The contractor shall verify the following square footage of parking areas, roadways, and sidewalks.

UMESC Approximated Area Square Footage: 192,500 sq. ft., which includes asphalt and concrete areas;

included are roadways, driveways, parking lots, concrete areas of the main entrance walkway and sidewalks.

4.0 SUPPLIES

The contractor shall furnish all material required to perform work outlined in this PWS, including brine, salt, sand, concrete safe chemicals and driveway markers.

5.0 GENERAL WORK REQUIREMENTS

The contractor shall provide complete snow and ice removal services for the UMESC facility in accordance with this PWS.

1. Before an Event:

The COR or COR designee will coordinate with the contractor 24-48 hours prior to an event and establish a time for services to begin. Occasionally, this lead time may not be possible or conditions may change. In such circumstances, the contractor shall arrive within 2 hours of the time they are requested. For events that may be minor or on the threshold, UMESC may decline having any areas treated.

2. During an Event:

For significant events, snow and ice removal services will be considered “automatic” after the initial coordination with the COR or COR designee. The Contractor shall

"automatically" commence plowing and snow removal operations when there is accumulation of two (2) inches of snow, or any amount of ice. During an event, the contractor shall ensure that the necessary equipment and manpower are at the site and continue with the performance of the snow removal. The goal of the plowing/removal is to show bare pavement. There shall never be greater than 2" of accumulated snow/sleet/ice at any time in the “Primary” areas (later defined).

3. Pre-treatment and Frozen/Freezing Precipitation:

If pre-treatment is requested, the contractor shall pretreat the primary roadway, parking lots, and sidewalks. During and after an icing/freezing rain event the contractor shall treat the primary roadway, parking lots, and sidewalks. The contractor shall coordinate with the COR to verify the areas in Exhibit B (red areas only).

4. Drifting Snow:

Occasionally drifting snow will occur after an event in localized areas of the facility.

Upon request, the contractor shall arrive at the facility to clear and treat those areas covered by 2 inches of snow or more.

5. General Instructions:

Salt or brine treat all drive lanes, fire lanes, parking areas and sidewalks on the Property shown in Exhibit B attached hereto upon start of snow or ice accumulation, apply rock salt to drive lanes, fire lanes and parking lots, apply calcium chloride to concrete sidewalks and to plow drive lanes, fire lanes and parking lots, and plow or shovel sidewalks and paved courtyards once two (2) inches of snow accumulate. Treatment of ice, sleet and freezing rain accumulation shall start at the onset of precipitation when the temperature is at or below 32 degrees Fahrenheit. Snow/Ice removal shall be pursuant to the Snow Removal Guidelines attached as Exhibit A.

An application of salt/sand/chemical(s) shall be applied to the cleared areas to reduce hazardous conditions. The contractor shall use due diligence when spreading salt/sand to prevent excessive disbursements on pavement. The contractor shall be responsible for cleanup of any excessive disbursement of salt/sand.

When icy conditions exist (sleet/freezing rain), the contractor shall apply brine/salt/sand to the parking, sidewalks, and driving areas in sufficient amounts to ensure safe walking and driving areas and to reduce safety hazards due to freezing rain and sleet.

Pre-treatment to surfaces shall be applied before a major snow or ice event when requested.

6.0 SOURCE OF SNOW ACCUMULATION DATA

Accurate weather information and forecasts are vital to the snow and ice control operations under the contract. The work plan shall indicate the weather sources the contractor will utilize for monitoring, however, the U.S National Weather Service at https://www.weather.gov/arx/ shall be used to determine the snowfall in inches and for payment purposes.

7.0 PERFORMANCE CRITERIA

Contractor shall perform all services professionally and in a satisfactory manner, using good quality materials, equipment and workmanship and sufficient trained personnel (including supervisors when appropriate) to complete the services in a safe and timely manner which does not unduly interfere with the operation of the

Property, the businesses therein and their suppliers. The Contractor shall obtain and maintain, at its expense and at all times during the term of this Agreement, all necessary licenses, permits, training or other authorizations which may be necessary to perform the services. The intent of this requirement is to remove all snow and ice from driveways, parking areas, and handicapped accessibility areas. The contractor may have to perform snow removal more than once during a snowfall period to keep up with the accumulation of snowfall, however, the basis for payment will be the total snowfall in inches per storm within a calendar day and not the amount of effort expended by the contractor. The contractor shall decide how to use its resources to meet the specified outcome.

8.0 PERFORMANCE REQUIREMENTS MATRIX

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. Exceeding performance thresholds may result in contract termination.
