00010 Timber Cruise & Report
UNITED STATES FISH AND WILDLIFE SERVICE
REGION 5
James River National Wildlife Refuge
STATEMENT OF WORK
Timber Inventory
1.0 General. Timber Inventory
1.1 Introduction. Project needs include a timber
cruise of pine dominated forests tracts at the
James River National Wildlife Refuge. The information gathered will guide future thinning operations and habitat management decisions.
1.2 Background. James River National Wildlife
Refuge is 4,700 acres of varied habitat types:
pine-dominated forest, floodplain forest, and moist hardwood forest. A portion of the land which is now the wildlife refuge was managed as a loblolly pine plantation prior to acquisition by the USFWS. Those remnant forests remain in even-aged, over-stocked stands. In the early
2000¿s, several hundred acres were commercial thinned and prescribed fire was introduced to the site. The 2015 Comprehensive Conservation Plan identified more habitat manipulation to expand to slightly over 2,000 acres for the purposes of transitioning to a pine savanna ecosystem. An initial forest inventory occurred in 2006.
Additional, updated information of the forest diversity, density, and other stand dynamics is required to facilitate decision-making in advance of the large habitat conversion project. The timber inventory will assess and professionally estimate stand parameters.
1.3 Objectives. Upon completion of the timber
cruise a report will be provided to the staff at
James River National Wildlife Refuge that clearly

outlines forest details, determined by stand variability and size. The 2,300-acres of pine dominated forest will be surveyed and inventoried to aid subsequent description of thinning needs and priorities.
1.4 Scope. A timber inventory is to be conducted
on 2,300-acres of largely pine-dominated forests at James River National Wildlife Refuge (see map). The contiguous tract will be subdivided by stand size and variability. Stand parameters will be evaluated for each tract. Parameters are to include basal area (BA) per acre, trees per acre (TPA), average diameter at breast height
(DBH), volume per acre for pine pulpwood, hardwood pulpwood, pine chip and saw, mixed hardwood saw timber, and snags. Cumulative totals are to be tabulated per category. Separate inventories are to be provided for pine and hardwood. Each tract will be inventoried to determine size of each DBH class by BA and TPA.
Once data is calculated, thinning recommendations are to be outlined for each tract. The report is to present data in tabular format for each stand.
Report will be completed by (date to be determined).
1.5 Contract Type. Preference for type of
contract (Firm Fixed Price).
1.6 Place of Performance/Hours of Operation. All
on-site work will be conducted at the James River
National Wildlife Refuge, located in Prince
George County, Virginia. Site is accessible from
Route 639 (Flowerdew Hundred Road) and Route 640
(Powell Creek Road). The property¿s dirt and gravel access roads are gated and arrangements will be made for entry through coordination with the FWS¿s on-site point of contact (Cyrus Brame, or other USFWS- identified agent). Work is to occur during daylight hours once an official start date has been determined. Certain areas will be prohibited from entry during limited times of the year due to public hunting programs or other conflicting refuge sponsored activities/operations.
