STATEMENT OF WORK FOR INSPECTION, CALIBRATION, MAINTENANCE, AND REPAIR OF
BALANCES AND MVDDs
1. Introduction & Background:
The United States Geological Survey (USGS), National Water Quality Laboratory (NWQL) offers environmental analytical services. The NWQL utilizes approximately 45 balances and approximately 300 single channel Mechanical Volumetric Dispensing Devices (MVDDs) that require ongoing and routine inspection, cleaning, calibration, maintenance, and repair. Additionally, the NWQL has approximately 250 Class S and Class 1 weights that require annual verification. The NWQL does not have the expertise or certifications necessary to complete this work in-house. It is critical to the NWQL mission to have this service provided in order to maintain accreditation as well as deliver data of the highest quality to the nation.
2. Scope:
This statement of work covers the requirements for on-site inspection, cleaning, calibration, maintenance, and repair of NWQL balances and mechanical volumetric dispensing devices as well as the annual verification of NWQL Class S and Class 1 weights.
The estimated period of performance for this contract are as follows:

3. Contractor Requirements:
1. The contractor performing the service shall have Balance, MVDD, Class S, and Class 1 weight certifications that are National Institute of Standards and Technology (NIST) traceable and compliant and ISO/IEC 17025:2005 accredited, as required in 2016 TNI Standard, Volume 1, Module 1, section 5.6.2.1.
2. If subcontracting, the Prime Contractor shall have Balance, MVDD, Class S, and Class 1 weight certifications, that are National Institute of Standards and Technology (NIST) traceable and compliant and ISO/IEC 17025:2005 accredited, as required in 2016 TNI Standard, Volume 1, Module 1, section 5.6.2.1 to ensure continuity of service in the event that the subcontractor is unable to perform the required services.
3. The contractor performing the service shall comply with all NWQL safety and security requirements.
4. When using external calibration services, traceability of measurement shall be assured through the use of calibration services from laboratories that can demonstrate competence, measurement capability and traceability. The calibration certificates issued by these laboratories shall contain the measurement results, including the measurement uncertainty and/or a statement of compliance with an identified metrological specification. Calibration laboratories fulfilling the requirements of this International Standard [ISO/IEC 17025:2005] are considered to be competent. A calibration certificate bearing an accreditation body logo from a calibration laboratory accredited to this International Standard, for the calibration concerned, is sufficient evidence of traceability of the calibration data reported.
4. General Requirements:
1. The Contractor shall provide on-call and on-site repair/service for the balances or MVDDs.
2. The Contractor shall acknowledge a request for service within twenty-four (24) hours from the time the service call is received by the Contractor from the NWQL technical contact. Repairs/service shall commence within three (3) business days of the service request acknowledgement. Historically, these on-call and on-site repair/service cases occur two (2) to four (4) times a year.
3. Normal services and calibration shall be performed on-site at the NWQL. If it is necessary to remove a balance from the NWQL for repairs, the Contractor shall provide a written (e-mail is acceptable) estimate of the date of return (EDR). This date shall be determined and provided to the NWQL technical contact within five (5) business days from the day the balance is removed from the laboratory.
4. If the balance or MVDD cannot be repaired and returned before the EDR, the Contractor shall notify the NWQL technical contact and a new EDR shall be mutually agreed upon.
5. Balance weight verification shall be performed on-site at the NWQL. It is acceptable to use an NWQL balance that has been calibrated and certified previously by the Contractor to perform balance weight verifications. The balance used to perform weight verifications shall be sufficiently sensitive to determine acceptability.
6. Warranty for services provided: The Contractor shall provide a sixty (60) day warranty on all inspection and calibration services performed hereunder.
7. Verbal agreements between the Contractor or one of its representatives and personnel from the NWQL, if contrary to implied or stated provision of the contract, are non-binding unless agreed to by the contracting officer.
5. Technical Requirements:
The contractor shall provide all equipment, labor, and materials (unless otherwise provided herein) necessary to perform the following tasks:
1. Balance service shall include two (2) annual inspections. The first inspection shall be conducted within the first month of contract performance and the second inspection shall be conducted six months after. At the time of these inspections, the balances shall be cleaned, and calibrated. The calibration of laboratory balances shall be performed using Class 1 (or better) test weight sets. A copy of the current (within the past year) weight certification certificate shall be provided by the Contractor for each weight set used.
