Quotation/Offer Submission
Statement of Work
Background:
The U.S. Geological Survey (USGS), National Water Quality Lab (NWQL) uses two (2) Mantech Robots for – pH, specific conductance (or conductivity, herein), alkalinity, and turbidity – for unfiltered water samples, and three parameters – pH, conductivity, and acid neutralizing capacity (ANC; an alkalinity equivalent measurement not otherwise noted herein) – for filtered water samples. Timely and reliable instrument service and maintenance is critical to these analyses as these instruments analyze thousands of samples per year with hold times for these analyses of 28 days. Due to this workload, it is imperative that the instruments are maintained in optimum condition to prevent delay in sample analysis and the assurance of data quality.
General Requirements:
The NWQL is housed in Building 95 which is located on the Denver Federal Center (DFC), Lakewood, CO. The DFC is a secure facility and all visitors must show a picture identification in order to be admitted. All work will be performed between 8:00 am and 4:30 pm, Monday through Friday, except for Federal Holidays and other days specifically designated by the contracting officer unless other arrangements are agreed to by the Government. Visitors to building 95 are required to sign in and out. Equipment covered by this requirement shall be inspected by the Contractor’s Service Engineer and shall be maintained to the original equipment manufacturer (OEM) specifications for operations and performance. The contractor shall coordinate this inspection visit through the USGS Technical Liaison.
Scope:
The contractor shall provide full maintenance and software support along with travel for the Mantech instruments listed in the “Equipment List” below. Maintenance services provided shall include all labor, testing equipment, travel expenses, parts and firmware and software revisions issued by the original equipment manufacturer (OEM). This requirement also includes providing and installing all required parts along with any necessary travel and associated expenses.
Statement of Work:
A. Equipment covered hereunder shall be inspected by the Contractor’s Service Engineer and shall be maintained to the OEM specifications for operations and performance throughout the performance period of this contact. This inspection shall be conducted within seven (7) days of contract award, at a date and time that is agreeable to the Government. The contractor shall coordinate their inspection with the NWQL’s Technical Representative. The Contractor shall notify the NWQL’s Technical Representative in writing when the inspection has been completed.
B. The Contractor shall diagnose equipment failure (including failure caused by OEM supplied software) and provide all labor, testing equipment, travel expenses, parts and firmware and software revisions required to maintain the equipment in accordance with OEM published operating capabilities. All software and hardware shall be free of malicious code.
C. Preventative maintenance shall be performed by the Contractor annually, and the Contractor shall provide all necessary parts, labor and travel expenses. Preventative maintenance shall be performed in accordance with the procedures and at the frequencies recommended by the OEM. Preventative maintenance shall be performed on-site, at the NWQL facilities.
D. All repairs (emergency and non-emergency) and preventative maintenance, provided by the Contractor, shall be performed by a certified, factory trained technician and be scheduled with the concurrence of the NWQL’s
Technical Representative or other authorized NWQL employee. If the technician is not factory trained, he/she shall be able to provide documentation of adequate training, which may include references from two other customers, and proof of at least one year of successful experience repairing the Mantech equipment in this contract. The documentation shall be provided upon request from the NWQL’s Technical Representative or other authorized NWQL employee. The contractor shall have access to service manuals, bulletins, software upgrade and system upgrades.
E. On-site emergency repairs and remedial service shall be completed on-site, at the NWQL, within three (3) working days of verbal notification by the NWQL’s Technical Representative, the contracting officer (CO), or an authorized NWQL chemist/technician. “Emergency repair” is defined as, “a system or component of a system that cannot carry out its intended function without repair”. An emergency repair will be so specified, at the time of the service call, by the initiator of the service call, at the sole discretion of the initiator of the service call.
F. The Contractor shall initiate non-emergency on-site repairs as required within four (4) working days of verbal notification by the CO, NWQL’s Technical Representative, or authorized NWQL personnel. “Non-emergency repair” is defined as, “a system or component of a system that requires repair or service but can presently operate or carry out its intended function without the repair or service”. If the category of the repair is not specified by the initiator of the call, the repair shall be considered a “non-emergency repair”.
G. If the repair requires replacement parts, the Contractor’s Service Engineer shall procure and arrange to have the new OEM parts (where available) or an acceptable, certified part based on judgement of the USGS Technical Liaison or other authorized NWQL employee for the contract, on site within forty-eight (48) hours of the initial service visit. The NWQL’s Technical Representative shall determine the acceptability of a non-OEM part.
H. The Contractor shall provide telephone troubleshooting support Monday through Friday 6:00 am-6:00 pm local time.
I. Shipping expenses of all replacement parts and return shipment expenses for all non-expendable replacement parts shall be at no cost to the Government.
J. In the event the Contractor’s Service Engineer and the NWQL’s Technical Representative concur that a piece of equipment requires off-site repair, the shipping expenses for delivery of the equipment to the repair site and return to the NWQL shall be at no cost to the Government. If the piece of equipment is determined to require off-site service and this service is expected to require greater than 72 hours, the Contractor shall ship an equivalent piece of equipment as a loaner. All costs associated with this action shall be the responsibility of the Contractor.
K. The Contractor shall submit, in person or by electronic notification, a detailed report of any logged service repair that cannot be completed within five (5) business days of the original request to the NWQL’s Technical Representative. This report shall be received by the NWQL’s Technical Representative no later than the 6th business day of such request and shall include the nature of repair, measures that are being pursued to complete the repair, and an estimate of the time period required to complete the repair. The Contractor shall submit, within seven (7) days of contract award, a Contingency Plan for dealing with repairs that cannot be completed within five (5) working days. This Contingency Plan shall provide additional procedures for obtaining expertise and/or resources when the equipment cannot be diagnosed and repaired in a set period of time.
L. All hazardous wastes generated as a consequence of services (i.e. cleaning solvents, etc.) must be disposed of by the NWQL. The Contractor shall provide a profile of all hazardous waste generated on site to the NWQL’s Technical Representative for proper disposal.
M. The Government shall provide the following consumable operating supplies. Any additional consumable items not listed here shall be provided by the Contractor at no cost to the Government.

