“ENCLOSED CABIN” SMALL VESSEL (<26’) WORK BOAT W/ TRAILER:

It is the intent of these brand name or equal salient characteristics to describe the general design and function required for an outboard motor power driven aluminum mono/deep–V hull, enclosed cabin vessel (hereafter referred to as the ‘boat’) capable of performing the following functions:

(Please note that for the purposes of design and operation, the US Geological Survey defines this class of ‘workboat’ vessel (under 26 ft) as a pleasure craft (“not to carry passengers for hire or warships…”), as opposed to Commercial Vessel, and therefore would follow USCG recommendations/certifications for vessel design of this nature.)

Item 1: Base vessel configuration and requirements (all items on this list must be included as specified in the base quote subtotal):

The boat’s design and construction (hull, machinery, and electrical systems) shall comply with the USCG and ABYC regulations where applicable.

Detailed drawings will be submitted for approval prior to construction.

Bidder shall be an established welded aluminum catamaran boat manufacturer.

Bidder shall have been in business for a minimum of five (5) consecutive years.

All welding shall be performed in accordance with American Welding Society D1.2-2003 procedure qualifications. Welding certifications shall be submitted with the proposal.

Manufacturer advertised boat length (as stated in title) greater than 25’ (ft.), but not to exceed 25’ 11”.

Builder to be certified under the National Marine Manufacturers Association (NMMA) using established hull designs following American Boat and Yacht Council (ABYC) standards. (NMMA certification required to assure compliance with the ABYC standards).

Hull design to be “Deep-V” type mono hull.

Propulsion: Twin Four Stroke Outboard Motors.

Minimum 150 hp rating.

Minimum gross payload rating 4,400 lbs.

Beam at gunwale maximum; 8’ 6”.

Deck width minimum; 7’ 6”.

Self-draining/self-bailing deck design.

All deck surfaces, including appropriate gunwale and cabin interior areas to be coated with anti-slip material.

8-10” welded aluminum inspection hatches shall be installed to provide access to all below deck compartments.

Seven 10” welded aluminum cleats.

A ¾” aluminum double padeye shall be welded on centerline of the bow.

Boat to be equipped with outdrive extension or swim platform to provide full transom height and twin-engine mounting capability. Extension can be either integrated to hull or mounted separately to transom (preferred design is integrated as part of the hull). Extension must be rated to hold (at minimum) the weight of 2, 4-stroke outboard motors (approx. 1,000 lbs).

Boat Hull, deck, transom, outdrive extension, cabin superstructure, rails, and any other structural components to be constructed of “marine-grade” aluminum, or equivalent where appropriate, which meets or exceeds ‘ASTM’ specifications for use in marine applications. Specific Grade and material thickness will adhere to or exceed the following MINIMUM specifications;

o Hull bottom; “5086” grade @ 0.25” (1/4”) thick plating.

o Hull sides; “5086” grade @ 0.190” (approx. 3/16”) thick plating.

o Transom; “5086” grade @ 0.50” (1/2”) thick plating.

o Deck and structural components; “5052” grade @ 0.190” (approx. 3/16”) thick plating.

o Railings (Bow, cabin top); “Sch 40, 6063” grade @ 1.25” (1-1/4”) diameter.

Wheelhouse:

Enclosed cabin with removable canvas bulkhead with single door and windows.

FULL DECK WIDTH. (Inside gunwale to inside gunwale. Please allow gunwale to be used as a ‘step’ along outside of cabin – 4” min both sides), 140G0223Q0176 Page 5 of 35

LENGTH; approximately 78” (6’-6”. - exact length and position on deck TBD based upon final schematics/drawings but should remain within ±1”).

MIN HEADROOM w/in cabin; 80” (h).

Aft bulkhead door (68” height); 26” (framed) – minimum 24” usable opening.

(Note: The preferred “useable” opening for all cabin doors is 26”. We will accept only the minimal reduced opening that results from the final design, but no opening less than 24” will be accepted).

