PERFORMANCE WORK STATEMENT
BACKGROUND
The U.S. Geological Survey (USGS), Water Mission Area (WMA), National Water Quality Laboratory (NWQL), located on the Denver Federal Center, Lakewood, CO, requires maintenance services for their Agilent Technologies Model 6460A LC Triple Quadrupole Mass Spectrometers, Agilent Technologies Model 6495A LC Triple Quadrupole Mass Spectrometers and Agilent Technologies Model 6495C LC Triple Quadrupole Mass Spectrometer. These instruments are used by the NWQL to meet its mission requirement of processing and analyzing trace level analyses of water and soil samples for local, regional, and national USGS projects. The USGS mission essential functions, involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The instrumentation identified in this maintenance contract support increased capacity for PFAS analysis, pesticide analysis and pharmaceutical analysis to meet expected demand from NWQL customers and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. If the instrumentation is not maintained to manufacturer specifications, it could lead to compromising data quality, a loss of data results, and the inability of the water science centers and participating cooperators to meet their mission objectives.
This work statement covers the requirements for full maintenance and software support for instrumentation owned by the NWQL. The Contractor shall provide all necessary personnel, equipment and materials, except as otherwise specified herein, for the preventative maintenance, emergency repairs, software support, and remedial service for the Agilent Liquid Chromatograph Triple-Quadrupole Mass Spectrometer (LC/MS/MS) systems at the NWQL. This requirement also includes providing and installing all required parts along with any necessary travel and associated expenses. This contract also allows the Government to add and delete instrumentation as required by the NWQL.
GENERAL REQUIREMENTS
The Contractor shall provide full maintenance and software support for three (3) Agilent Technologies Model 6460A LC Triple Quadrupole Mass Spectrometers, four (4) Agilent Technologies Model 6495A LC Triple Quadrupole Mass Spectrometers and two (2) Agilent Technologies Model 6495C LC Triple Quadrupole Mass Spectrometer. Service for these instruments shall commence upon award of this contract.
TECHNICAL REQUIREMENTS
The Contractor shall diagnose equipment failure (including failure caused by OEM supplied software, testing equipment, supplied software) and provide all labor, testing equipment, travel expenses, parts and software revisions required to maintain the equipment to the Original Equipment Manufacturer (OEM) published operating capabilities. All software shall be free of malicious code. All maintenance shall be conducted by a Contract Service Engineer whose documentation, provided by the Contractor, shows evidence of training and experience in servicing the instrumentation specific to the NWQL. All maintenance shall be conducted at the NWQL, Lakewood, CO unless off-site service is required.
Preventative maintenance shall be performed by the Contractor. Preventative maintenance calls shall be two (2) calls per instrument within each contract period, with one (1) of the preventative maintenance for each instrument being and enhanced preventative maintenance (including the cleaning of the first quad). The preventative maintenance calls shall be requested by the Government. The Contractor shall perform the requested preventative maintenance within seventy-two
(72) hours of either the email or verbal request.
Software upgrades, revisions, and the intermittent utilization of the Contractor’s Programing Department necessary for maintaining uninterrupted operation of the Triple Quadrupole Mass Spectrometer systems, specifically after any hardware or software changes essential to maximize efficient operation of the Mass Spectrometers, will be provided. These provided software updates, revisions and customizations are included for Government owned stand-alone and instrumentation attached computers that use Mass Hunter acquisition and data analysis software applications. Updates, revisions and customizations will be installed by an OEM factory trained and authorized Contractor Service Engineer after scheduling with the Contracting Officer’s Representative (COR).
Emergency repairs and remedial service shall be provided as required within two (2) working days after, either email or verbal, notification has been initiated by the Contracting Officer (CO), COR, USGS Technical Liaison, or authorized NWQL chemist. “Emergency repair” is herein defined as “a system or component of a system that cannot carry out its intended function without repair”. An emergency repair will be so specified, at the time of the service call, by the initiator of the service call, at the sole discretion of the initiator of the service call.
The Contractor shall provide non-emergency repairs as required within three (3) working days after, either the email or verbal, notification has been initiated by the analyst, USGS Technical Liaison, authorized NWQL chemist/technician, the Contracting Officer or the COR. “Non-emergency repair” is defined as “a system or component of a system that requires repair or service but can presently operate or carry out its intended function without the repair or service”. If the category of the repair is not specified by the initiator of the call, the repair shall be considered a “non-emergency repair”.
In the event of a service repair that cannot be completed within five (5) working days of the original request, the Contractor shall submit to the Technical Liaison or other authorized NWQL representative a written detailed report which shall include the nature of the repair, measures that are being pursued to complete the repair, and an estimate of the time period required to complete the repair. The Contractor shall include a contingency plan for repairs that cannot be completed within five (5) working days. This contingency plan shall provide additional procedures for obtaining expertise and/or resources when the equipment cannot be diagnosed and repaired within the set period of time.
When repair requires replacement parts, the Contractor Service Engineer shall arrange for such replacement parts to be on site within 1 day of determining the need for replacement parts. All replacement parts shall be certified for use or reuse and meet OEM specifications.
The Contractor shall provide for shipment expenses of all replacement parts and return shipment expenses for all non-expendable replacement parts.
Should the Contractor Service Engineer and the COR concur that a piece of equipment requires off-site repair, the Contractor shall provide shipping expenses for delivery of the equipment to the repair site and return shipping expenses for return delivery of the equipment to the NWQL.