Any item not listed here and considered to be consumable by the Contractor must be submitted with the Contractor’s response quote.
N. Verbal agreements between the Contractor or one of its representatives and personnel from the NWQL, if contrary to implied or stated provisions of this Contract are non-binding, unless entered into by the CO.
O. The Contractor (if other than the OEM) shall, within 30 days prior to Contract completion, have the equipment inspected by the OEM and certified in writing that all equipment specified in the Contract is operating to OEM specifications. The Government reserves the right to hold the Contractor responsible for bringing the equipment up to OEM standards at no expense to the Government
P. The Government reserves the right to add or remove individual pieces of equipment unilaterally by written notice to the contractor. Items added or removed will be done so for complete months only, i.e. no partial monthly billing will be required. The unit price items added shall be made at the Contractor's standard catalog or market price, less any discounts provided under this contract. In the event an item is removed from this contract, the contract shall be reduced by the monthly amount specified herein, times the number of months remaining under the current contract period and subsequent option periods for that item.
Q. All services provided hereunder shall be accomplished between the hours of 8:00 a.m. and 4:30 p.m. Contractor personnel shall be required to sign in upon arrival and out upon leaving Bldg. 95. The Contractor shall coordinate all visits with the NWQL Technical Representative and shall comply with all Denver Federal Center security protocols which will be provided upon award.

E205 Electronic Content E205.1 General. Electronic content shall comply with E205.
E205.2 Public Facing. Electronic content that is public facing shall conform to the accessibility requirements specified in E205.4.
E205.3 Agency Official Communication. Electronic content that is not public facing shall conform to the accessibility requirements specified in E205.4 when such content constitutes official business and is communicated by an agency through one or more of the following:

E205.4.1 Word Substitution when Applying WCAG to Non-Web Documents. 501.1 Scope. The requirements of Chapter 5 shall apply to software where required by 508 Chapter 2 (Scoping Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255 Guidelines.
Exception from E501.1 Scope: Where Web applications do not have access to platform accessibility services and do not include components that have access to platform accessibility services, they shall not be required to conform to 502 or 503 provided that they conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1).
502 Interoperability with Assistive Technology
502.1 General. Software shall interoperate with assistive technology and shall conform to 502.
Exception from E502.1 General: ICT conforming to 402 shall not be required to conform to 502.
603 Support Services
603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.
603.2 Information on Accessibility and Compatibility Features. ICT support services shall include information on the accessibility and compatibility features required by 602.2.
603.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.
Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat.
Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
3 Describe plans for features that do not fully conform to the Section 508 Standards.
4 Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.
Acceptance Criteria
1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.

Clauses
52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days]; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years.
52.222-90 Addressing DEI Discrimination by Federal Contractors (Apr 2026) (DEVIATION Apr 2026)
(a) Definitions. As used in this clause
Program participation means membership or participation in, or access or admission to training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.
Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity’s resources.
(b) In connection with the performance of work under this contract, the Contractor agrees as follows:
(1) The Contractor will not engage in any racially discriminatory DEI activities;
(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;
(3) In the event of the Contractor’s or subcontractor’s noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;
(4) The Contractor will report any subcontractor’s known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and
(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.
(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government’s payment decisions for purposes of 31 U.S.C. 3729(b)(4).
(c) The Contractor must include the substance of this clause, including this paragraph ©, in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United State.
