STATEMENT OF WORK

AB/Sciex API 5500 Triple Quadrupole Mass Spectrometer Multi-Year Service Contract

I. Introduction

The U.S. Geological Survey, WRD, Kansas District, Organic Geochemistry Research Laboratory

(OGRL) has a requirement to acquire a multi-year service contract for an AB/ Sciex API 5500 triple quadrupole mass spectrometer (TQMS). The USGS anticipates that the contract shall be effective from February 22, 2025, to February 21, 2026, for the base performance period and four option periods of 12 months each, and a 6 month extension, ending August 21, 2030.

II. Identification of Need

The OGRL is a research laboratory investigating the occurrence, fate, transport, and effects of a variety of herbicides, pesticides, antibiotics, hormones, artificial sweeteners, and pharmaceuticals in ground and surface waters, manures, biosolids, soils, and sediments. One of OGRL's greatest mission's is to develop methods to analyze for "emerging" contaminants to study their fate and transport in our water resources and to identify new unknown compounds and degradation products. OGRL’s laboratory's mission is highly dependent on instrumentation which includes an

AB/Sciex API 5500 triple quadrupole mass spectrometer (TQMS). This instrument is tasked with sample loads which require this instrument to be fully utilized 24 hours a day/7 day a week.

Continuous instrument operation, proper maintenance, and prompt repair is critical for the OGRL to fulfill its mission and obligations to collaborators which include multiple USGS programs and centers and municipal, state, federal, and international funding sources. The API 5500 TQMS current period of performance ends February 21, 2025.

III. Work Requirements

Technical Requirements

1. Company service engineers provided for the service contract must have a minimum of 4 years of factory-trained experience in servicing and repairing Sciextandem mass spectrometers and a minimum of two years of factory-trained experience on servicing the API 5500 and/or

API 5500 Q-Trap model mass spectrometers.

2. The service company must guarantee that they have direct access to API 5500 factory certified engineers that may be required for repairs. Non-compliance may be grounds for terminating this contract.

3. The service company must provide an equivalent loner instrument from the same manufacturer if a repair cannot be completed on the API 5500 TQ within 14 working days from the time the service call was logged.

The service contract shall include:

A. Two scheduled preventative maintenance (PM) visits per year to be spaced not less than

6 months apart. PM visits may be requested by OGRL staff at alternate times, but generally one visit shall fall in the second quarter of the fiscal year and the second visit in the fourth quarter of the fiscal year. Preventative maintenance services must include at minimum the following:

1. Replacement of pump oil,

2. Air filter,

3. Turbo v ceramic source heaters

4. Voltage checks on all available test points,

5. Cleaning as needed of the instrument as needed including the rail (ql-q2-q3). No single peak in the extracted ion chromatogram shall be greater than 1e4 in q1 or q3 scans from the m/z range of 45 to 1200 amu.

6. Instrument performance must meet or exceed oem specifications for ppg performance calibration solutions in es+, es-, apci+, apci-,

7. Adjustment of mass offsets and resolution to meet or exceed oem specifications.

B. Unlimited phone support for troubleshooting instrument and application issues.

C. Unlimited visits for instruments repairs to include all parts, labor, and travel including turbomolecular pumps and rough pumps, ceramic source heaters, and instrument cleaning to remove background contamination.

D. At the conclusion of all site visits, a report shall be supplied to the OGRL detailing performance prior to visit and after repairs or PM's.

E. Service calls shall be responded to within 1 business day by phone and 2 business days if an onsite visit is required without prior arrangement with OGRL. Non compliance shall result in an equal number of days being amended to the current years contract without compensation.

Back-ordered parts shall not be an acceptable reason for non-compliance. Remedial repairs must be completed within 4 business days of the original service call. More complicated repairs must be completed within 8 business days of the original service call.

F. All replacement parts must result in the OEM specifications for the API 5500 being met at minimum.

G. Contractor shall provide an equivalent loner instrument from the same manufacturer if a repair cannot be completed on the API 5500 TQ within 14 working days from the time the service call was logged.

H. The OGRL has the right to request new parts be used only in the event a particular refurbished component (non-consumable) must be replaced by the service engineer more than twice within the annual service period (e.g. rough pumps, source housing or components, Q0, QJet, electronic boards) to minimize OGRL downtime.

I. The current Analyst software must be fully supported, and current upgrades must be installed during PM visits as they become available. In addition, the company must agree to support any new versions of Analyst software.

J. Phone support for AB/SCIEX data reduction software must also be included.

K. Deliverables

1. Two preventative maintenance visits per year as described in III.3.A.

2. Instrument repairs as needed including all parts, labor, and travel.

3. Unlimited phone support

4. Instrument performance report to contain a summary of all parts replaced/services performed and supporting data to include changes in instrument settings and TIC/EICs as necessary.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the contract expiration date.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

52.223-23 Sustainable Products and Services (May 2024)

(a) Definitions. As used in this clause—

Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. ( 7 U.S.C. 8101) ( 7 CFR 3201.2).

Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. ( 42 U.S.C. 6903).

Sustainable products and services mean products and services that are subject to and meet the following applicable statutory mandates and directives for purchasing:

(1) Statutory purchasing programs.
