This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO FAR Part 12.
This announcement constitutes the solicitation; quotations are requested. Solicitation 140FS126Q0209 is issued as an RFQ for recurring snow removal services at the U.S. Fish and Wildlife Service Office of Law Enforcement facility in Fairbanks, Alaska.
The Government intends to establish one (1) single-award BPA. The BPA does not obligate funds or guarantee a minimum quantity or dollar value. Funds will be obligated only through authorized BPA Calls. Individual BPA Calls will be issued on a Firm-Fixed-Price basis.
1. Requirement The Contractor shall provide snow plowing, snow removal, on-site snow management, and authorized off-site snow hauling in accordance with the attached Statement of Work (SOW). The Contractor shall furnish all labor, supervision, equipment, vehicles, fuel, tools, materials, and incidental items necessary to perform the required services.
Services are ordered on a per-event/unit basis under authorized BPA Calls. Weekly or biweekly invoicing may be used for completed and accepted services as provided in the BPA Ordering Guide. The awarded BPA unit prices will be used to price BPA Calls.
2. BPA Pricing / Bid Schedule Offerors shall complete Attachment 1, Bid Schedule. Government-estimated quantities are used only to evaluate quotations and do not guarantee that the Government will purchase those quantities. The Total Evaluated Price will be calculated using the unit prices and evaluation quantities identified in the Bid Schedule.
3. Quote Submission - Keep It Simple Email quotations to oscar_orozco@ios.doi.gov no later than September 18, 2026, 12:00 PM Pacific Time. The email subject line should include “140FS126Q0209 - Snow Removal.”
Submit only the following:
1. Completed Bid Schedule / price.
2. A brief description of relevant snow-removal experience and technical capability sufficient to demonstrate the ability to perform the SOW, including access to the equipment and labor necessary for performance in
Fairbanks winter conditions. The vendor may identify up to three relevant projects and provide a customer point of contact, if available.
3. Brief past performance information for the relevant work identified above, sufficient to demonstrate quality of performance, timeliness, and successful completion. The Government may consider information provided by the vendor as well as information available from references, Government systems, or other sources. A vendor without relevant past performance will not be evaluated favorably or unfavorably solely because relevant past performance information is unavailable.
Confirmation that the vendor can meet the SOW performance requirements and performance period and possesses all licenses/certifications required by applicable law for the services proposed. Lengthy technical narratives, resumes, staffing plans, photographs, or formal management plans are not required. Offerors must be registered and active in SAM.gov and eligible for award at the time of award.
4. Evaluation and Basis for BPA Award The Government will use a streamlined comparative best-value evaluation. Quotations may be compared directly to one another. Numerical scoring, a competitive range, and Part 15-style source selection procedures will not be used.
• Relevant Experience / Technical Capability - The Government will consider the relevance of the vendor’s snow-removal experience and demonstrated capability to successfully perform the SOW, including the required services, equipment/labor availability, response requirements, and Fairbanks winter operating conditions.
• Past Performance - The Government will consider the quality of the vendor’s performance on relevant prior work, including timeliness, successful completion, and other relevant performance information. The Government may consider information submitted by the vendor and information obtained from references, Government systems, or other sources. A vendor without relevant past performance will not be evaluated favorably or unfavorably solely because relevant past performance information is unavailable.
Price - The Government will evaluate the Total Evaluated Price calculated from the Bid Schedule and will determine price fair and reasonable.
Relative Importance: Relevant Experience / Technical Capability and Past Performance, when combined, are approximately equal in importance to Price.
The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, price will become increasingly important and may become the determining factor for award.
The Government may contact vendors for clarification and may request revised quotations when determined appropriate. The Government intends to establish the BPA with the responsible vendor whose quotation represents the most advantageous combination of Relevant Experience / Technical Capability, Past Performance, and Price.
5. Site Visit / Questions A site visit may be accommodated upon request. Questions and site-visit requests shall be submitted by email to Oscar Orozco at oscar_orozco@ios.doi.gov sufficiently in advance of the quotation deadline to permit a Government response. The Government may answer questions by amendment when necessary.
6. Service Contract Labor Standards Service Contract Labor Standards apply. The applicable Department of Labor Wage Determination will be included as an attachment and incorporated into the BPA and applicable BPA Calls.
7. Attachments
• Attachment 1 - Bid Schedule
• Attachment 2 - Statement of Work
• Attachment 3 - BPA Ordering Guide
• Attachment 4 - Provisions and Clauses
• Attachment 5 - Department of Labor Wage Determination Service Contract Act WD #2015-5559
8. Additional Terms The solicitation incorporates applicable commercial acquisition provisions and clauses identified in Attachment 4. A warranted Contracting Officer is the only Government official authorized to modify the BPA, authorize changes affecting price or scope, or otherwise bind the Government. The Contractor shall not perform work unless authorized under the BPA Ordering Guide and an authorized BPA Call.

