Electrical Connection of Water Chillers
I. GENERAL INFORMATION
A. USGS, Great Lakes Science Center’s, Tunison Laboratory of Aquatic Science in Cortland NY needs two electric (208/230/3/60: 143 FLA || 178 MCA || 250 MOP) industrial grade water chillers wired and tested by a licensed electrician.
B. The USGS Tunison Laboratory of Aquatic Science has two (2) industrial grade water chillers that are used for fisheries research. The electric water chillers are brand new, sit outside of the laboratory on a 5-inch thickness concrete pad, and are in position to be hooked up to the electrical system at the laboratory. To provide power to the two water chillers, dedicated circuits need to be established. This includes running electrical cable and conduit from the electric panel inside of the laboratory, to the location of the chillers outside of the laboratory (145 feet). The chillers operate on 208/230 volt – 3-phase electrical power
(208/230/3/60: 143 FLA || 178 MCA || 250 MOP).
C. Scope: The existing electrical panel (208V 3-phase) has capacity to hookup both water chillers, however, two (2) dedicated circuits will need to be installed to each water chiller. New breakers and mounting kits will need to be installed and rated for each chillers electrical requirements (208/230/3/60: 143 FLA || 178 MCA || 250 MOP; and see attached water chiller electrical specifications). Electrical cable and conduit pipe will need to be run from the existing electrical panel inside of the laboratory 145 feet to each water chiller (see attached Upper Lab map). Penetrations will need to be made in the exterior concrete block wall to run electrical cable and conduit pipe. A National Electrical Manufacturers Association (NEMA) 3R safety disconnect switch will need to be installed at the termination of each circuit, which should be attached to the building exterior near each chiller’s wiring panel. Each circuit will be labeled with the voltage, phase, and amperage at each termination. Each chiller will need to have an electrical ground installed according to local codes. Each chiller will need to be tested to verify proper electrical connection.
II. WORK REQUIREMENTS
A. Technical Requirements.
Connection of water chillers to electrical panel –
• Circuit breakers (2) and electrical cable capacity will need to be determined to accommodate 178 MCA before installation (see water chiller specification sheet and length of run from panel to chiller).
• Conduit pipe will need to be sized to accommodate two (2) 3-phase electrical circuits and run through the laboratory attic (145 feet).
• Two (2) safety disconnect switches to accommodate 250 MOP (see water chiller specification sheet) will need to be installed and tested at each water chiller.
• Both circuit will be labeled with the voltage, phase and amperage at each termination.
B. Deliverables
Major tasks include:
• Connecting two water chillers to electrical panel on dedicated (2) circuits.
• Testing water chillers.

IV. PERFORMANCE REQUIREMENTS
The following section specifies the Performance Objectives and Performance Elements for the contract
V. SAFETY
Contractor Compliance: The contractor and its subcontractors shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA) and the Environmental, Safety, and Occupational Health (ESOH). These requirements shall be incorporated into the contractor's safety and health program.
Mishap Notification and Investigation: The contractor and its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor shall notify (via telephone) the cognizant contracting officer, the contracting officer's representative, and/or other applicable members within four (4) hours of all mishaps or incidents. The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command Post. If requested by the cognizant contracting officer, the contracting officer's representative, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office.

If the Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the Government personnel until the investigation is completed.
VI. QUALITY
This section describes the Quality Control Program (QCP) components for this effort. The following sub-sections provide details of various considerations on this effort.
A. Quality Control Program (QCP)
The Contractor shall develop a QCP and maintain an effective quality control program to ensure services are performed in accordance with the IDIQ contract and this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which he assures himself that his work complies with the requirement of the contract.
The finalized QCP will be accepted by the Government at the time of the award of the Task/Delivery Order. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Government's review and approval. The Government may find the QCP "unacceptable" whenever the Contractor's procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
B. Quality Assurance Surveillance Plan (QASP)
The Government shall monitor the Contractor's performance under this Purchase Order in accordance with the Government's QASP.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. GS 1131 UNILATERAL DEOBLIGATION OF UNEXPENDED FUNDS (MAY 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

DOI-AAAP-0028 - ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - INVOICE
PROCESSING PLATFORM (IPP) (APRIL 2013)
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment requests" means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
The vendor shall upon invoicing through the internet payment platform, attach a copy of their regular vendor invoice by utilizing the attachments feature on the lower right-hand corner of the invoicing screen to substantiate requests for payment. The vendor invoice shall be readable in Microsoft Excel, Adobe Acrobat (.pdf) or Microsoft Word.
FAR 32.905(b) outlines a Proper Invoice to include:
1. Name & address of the Contractor.
2. Invoice date & number.
3. Contract number, contract line item number and, if applicable, the order number.
4. Description, quantity, unit of measure, unit price and extended price of the items delivered.
5. Shipping number and date of shipment including the bill of lading number and weight of shipment if shipped on Government bill of lading.
6. Terms of any discount for prompt payment offered.
7. Name and address of official to whom payment is to be sent.
8. Name, title, and phone number of person to notify in event of defective invoice.
9. Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.
10. Any other information or documentation required by the contract.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date.
