RFQ Number: RFQ 140FS324Q0064 Date: February 14, 2024 Contracting Contact: Lee Ann Riley, Contract Specialist – lee_riley@fws.gov

General:

The U.S. Fish and Wildlife Service (USFWS) Warm Springs National Fish Hatchery has a need for lawn services at multiple locations. The vendor must furnish all labor, equipment, supervision, and perform the services at the time and frequencies specified in the Statement of Work. The spraying of chemicals shall comply with the hatchery’s approved Pesticide Use Protocol regulations. Lawn Services include mowing, trimming, spraying, pruning, leaf blowing, and pine strawing services.

Scope of Work:

The contractor shall furnish all labor, equipment, supervision, and perform the services at the time and frequencies specified herein. The services shall include all functions normally considered a part of a satisfactory mowing service. The mowing company should be bonded and insured.

Supplies, Materials, Equipment, and Utilities:

A. Furnished by the Government: No mowing equipment or tools will be supplied by the Warm Springs National Fish Hatchery. A burn pile will be available for the contractor to get rid of bush trimming, leaves, and any other death foliage or foliage produced by the service.

B. Furnished by the Contractor: All mowing equipment and supplies needed to meet contract specifications will be provided. This includes, but is not limited to riding mowers, push mowers, weed and bush trimmers, leaf blowers, and trash bags.

Required services and Standards: For purposes of this contract the term “weekly” means one time per week;

“bi-weekly” means every two weeks; and “monthly” means just one time per month.

The Aquarium public use area is open seven days a week from 7:30 AM to 4:00 PM and closed on major Federal Holidays. Buildings located at 5151 Spring Street and 5308 Spring Street are open from 7:30 AM to 4:00 PM Monday through Friday routinely. The hatchery has an estimated 12 to 14 mowing acres which take approximately 8 hours to complete. The contractor shall quote on the price for mowing following the schedule listed below. Included is a map of the identified areas to be mowed and trimmed.

Interested contractors are encouraged to make an appointment with the POC Warm Springs Hatchery Manager, Michael Fulghum (706) 977-4527 to view the grounds before bidding. The hatchery grounds to be mowed contain cramped areas around buildings, trees, ponds, fish rearing units, and fences. The spraying of chemicals should comply with the hatchery’s Approved Pesticide Use Protocol regulations.

1. Administrative and Public Use Facilities:

Main Administration Building (5308 Spring Street), redbrick house (5346 Spring Street), Fish Health & Tech Center Laboratories (5151 Spring Street), Public Aquarium (5264 Spring Street) & Viewing Pools, Aquarium Entrance sign, Guard Rail, and Alkalinity Building (5221 Spring Street) will be mowed. Buildings will be string trimmed around the entire building, steps, walkways, base of buildings, parking area for employees and public, driveways, and sidewalks. The same areas shall be leaf blown and cleaned from trimmings and debris. Bushes, ornamental trees, and flower beds in the areas mentioned will be pruned and sprayed twice a year (March, July and October). Pine straw the beds of the buildings once per year in the month of March.

2. Upper pond area:

(Front side of the hatchery) includes holding house, equipment building, feed house, break room, paint/oil shed, government quarters, and burn pile. Lower pond area (back side of the hatchery) includes; heavy equipment pole shed; quarantine, isolation mussels and lake sturgeon buildings; and fence line. Also, below the south entrance is the area at entrance of Arrowhead estates. All areas in the upper and lower pond areas mentioned shall be mowed and trimmed on the following schedule:

March 1 mow April 2 mows May 2-3 mows* June 2-3 mows* July 2.3 mows* August 2.3 mows* September 2-3 mows* *Service done weekly based off 5-week calendar months October 2 mows November 1 mow

Total: 17 mows

Areas around buildings, pond kettles, and electrical outlets should be sprayed twice a year (April and September).

Since weather plays such a factor in lawn care, the Hatchery Manager will work with the contractor as to specific dates for mowing. The Contractor may be asked to mow in March if the grass begins to get high and reduce the number of mows during a summer month where there is little rain. If it is a rich growing season, the contractor may be asked to provide additional mows from the amount specified in the contract for which has contracted and at a price agreed to by the contractor and the Hatchery Manager.

The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs.