The weight certification certificate shall be presented to the designated NWQL technical contact before any work is done by the Contractor. The weight certification documentation shall include:
a. The identification of the certification supplier.
b. The identification of the calibration standard (manufacturer, type, model, serial number and any other unique identifier), the standard’s range and accuracy, and NIST traceability or similar information when using other recognized standards. As an alternative, it is acceptable for the calibration documentation to provide reference to documents containing the standard’s identity, range, accuracy, and traceability.
c. The date the calibration was performed.
d. Records of the actual calibration data values as found and as left. This will allow the determination of whether or not the equipment used was and is within the required tolerances or accuracy. If adjustments are not required, the second data set is not necessary.
e. Identification of the person performing the calibration.
f. Calibration certificates for each laboratory balance calibrated shall be completed by the Contractor and submitted to the designated NWQL technical contact within ten (10) business days of the calibration. The balance certification documentation shall include:
i. Identification of the equipment (manufacturer, type, model, and serial number).
ii. Identification of the calibration standard used (see item 1 B).
iii. Date of balance calibration.
iv. A record of the actual calibration values (see item 1 D).
v. Identification of the person and company performing the calibration.
2. MVDD service shall include quarterly inspections. These quarterly inspections shall be conducted during the first month of contract performance and shall be conducted quarterly thereafter. At the time of the inspections, the Contractor shall also perform cleaning and calibration of the MVDDs. Worn parts (O-rings, seals, etc.) shall be replaced as required with parts billed as a separate item on invoices. The calibration of MVDDs shall be performed on-site using a calibrated balance provided by the Contractor. A copy of the balance calibration information shall be provided to the designated NWQL technical contact along with final MVDD calibration certifications. To verify the accuracy of the MVDD, the Contractor shall measure five aliquots per volume at the nominal (100%), 50% of the nominal, and 10% of the nominal volume. The MVDD certification documentation shall include:
a. The identification of the certification supplier.
b. The identification of the calibration standard (manufacturer, type, model, serial number and any other unique identifier), the standard’s range and accuracy, and NIST traceability or similar information when using other recognized standards. As an alternative, it is acceptable for the calibration documentation to provide reference to documents containing the standard’s identity, range, accuracy, and traceability.
c. The date the calibration was performed.
d. Records of the actual calibration data values as found and as left. This will allow the determination of whether or not the equipment used was and is within the required tolerances or accuracy. If adjustments are not required, the second data set is not necessary.
e. Identification of the person performing the calibration.
3. Class S and Class 1 weight verifications shall include annual inspections. These annual inspections shall be conducted during the month of June. At the time of inspections, the Contractor shall record the weight of the NWQL Class S weight and weigh and compare said weight to a NIST certified Class 1 or Class F weight (provided by the Contractor). The weight set certification documentation shall include:
a. Verification certificates for each balance weight shall be completed by the Contractor and submitted to the designated NWQL technical contact within ten (10) business days of the verification. The balance weight verification certification documentation shall include:
i. Identification of the equipment (manufacturer, weight, and serial number of parent weight set).
ii. Identification of the verification standard used (see item 1 B).
iii. Date of balance calibration.
iv. Date of weight verification.
v. A record of the actual verification values (including NWQL target weight and Contractor certified weight).
vi. Identification of the person and company performing the calibration.
6. Place of Performance:

Hours available for performance of services: Scheduled work shall be performed between 8:00 a.m. to 4:00 p.m., local time, Monday – Friday, with the exception of Government holidays. Contractor personnel shall be required to sign in upon arrival and out upon leaving Bldg. 95. The date and time of all visits by Contractor personnel to the NWQL shall be mutually agreed to between the Contractor and the NWQL technical representative. The Contractor shall comply with all Denver Federal Center security protocols which will be provided upon award.
7. Quality Assurance:
Documentation submitted by the Contractor will be verified by NWQL personnel for completeness and accuracy. Prior to use of equipment, an independent check will be performed to ensure proper functionality.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