Cabin deck space should be large enough for 4 (standing) adults.

Standard window design. “Diamond Sea Glaze” or equivalent windows throughout cabin. Fore and aft windshields fixed, sliding windows on port and starboard sides.

Standard (starboard side) helm design with adjustable (front-back, up-down) seating (1) for pilot.

Workstation (port side) design with adjustable (front-back, up-down) seating (1) for scientist.

Additional bench seating behind port and starboard seats (as final space permits within overall cabin size parameters).

Enclosed, lockable storage located below Pilot/bench seating – top and/or side access (if design and space allows). Actual placement of access TBD at time of final cabin design.

Enclosed, lockable storage located in forward berth. Actual placement of access TBD at time of final cabin design.

A 6 gallon "Porta-Potti" shall be installed in the forward berth. Actual placement of access TBD at time of final cabin design.

Privacy curtain separating forward berth from wheelhouse A 1-1/4” pipe overhead grab rail shall be installed running lengthwise on centerline inside the wheelhouse.

Two (2) Pipe ladder rungs shall be welded to the side of the wheelhouse to provide access to the roof.

Upper and side access to storage compartment below port-side seat/work table storage (if design and space allows).

Maximum height of ALL enclosed storage (port bench and starboard pilot seat / rear bench area), not counting cushions, to be NO MORE THAN 24” height.

Standard, “Dashboard” style storage (glove box) located port-side of the helm (forward cabin), with lockable enclosure.

Battery compartment(s) located below Port dashboard and/or under helm (final placement TBD).

Closable, 4” diameter access ports – (2 total) 1 ea fore and aft, near the deck, port side to allow for temporary cable passage between bow and aft decks and cabin.

Closable, 2” diameter access port – (1 ea.), aft only, near the roof, port side to allow for temporary cable passage from the roof to the cabin.

Radar arch/mount on cabin rooftop – standard design / bow location.

Standard, 1-1/4” dia. railing (suggested placement; ≈4” up by ≈2“ from edge) to surround cabin roof.

Mechanical / electrical systems

Primary Master Cutoff / fuse panel (100 amp primary), consisting of dual battery cutoff switches (#1 for engine battery bank, and #2 for filtered / isolated electronics ‘house’ battery) located at or very near to the helm.

Battery configuration; Three (3) Batteries – All routed through master shutoff switches located at the helm.

One battery for each engine (routed through cutoff #1) and the third battery (filtered/isolated and charger through engines) for electronics only (connected through cutoff #2 to “electronics” fuse panel, heater, etc).

House battery to be charged from engine alternators.

2 fuse/breaker panels with on/off switches; one dedicated to mechanical items (powered through master cutoff switch #1), with the other dedicated for sensitive electronics only (powered through master cutoff switch #2 and the House battery ) – both located at or near the helm.

Automatic bilge system (hard-wired direct to batteries through primary panel), with switched manual override through fuse panel (primary auto/manual/off switch located on helm).

Navigation/anchor lights (White, 360° anchor light required mounting off the aft, center of the cabin roof to provide convenient access – NOT mounted off RADAR arch.), switched thru 3-way rocker on mechanical fuse/breaker panel.

Horn.

Motorized wiper(s) – 3 total; One (1) for each front windshield including the center door. Each wiper independently switched through mechanical fuse/breaker panel.

Windshield defroster/defogger.

Carbon Monoxide detector.

Standard interior cabin lighting – including standard work lighting as well as night-operation (red tinted) lighting over the helm. All lights switched independently.

At least two (2), 12-volt “cigarette-lighter/barrel plug” power outlet in cabin, one located on the Helm dashboard, with the other located on the Port-side dashboard – SWITCHABLE through fuse panel on helm. – Final location TBD at time of final design submission.