U.S. Fish and Wildlife Service Office of Law Enforcement
Snow Plow and Snow Removal Services 1412 Airport Way, Fairbanks, Alaska 99701
Solicitation No. 140FS126Q0209
1. Project Overview The intent of this project is to provide contracted winter snow plowing, snow removal, and snow shoveling services for the U.S. Fish and Wildlife Service (USFWS), Office of Law Enforcement (OLE), service-owned building located at 1412 Airport Way, Fairbanks, Alaska 99701.
The selected contractor shall provide all labor, supervision, equipment, tools, vehicles, fuel, and materials necessary to maintain safe access to the facility throughout the winter season, including removal, relocation, and management of accumulated snow.
Based on historical weather conditions described by the program, services are required primarily during the winter season. Services will be ordered through authorized BPA Calls in accordance with the BPA Ordering Guide.
2. Scope of Work The Contractor shall provide comprehensive winter snow removal services, including plowing, shoveling, relocation, and management of snow accumulation for the USFWS OLE facility for the duration of each authorized BPA Call.
2.1 Snow Plowing, Removal, and Parking Area Maintenance
Pricing/ordering basis: Each qualifying snow-plowing event is a separately billable service event under Item 0001 when performed during an authorized BPA Call. Multiple passes required to complete the same qualifying event are included in the event price.
• Provide automatic snow plowing and snow removal services when snowfall reaches 3 inches or more within a 24-hour period.
• Clear all designated parking areas and drive lanes to maintain safe vehicle access.
• The current parking lot footprint is approximately 10,260 square feet.
• Per event snow maintenance services will be ordered through individual BPA Calls at a fixed per event rate, regardless of snowfall accumulation.
• The site map included with this SOW identifies the designated plow and snow-management areas.
2.2 Sidewalk, Ramp, and Entrance Snow Removal
Pricing/ordering basis: Each qualifying pedestrian snow-removal event is a separately billable service event under Item 0002 when performed during an authorized BPA Call. Because the pedestrian threshold differs from the parking-area threshold, this service is priced separately.
• Provide automatic snow shoveling and removal for pedestrian access areas when snowfall reaches 1/2 inch or more within a 48-hour period.
• Clear the rear entry steps, approximately 8 feet long by 6 feet wide.
• Clear the front entry ADA ramp, approximately 54 feet long by 6 feet wide.
• Ensure ADA access routes remain passable and safe following qualifying snow events.
2.3 Snow Pile Management, Relocation, and Hauling
• Manage snow placement to avoid blocking parking areas, walkways, entrances, fire lanes, or drainage paths.
Snow may be piled at the northeast corner of the lot as shown on the site map.
• Relocate or re-plow snow within the site as necessary to prevent excessive accumulation and reduce the risk of snowmelt affecting the building. On-site relocation and re-plowing are included in the per event snow maintenance service.
• Off-site snow hauling shall be performed only when specifically authorized by an individual BPA Call. The Government anticipates that hauling may be required during late March, before spring break-up, to reduce excessive accumulation and potential snowmelt impacts.
2.4 Service Timing and Priority
• Services shall be performed promptly following qualifying snowfall events.
• Snow removal shall be completed in sufficient time to ensure safe access for the next business day.
• Weekend snowfall events are less urgent than weekday events, provided access and safety are maintained for the next business day and no weekend service has been specifically authorized by the Government.
3. Contractor Responsibilities
• Provide all labor, supervision, equipment, vehicles, fuel, tools, and materials necessary to perform the required services.
• Perform recurring services automatically when the snowfall thresholds in this SOW are met during an authorized BPA Call.
• Maintain a safe worksite and conduct operations in a manner that minimizes disruption to facility operations.
• Comply with all applicable federal, state, and local safety requirements.
• Maintain all licenses, permits, and insurance required by applicable law for the Contractor's operations.
• Exercise reasonable care to prevent damage to Government buildings, pavement, curbs, ramps, signs, landscaping, utilities, and other property. Promptly report any damage or unsafe condition to the Government point of contact.
4. Government-Furnished Equipment and Information No Government-furnished equipment, tools, vehicles, fuel, or materials will be provided. The Government will provide reasonable access to the facility and the site map identifying the designated service and snow-management areas.
5. Deliverables
• Recurring snow removal services following qualifying snowfall events during each authorized BPA Call.
• Cleared parking areas, drive lanes, sidewalks, steps, ramps, and entrances following qualifying snowfall events.
• On-site snow management and relocation as necessary to maintain usable parking/access areas and reduce snowmelt impacts.
• Off-site snow hauling when specifically authorized by a BPA Call.
6. Performance Standards, Inspection, and Acceptance
• Services shall be performed in a timely, professional, and workmanlike manner so that the designated vehicle and pedestrian access areas are reasonably clear and safe for intended use.
• The Government will inspect completed services for compliance with this SOW and the applicable BPA Call.
• Services are acceptable when the required areas have been cleared following the applicable snowfall threshold, access is restored for the next business day, snow is placed or relocated in accordance with this SOW, no avoidable damage has occurred, and any specifically ordered off-site hauling has been completed.
• Deficiencies attributable to Contractor performance shall be corrected promptly at no additional cost to the Government.
7. Place of Performance U.S. Fish and Wildlife Service, Office of Law Enforcement 1412 Airport Way Fairbanks, Alaska 99701 Fairbanks North Star Borough, Alaska

