mission 1 within four hours or less and Mission 2 within twenty-four hours or less. For equipment, the Government requires use of an A-frame or crane meeting specified Statement of Work requirements; multiple cranes or alternative configurations will not be accepted. Fuel reimbursement is limited to CLIN 00040 and is capped at $3,250.00 (estimated at 650 gallons at $5.00 per gallon), though the Contracting Officer may adjust this amount based on the selected vessel and supporting justification. Contractors must provide dated fuel receipts, mission-by-mission fuel usage summaries, estimated fuel consumption with supporting assumptions (vessel specifications, transit distance, fuel burn rate, and price per gallon), and fuel costs must not be included in other CLINs. The product/service code is V124 (Transportation/Travel/Relocation – Marine Charter).