Exterior Deck lighting; 2 lights total; #1 – Forward facing Spotlight (example; ACR Electronics, Model RCL-

75) with remote controlled rotation and pitch mounted on roof positioned to illuminate front deck and surrounding waterline in front of pilothouse, switched separately on console through fuse panel. Forward facing spot should provide remote rotation and manipulation by the pilot. #2 - Rear fixed flood light/spot (example; Jabsco 4”x6” Halogen floodlight) on center aft cabin pointed to illuminate the aft deck.

Side lighting; Additional two (2) fixed mount floodlights (example; Jabsco 3” x 5” floodlight) located on the aft end port and starboard sides of the cabin roof (exact position TBD at time of installation), positioned to provide lighting to the water along both sides of the boat for night operations. Each spotlight should be switched independently through the fuse/breaker panel.

Manufacturer supplied and installed interior cabin heating (direct wired to battery with fuse) / windshield defogging capability (Example; ‘Webasto’ Model AirTop 2000 ST, diesel/kerosene heater w/ remote thermostat, or equivalent, preferred, but not required). Warm air venting must include a minimum of 3 vents;

1 vent access on the helm (starboard) side windshield in addition to port side venting, plus optional (TBD) vent at deck/foot level.

Permanently mounted 1.0 gal (or larger) fuel tank for heater with visual fuel level indicator. (size, location, and gauge type TBD at time of installation).

Standard Shore power connection; 30 amp, including safety breaker and 120-volt A/C connection.

Builder supplied and installed wash-down pump (min 2.5 gpm – prefer 3.5-5 gpm), with separate power switch, and hose. – Access to hose connector should be located at or near transom on the port side if possible

– LOCATION TBD at time of final design.

Any miscellaneous standard required safety items not specifically mentioned (please list separately in bid).

Installation and wiring (specifics as to equipment location and wiring specifics TBD at time of installation) of the following USGS supplied electronics;

True-sine wave inverter (wired directly through master cutoff switch #2, or direct to house battery, with independent on/off switch located near the inverter.).

Battery charging system (through shore power connection).

Marine-band radio w/ remote antenna (switched separately through Electronics fuse panel).

GPS/Sounder, w/ remote antenna (GPS and/or sounder components switched separately through fuse panel if applicable).

Radar w/ dome (switched separately through fuse panel if applicable).

Engine/powertrain/gauges configuration:

Twin engine configuration; Outboard, 4-stroke EFI, “3-star ultra-low emission rated (or equivalent), hydraulic trim/tilt, 150hp or greater, counter rotating recommended (please list cost of engines as a separate line item in quote).

Stainless steel propellers (size and pitch TBD by Builder during field testing).

Gauges: Engine (ea.); trim, rpm, voltage, hours (optional, please quote separately if not part of std. engine digital gauging package). General; fuel (preferred as part of overall digital engine gauge package, if applicable), compass.

Preferred Gauge configuration using NMEA2000 network is applicable (Specific gauge configuration TBD depending on availability and manufacturer).

Keyed, dual throttle/shifter with emergency (dead-man) cutoff.

Preferred engine manufacturer; Honda Marine. (However, the GLSC will consider alternative manufacturer’s engine/ equipment package that are competitively priced (or better) and listed on GSA schedule that meets or exceeds all specification requirements listed in this document).

Separate volt meter/gauge for the house battery – located near engine gauges on the helm.

Hydraulic steering.

Deck Outfitting:

1-1/4” dia. Railing (4” height) on bow only – standard design and placement per safety regulations.

Self-draining anchor storage with cover in bow (side-opening cover on aft side as opposed to top and overall size – TBD as feasible prior to final design).

Davit mounting sleeves with nylon (or plastic?) insert to allow for easy swiveling of removable davit (min 500

lb. capacity); 1 ea., installed on both Port and Starboard aft section, plus one removable center mount on aft deck (exact placement of davit sleeves TBD upon final schematics/drawings) for a total of three (3) sleeves.

