About this file
This is an Amendment containing a revised Bid Schedule/Price List and Statement of Work for snow removal services. The U.S. Fish and Wildlife Service, Office of Law Enforcement, is seeking contracted winter snow plowing, snow removal, and snow shoveling services for its facility located at 1412 Airport Way, Fairbanks, Alaska 99701. The contract will be awarded using a Blanket Purchase Agreement (BPA) with a period of performance from October 1, 2026, through April 30, 2027, with the BPA remaining active for five years upon award. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the vendor offering the lowest total evaluated price with acceptable past performance.
Vendors must submit unit rates for seven line items: Snow Plowing (per hour), Snow Shoveling (per hour), Snow Relocation On-Site (per hour), Snow Hauling Off-Site (per hour), Ice Control Application (per hour), Ice Control Material (per each), and Emergency Response (per hour). Pricing will be evaluated using notional quantities representing typical winter workload (7, 20, 20, 12, 8, 4, and 8 hours respectively). Services are triggered by snowfall thresholds of three inches or more within 24 hours for plowing and one-half inch or more within 48 hours for sidewalk and entrance clearing. The contractor must provide all labor, equipment, tools, and materials; maintain the approximately 10,260-square-foot parking lot; clear designated pedestrian access areas including ADA ramps; manage on-site snow pile placement; and complete off-site snow hauling by late March. Services are billed per event under BPA Calls with no monthly fixed rates, performed Monday through Friday during normal business hours unless otherwise directed by the Government.
