1. Solicitation Contracting Office: Department of the Interior, U.S. Fish and Wildlife Service, Acquisitions Team, Goods & Services, Acquisition Operations.

This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 140FS126Q0210 is issued as a Request for Quotations (RFQ) for the long-term rental of a towable 300 kW class diesel generator and associated equipment and support services for Coleman National Fish Hatchery. The Government intends to issue a firm-fixed-price purchase order using the simplified procedures of RFO FAR 12.201-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This acquisition is a Total Small Business Set-Aside. All responsible small business concerns eligible under the stated set-aside may submit a quotation, which will be considered by the Government. The Government anticipates award on or about September 23, 2026.

A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

2. Requirement The Contractor shall provide the long-term rental of one towable diesel generator in the 300 kW class, capable of producing 3-phase, 480/277-volt power, for use as a secondary emergency power source at Coleman National Fish Hatchery in accordance with Attachment 1 - Statement of Work (SOW).

• Four (4) 100-foot lengths of cable.

• Four (4) compatible pigtails with lug terminals having mounting holes greater than 1/2 inch.

• Delivery and pickup of the generator and associated rental equipment.

• Familiarization training regarding non-standard features or operational steps.

• Phone or remote technical support within one (1) hour after Government notification.

• Qualified onsite technical support within four and one-half (4.5) hours after Government notification when onsite support is required.

• Replacement generator meeting the SOW requirements within eight (8) hours after it is determined that a timely repair cannot be made.

• Maintenance necessary during the rental period in accordance with the manufacturer's recommended maintenance schedule.

The Government will perform setup and operation after the equipment is delivered onsite and will provide dyed diesel fuel used during the rental period. The quoted firm-fixed price shall include all other costs necessary to fully perform the requirement.

3. Contract Type and Period of Performance The Government anticipates award of one firm-fixed-price purchase order for the complete rental period. Performance shall begin within 72 hours after notice of award or October 1, 2026, whichever is later, and continue through February 1, 2027.

The Contractor shall coordinate delivery and pickup with the Government technical coordinator identified in the SOW.

FOB: Destination. Delivery shall be made to Coleman National Fish Hatchery, 24411 Coleman Fish Hatchery Road, Anderson, CA 96007. The firm-fixed price shall include delivery to the destination and pickup at the conclusion of the rental period.

The Service Contract Labor Standards apply to this requirement. U.S. Department of Labor Wage Determination No. 2015- 5627 for Shasta County, California will be included as Attachment 4. Quoters are responsible for accounting for all applicable wage and fringe benefit requirements in their firm-fixed prices.

4. Operational Urgency and Response Time Coleman National Fish Hatchery is entering its peak operational season with a malfunctioning backup power system. The temporary generator is required to maintain continuity of spawning and rearing operations, protect specimens in the event of a power outage, and allow troubleshooting and repair of the existing backup system without interrupting operations.

Because of this operational need, the Government is using an abbreviated quotation period. Market research identified interested commercial sources, and the information requested with quotations is limited to that necessary to evaluate technical capability, past performance, and price. The Contracting Officer has determined that the response period provides a reasonable opportunity to respond under the streamlined procedures of RFO FAR Part 12.

5. Questions and Site Visit Information Questions shall be submitted by email to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than September 18, 2026, at 12:00 p.m. Pacific Time. Oral explanations or instructions are not binding. Only a written solicitation amendment issued by the Contracting Officer may modify the solicitation requirements.

A site visit is not required. If a prospective quoter believes a site visit is necessary to prepare its quotation, a request shall be submitted by the questions deadline. Any site visit is subject to Government availability and must be coordinated in advance.

6. Quotation Submission Quotations shall be submitted electronically to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than September 22, 2026, at 12:00 p.m. Pacific Time. Quoters shall submit only the information necessary for the Government to evaluate Technical Capability, Past Performance, and Price.

• Completed Attachment 2 - Bid Schedule providing one all-inclusive firm-fixed price for the complete rental period.

• Make and model of the proposed generator and product literature or a specification sheet sufficient to verify the 300 kW class, towable configuration, and 3-phase 480/277-volt output.

• Confirmation that the generator, four 100-foot cables, and four compatible pigtails with lug terminals greater than 1/2 inch will be available and delivered within the required timeframe.

• Confirmation that the quoter can meet the one-hour phone/remote support requirement, 4.5-hour onsite support requirement, and 8-hour replacement requirement stated in the SOW.

• Brief description of up to three recent and relevant generator rental, temporary power, equipment rental, or similar projects, including customer, period of performance, general scope, and customer point of contact if available.

• Legal business name, Unique Entity Identifier (UEI), confirmation of active SAM.gov registration, and any assumptions, exceptions, or clarifications. If none, state "No Exceptions."

No separate staffing plan, resumes, detailed technical narrative, or cost breakdown is required unless specifically requested by the Contracting Officer.

7. Evaluation - Best Value Comparative Evaluation 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability, Past Performance, and Price. Technical Capability and Past Performance, when combined, are approximately equal in importance to Price. The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.

Technical Capability. The Government will evaluate whether the proposed generator and associated equipment meet the SOW requirements and whether the quoter demonstrates the ability to meet the required delivery, technical support, maintenance, and replacement timeframes. The Government may consider product literature, availability information, and other information reasonably available to the Government.

Past Performance. The Government will evaluate the quality and relevance of the quoter's performance on recent generator rental, temporary power, equipment rental, or similar work. The Government may consider information submitted by the quoter and other reasonably available Government or commercial sources. A quoter without relevant past performance will be evaluated neutrally and will not be evaluated favorably or unfavorably solely because it lacks relevant performance history.

Price. The Government will evaluate the total firm-fixed price for the complete rental period. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government. Price is not expected to be scored.

Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. Award may be made to a higher-priced quoter when the Government determines that meaningful advantages under Technical Capability and/or Past Performance warrant the price difference. Conversely, the Government will not pay a price premium when the comparative advantages do not provide sufficient value to the Government. The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.

(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating Technical Capability, Past Performance, Price, and responsibility. The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

8. Contracting Authority Only the Contracting Officer is authorized to make contractual changes, authorize additional work, change the scope or quantity of work, change the purchase order price, or change the period of performance. Government technical personnel may coordinate delivery, pickup, inspection, routine technical matters, and acceptance within the awarded scope but are not authorized to alter the terms of the purchase order. The Government will not make an adjustment to the purchase order price or period of performance for unauthorized work.

9. Additional Terms

• The quoter shall be registered and active in the System for Award Management (SAM.gov) at the time of award and shall maintain required registration during performance and through final payment.

• The Government reserves the right not to make an award if doing so is determined to be in the Government's best interest.

• The resulting purchase order will incorporate the applicable solicitation provisions, contract clauses, Statement of

Work, Bid Schedule, and U.S. Department of Labor Service Contract Labor Standards Wage Determination No. 2015- 5627 for Shasta County, California.

• The quoted price shall include all costs necessary to perform the SOW, including generator rental, associated cables and pigtails, delivery, pickup, familiarization, maintenance, technical support, and replacement capability, except for Government-furnished dyed diesel fuel.

• The Contractor shall not perform work outside the awarded scope or incur additional costs on behalf of the Government without written authorization from the Contracting Officer.

The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.
