PERFORMANCE-BASED WORK STATEMENT
Geologic Hazards Science Center Media Studio System
I. General Information
A. Introduction
The purpose of this PWS is to acquire a media studio system at the United States Geological Survey (USGS) Geologic Hazards Science Center (GHSC) located at 1711 Illinois St, Golden, Colorado, supporting the mission-critical National Earthquake Information Center (NEIC) facility at that location. The NEIC monitors, analyses, and reports on earthquakes that occur globally on a 24x7 basis.
The GHSC is a tenant in 64,420 sq ft. of leased office space in an administrative office building on the Colorado School of Mines (CSM) campus. Any impediments or unanticipated obstacles preventing installation of the media studio system shall be called out to the Contracting Officer’s Representative (COR) prior to commencement of installation so that consultation with building management may occur.
The NEIC media studio system shall serve a variety of purposes to create audio-video (AV) recordings. These purposes include: 1) rapid recording of short (about 1 minute) earthquake information summary videos requiring no editing following significant earthquakes; 2) live video conferencing and recording for news media interviews conducted virtually; 3) creation of recordings and footage for podcasts or other educational content that may be longer in form and/or require post-editing outside the media studio system.
The media studio needs to have the capability to record high-quality audio and video with at least one microphone and camera, allowing the user to record with a simple press of button without complex setup. The system shall have the ability to display dynamic content backgrounds of user-supplied content with live-compositing, such as earthquake webpages, PowerPoint slides, or images. A teleprompter and one or more display screens are also needed so the user can see the content being recorded in real-time and read scripted information as needed. The system shall also include the necessary lighting, acoustic panels, and other supporting hardware to make the room suitable as a professional recording environment.
The room (#552) where the media studio will be installed is approximately 10 x 12 feet in size, was constructed to be sound-proof, and we envision the space to also serve a dual purpose for a small “huddle room” where private conversations or interviews can take place. Thus, having media studio hardware with a small footprint, potentially being moveable, are desired features of the media studio system.
B. Background
The objective of this PWS is to provide a media studio recording environment for NEIC and GHSC staff to carry out mission-critical earthquake communication and other educational functions. This will improve delivery of earthquake information and provide enhanced engagement opportunities with the public and news media stakeholders, supporting the natural hazards mission function carried out at the NEIC.
C. Definitions / Applicable Documents
The term “AV” includes all manner of hardware and software comprising the media studio system, including all necessary cameras, microphones, amplification systems, controllers, cabling, booms and brackets, acoustic treatments, lighting, screens, tablets, computers, peripherals, and other associated devices.
PAGE OF PAGES
D. Scope
The contractor must: deliver all products; perform services, non-personal, and provide all plant equipment, labor, travel, supervision, and materials (unless otherwise provided herein) necessary to deliver and install the media studio to the required quality and time standards of this PWS.
Any damages that occur during installation to building walls, floors, or other fixtures shall be the responsibility of the contractor to repair to existing condition.
The contractor must provide a design with drawings and specifications with its quote and shall adhere to the design for delivery and installation.
Applicable measurement of compliance for this procurement is delivery and installation, operational testing, and user training for the media studio that can work both in the NEIC space independently and be interconnected to other spaces in the GHSC building as necessary. Access to software upgrades shall be included.
Acceptance of the work shall be made only after the Government has determined the work to be in compliance with the terms, specifications, conditions, and provisions contained herein.
II. Work Requirements
A. Technical Requirements
Task 1. The contractor shall deliver and install a media studio to the following quality and time standards in the subtasks.
Task 1.1. The contractor shall deliver and install the necessary items in the room to make it suitable as a professional recording studio environment. This includes any lighting, acoustic panels, green-screen or equivalent backdrop, wiring, bracketing, and other infrastructural elements for the space. This shall also include an “in use” recording sign that can display outside the door of the room to inform people when the system is in use.
Task 1.2. The contractor shall deliver and install the AV processing and computing components of the video system in a compact and mobile form factor device, such as in a wheeled AV cabinet, rack, or desk. This shall include one or more monitors showing content being recorded that are mounted either on the device or on a wall. It shall also include one or more microphones mounted either on the device or from ceiling booms. It shall include one camera with a teleprompter mounted above the camera.
Task 1.3. The contractor shall deliver and install a user control system with an interface to be used by the on-screen “talent” to easily start and stop recordings, select background content, and initiate the teleprompter. All control system software must be simple and intuitive for customers.
Task 2. The contractor shall configure the system to meet USGS IT security specifications and test the system to ensure system components meet all manufacturers’ specifications and performance standards. The contractor must document the test results and provide them to the Government’s Technical Liaison (TL) within two weeks of installation of the system.
Task 3. The contractor shall train USGS employees how to configure and use the system within two weeks of delivery of the system. As-built manufacturer user manuals (hard and/or electronic copies), whole system configuration guides and notes, and applicable cleaning and maintenance instructions shall be provided.

Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat.
Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
3 Describe plans for features that do not fully conform to the Section 508 Standards.
4 Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.
Acceptance Criteria
1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.
