About this file

This is a Solicitation/Contract/Order for Commercial Products and Services issued by the U.S. Fish and Wildlife Service (FWS) for the acquisition of three gooseneck-type trailers. The requisition number is 0044036872, solicitation number is 140FS326Q0033, and the solicitation issue date is 03/03/2026 with an offer due date of 03/16/2026 at 1400 ED. The contract is designated as a Women-Owned Small Business (WOSB) set-aside at 100 percent. The North American Industry Classification Standard (NAICS) code is 532412 with a size standard of $40 million. The acquisition is unrestricted, with delivery required by 10/22/2026 to FWS Ridgefield National Wildlife Refuge in Ridgefield, Washington. The contracting officer is Fred Riley (fred_riley@ios.doi.gov, 413-253-8738), with technical point of contact Chadd Smith and alternate contact John Taerea. Three line items are specified for one each of gooseneck-type trailers with free-on-board destination delivery. Pricing information is not disclosed in the provided documents, and only firm fixed-price offers will be accepted.

The solicitation utilizes a Lowest Priced Technically Acceptable (LPTA) evaluation methodology, requiring offerors to submit two separate parts: Part I (Price Proposal) and Part II (Technical and/or Past Performance Information). Evaluation will assess technical acceptability, past performance based on submitted questionnaires, and combined total price for fairness and reasonableness. Offerors must demonstrate at least five years of relevant experience through key personnel resumes and provide information on two past contracts within the last three years. The contract incorporates numerous Federal Acquisition Regulation (FAR) clauses and Department of Interior-specific provisions covering ethics, labor standards, equal opportunity, small business subcontracting limitations (50 percent for services), environmental considerations, and payment processing through the Invoice Processing Platform (IPP). Contractor certifications required include representations regarding business status, debarment, tax compliance, forced or indentured child labor, covered telecommunications equipment prohibitions, and whistleblower protections.