One (1) 3” pipe davit rated at 500 lbs. working load (e.g., Endurance Marine deck/davit crane) shall be installed. Davit is 80” high with 42” reach, swivel 360 degrees and are lockable every 90 degrees.

One (1) motorized Pot Hauler rated at 250lbs. at 150' per minute (e.g., Discovery Bay Power Hauler Alaskan Model) shall be installed. Pot hauler is powered via a foot-activated switch mounted at the deck. 3" aluminum open-face block is included.

One (1) 12V capstan winch mounted on an elevated plate with bolt pattern to match the davit mounting stations on aft deck. Winch is powered via a foot-activated switch mounted.

Rear dive/access door, transom (port or starboard side is not critical), with 23” min. opening with “quick release” transom mounting bracket for dive ladder (ladder mount should be located at least 24” from motor, or on the side of the outdrive extension platform).

Hand-hold or railing along one side of transom access door for diver support.

Removeable dive ladder (1); 4-step (48” x 13” wide, min) heavy duty (400 lb min weight rated) floating design

(stainless steel preferred).

Single, Port-side dive door/access on aft section – min width 26” – Door to be located on the port side, as close to the cabin as possible (within limits of the structural design). Location of the side access door MUST be approved before boat construction.

Gunwale storage access where applicable (lockable storage if possible).

Fuel System:

Single fuel tank (120 gallon minimum and venting in accordance with current applicable regulations.

Fuel filter/water separator shall be installed complete with shut off valve.

Fuel system shall comply with U.S. diurnal emission standards.

12V 140 CFM bilge blower installed in fuel tank compartment.

Trailer, Heavy duty aluminum or galvanized – triple axle, oil-bath hubs, min 16” heavy duty rated rims/tires, hydraulic braking system (disk brakes preferred), automatic boat winch and EZ runners2-5/16” coupler, standard (5-pin flat) light connector.

Shipping costs (boat and trailer) from the Vendor’s Place of Origin to the Marina of choice near the Hammond Bay Biological Station (Millersburg, MI.) must be included in bid - listed as a separate line item (GLSC will cover cost of removal from truck at marina of our choice).

Please quote the following optional items as separate line items (material and labor costs) at the end of the quote.

Decision regarding items on the following list will be dependent on final overall quote. Items chosen will be added at time of award:

(Optional) Removable temporary bench seat (8” - 12” depth?) to be attached alongside of the pilot seat to allow for temporary seating when port-side bench is used as worktable – exact specs to be discussed during final design development.

(Optional) Roof mounted venting - (closable and screened) – suggested location; Center, under radar support (exact location TBD based upon final schematics/drawings).

(Optional) Autopilot acquisition and installation (GPS linked). Manufacturer and model TBD based on compatibility with GPS, engine, and steering system requirements. Please list acquisition cost separately from installation as this item may be added to the “USGS Supplied Equipment” list.

(Optional) Power trim-tab configuration, with remote control operation located on the helm.

(Optional) One (1) additional removable davit with generic mounting plate (to accept USGS installed hand winch and cable) and cable pulley eyes (at bend and tip(see desc for davit spec above).

(Optional) One (1) folding bench seat (approx. 24”w x 8”d x 12”h?) mounted on starboard side aft deck gunwale (exact placement TBD upon final design and in conjunction with davit sleeve placement).

Final Requirements:

Prior to construction, final drawings / schematics, and design criteria must be submitted to GLSC staff and reviewed and approved prior to initiation of material order.

Prior to delivery, a boat inspection and field test with appropriate GLSC staff at the Vendor’s site must be coordinated in order to make final adjustments and verify construction according to these specifications before shipment to the GLSC.

Vendor will provide bi-weekly progress reports on construction status.

Boat must be delivered to the GLSC in turn-key condition.

52.204-20 Predecessor of Offeror. (Aug 2020)

(a) Definitions. As used in this provision–

Commercial and Government Entity (CAGE) code means–

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics

Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.

Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
