About this file
This is a Request for Quotation (RFQ) for snow and ice removal services for the U.S. Geological Survey (USGS) Upper Midwest Environmental Sciences Center (UMESC). The solicitation (No. 140G0225Q0089) is a small business set-aside for landscaping services under NAICS code 561730, with a base period from September 1, 2025, to August 31, 2026, and an option year from September 1, 2026, to August 31, 2027.
The government will evaluate quotes based on five factors in descending order of importance: past performance, experience, technical approach and capability, quality management, and price. Offerors must submit a quote package electronically by 5:00 PM Eastern on August 11, 2025, including references, detailed technical approach, quality management plan, and pricing for different snow accumulation levels and treatments. The contract will be awarded using simplified acquisition procedures, with the most advantageous quote selected based on technical merit and price, with past performance and qualifications significantly more important than evaluated price.