• The BPA is intended to remain active for five (5) years from the date of establishment, unless terminated earlier in accordance with the BPA terms.
• Recurring winter services are anticipated during each winter season, generally October 1 through April 30, and will be performed only during periods covered by an authorized BPA Call.

• No weekend work shall be performed unless specifically authorized by the Government due to operational needs or safety concerns.

BPA Call.

Call in accordance with the thresholds and performance requirements of this SOW.
10. Site Map The site map from the predecessor requirement shall be included as an attachment/exhibit to this SOW and identifies the approximately 10,260-square-foot parking area and the northeast snow-pile area. The map controls the designated service area where shown.

(End of addendum) 52.212-2 Evaluation-Commercial Products and Commercial Services (DEVIATION MAR 2026)
(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. The Government intends to establish one single-award BPA with the responsible quoter whose quotation conforms to the RFQ and represents the best value to the Government, considering Relevant Experience/Technical Capability, Past Performance, and Price. Relevant Experience/Technical Capability and Past Performance, when combined, are approximately equal in importance to Price. The Government may comparatively evaluate quotations against one another. Numerical scoring, unnecessary adjectival ratings, a competitive range, and Part 15-style source selection procedures will not be used.
Relevant Experience/Technical Capability. The Government will comparatively evaluate the extent to which the quotation demonstrates relevant experience and capability to successfully perform the SOW, including recurring snow plowing, pedestrian snow removal, snow management, response to qualifying snowfall events, and off-site snow hauling when ordered. The Government may consider the relevance, similarity, scope, recency, and demonstrated capability reflected in the information provided.
Past Performance. The Government will evaluate relevant past performance using vendor-provided references and other reasonably available information. The Government may consider quality, timeliness, successful completion, customer satisfaction, responsiveness, and other information relevant to the likelihood of successful performance.
The Government is not required to contact every reference. A quoter with no relevant past performance will be evaluated neutrally and will not be evaluated favorably or unfavorably solely because relevant past-performance information is unavailable.
Price. The Government will evaluate price using the completed BPA Bid Schedule. Each proposed firm-fixed unit price will be multiplied by the corresponding Government-estimated evaluation quantity, and the extended amounts will be added to determine the Total Evaluated Price. Evaluation quantities are for evaluation purposes only and do not guarantee that the Government will order those quantities. The Contracting Officer will determine whether the proposed prices are fair and reasonable.
(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating the stated factors and responsibility. The Government may contact quoters for clarification or additional information when necessary under the streamlined procedures of RFO FAR Part 12.
Basis for Award. The Government will make a comparative best-value determination. The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, Price will become increasingly important and may become the determining factor for award. The Government will not pay a price premium when additional non-price advantages do not provide sufficient value to the Government.

(a) Definitions. As used in this clause- Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs;
associations; or similar opportunities that are sponsored or established by the contractor or subcontractor. Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.
(b) In connection with the performance of work under this contract, the Contractor agrees as follows: (1) The Contractor will not engage in any racially discriminatory DEI activities; (2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause; (3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts; (4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; (5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause; (6) The Contractor recognizes that compliance with the requirements of this clause is material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).
(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.
(End of clause)
DOI ELECTRONIC INVOICING - Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4, Terms and Conditions-Commercial Products and Commercial Services, included in commercial contracts. The IPP website address is:
https://www.ipp.gov.

• Applicable Bid Schedule item and quantity of accepted service events;
• Applicable firm-fixed unit price and total amount due;
• Location of services performed; and

The billing frequency does not alter the firm-fixed unit pricing established under the BPA. No invoice may exceed the amount authorized under the applicable BPA Call. If final payment under a BPA Call is billed, the invoice shall state "FINAL."
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact, as listed in SAM, will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) after award.
