About this file
This document is a combined solicitation/synopsis for a firm-fixed-price contract to provide maintenance and repair services for a LexsygResearch and a LexsygSmart Luminescence Reader. The U.S. Geological Survey (USGS) requires these services to ensure continuous operation of the luminescence readers used in its Luminescence Geochronology Laboratory.
The contract includes a base period from September 18, 2024 to September 17, 2025, with four 1-year option periods and a 6-month extension. Offerors must submit written quotes by September 6, 2024. Award will be made to the responsible offeror whose quote, conforming to the solicitation, is most advantageous to the Government considering price and past performance. This is a small business set-aside with a NAICS code of 334516 and a size standard of 1,000 employees. The Statement of Work outlines the required routine and non-routine maintenance, calibration, and repair services.

PERFORMANCE WORK STATEMENT
1.0 Introduction and Background
The U.S. Geological Survey (USGS) Luminescence Geochronology Laboratory provides luminescence dating services to USGS research projects and to external collaborators and government agencies. Luminescence dating is a method to determine the age of geological sedimentary deposits, typically within the past 400,000 years. The method is performed on small aliquots of sedimentary material, typically quartz or feldspar sand, and measurements are made using large scientific machines known as luminescence readers. The laboratory currently houses two luminescence readers manufactured by
Freiberg Instruments GmbH: a LexsygResearch and a LexsygSmart. The ongoing operation of these luminescence readers is required to perform luminescence dating and routine and non-routine maintenance is necessary if the luminescence readers should fail in some manner.
Due to this ongoing need for continuous operational status of luminescence readers the
USGS luminescence geochronology laboratory requires a source for routine and non-routine maintenance. Routine maintenance consists of annual examination and repair/servicing of the luminescence reader components. Non-routine maintenance consists of repairs to the failures of parts or mechanisms that allow the luminescence reader to operate. Furthermore, the LexsygResearch has lost its ability to measure luminescence due to a problem with the light emitting diode unit and the arm used to lift the measurement chamber (as noted in Section 6.1.2 in the Lexsyg Research Manual
Version 1.3) is inoperable and needs repair.
2.0 Scope
The maintenance source must provide:
• Annual routine maintenance to improve, maintain, or restore luminescence reader function and ensure continued operation of the luminescence reader
• Calibration of the irradiation sources within the luminescence reader
• Repair and replacement of broken, worn out, or malfunctioning mechanical parts or software including light emitting diodes and lever handle
3.0 Applicable Documents
None
4.0 Technical Requirements
At the end of the performed service, the luminescence reader must be able to measure infrared stimulated luminescence, optically stimulated luminescence, successfully complete a recovery of a known dose of radiation on calibration standard, and continue all features and functions that were available on purchase of the luminescence readers.
If any repair not covered under the maintenance specifications is required, then the
Contracting Officer will need to be notified immediately and a repair quotation will be provided to determine applicability. Only the Contracting Officer can authorize work outside of the general maintenance and repair of the equipment.
5.0 Deliverables
At the end of the performed service, the luminescence reader must be able to measure infrared stimulated luminescence, optically stimulated luminescence, successfully complete a recovery of a known dose of radiation on calibration standard, and continue all features and functions that were available on purchase of the luminescence readers.
6.0 Quality Assurance Surveillance Plan (QASP)
The quality assurance of the above service will be evaluated on the conclusion of the work. At the end of the performed service, the luminescence reader must be able to measure infrared stimulated luminescence, optically stimulated luminescence, successfully complete a recovery of a known dose of radiation on calibration standard, and continue all features and functions that were available on purchase of the luminescence readers. This is the criteria for quality assurance.
