Contract Type Firm-Fixed-Price Purchase Order

Place of Performance Sheldon National Wildlife Refuge, Denio, Nevada

Contracting Office Department of the Interior, U.S. Fish and Wildlife Service, Acquisitions Team, Goods & Services, Acquisition Operations

This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 12, including the simplified procedures of FAR 12.201-1. This announcement constitutes the only solicitation.

Quotations are being requested, and a separate written solicitation will not be issued.

Solicitation No. 140FS126Q0192 is issued as a Request for Quotations (RFQ) for vault toilet pumping services at Sheldon National Wildlife Refuge, Denio, Nevada. This acquisition is a Total Small Business Set-Aside under NAICS 562991. The Government intends to issue a firm-fixed-price purchase order.

1. Request for Quotation

The Government intends to issue a firm-fixed-price purchase order to the responsible small business quoter whose quotation represents the best overall value to the Government, considering the evaluation factors identified in this solicitation and provided the price is determined fair and reasonable.

A quotation is not an offer. The Government’s issuance of a purchase order in response to a quotation constitutes the Government’s offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.

2. Requirement

The U.S. Fish and Wildlife Service requires commercial vault toilet pumping services on an as-needed basis at Sheldon National Wildlife Refuge, Denio, Nevada. The requirement includes pumping, servicing, waste transportation and disposal, spill prevention and cleanup, and protection of the public and Government personnel, as described in Attachment 1, Performance Work Statement.

The requirement includes up to ten vault toilet pumping services during each annual period of performance. Each identified toilet may be pumped no more than once in an annual period. The Government will pay only for pumping services actually requested, completed, and accepted.

The unit-price schedule, Base Year and option-year pricing, and technical capability confirmations are in Attachment 2, Bid Schedule and Technical Capability Confirmations. Quoters shall complete and submit Attachment 2, including a response to each required Yes/No technical capability confirmation, with their quotation.

3. Contracting Authority

Only the Contracting Officer is authorized to make contractual changes or authorize work outside the awarded scope.

Government technical personnel may coordinate site access, scheduling, inspection, and routine technical matters but are not authorized to change scope, price, terms, or period of performance. Oral direction does not modify the purchase order.

4. Labor Standards

Solicitation No. 140FS126Q0192 – Vault Toilet Pumping Services Page 2

Service Contract Labor Standards applicability and the applicable U.S. Department of Labor wage determination, if any, will be addressed in Attachment 4 before issuance. Service Contract Act WD # 2015-5601

5. Site Visit

A site visit is available for prospective quoters. Participation is not required to submit a quotation and is not a condition of eligibility for award. Requests to attend a site visit shall be submitted by email to Oscar Orozco at oscar_orozco@ios.doi.gov no later than close of business, Thursday, September 3, 2026. The Government will provide site-visit logistics to interested parties.

Quoters are responsible for satisfying themselves regarding reasonably observable site conditions that may affect performance or pricing. The Government will not reimburse quoters for travel, transportation, lodging, quotation preparation, or other costs associated with attending the site visit.

6. System for Award Management

Quoters must be registered, active, and eligible for award in the System for Award Management at SAM.gov at the time required for award. Quoters shall provide their Unique Entity Identifier with their quotation.

7. Questions

Questions shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov no later than Tuesday, September 8, 2026, at 12:00 p.m. Pacific Time. The Government may provide responses without identifying the source of the question. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.

8. Evaluation Factors and Basis for Award – Best Value

The Government intends to award a firm-fixed-price purchase order to the responsible small business quoter whose quotation represents the best overall value to the Government, considering the evaluation factors identified below. The Government will conduct a comparative evaluation of quotations. Quotations will be compared directly with one another to determine their relative advantages and disadvantages. Numerical scores and adjectival ratings will not be assigned. The Government may consider information contained in the quotation together with other information reasonably available to the Government and relevant to the stated evaluation factors.

Factor 1 – Technical Approach, Ability to Meet Service Requirements, and Relevant Experience

The Government will comparatively evaluate the information submitted under the Technical Approach, Personnel and Equipment Resources, Ability to Meet Service Requirements, and Relevant Experience submission requirements. The Government will consider the extent to which each quotation demonstrates:

• Understanding of the Performance Work Statement and the service locations.

• A practical and effective approach for pumping, cleaning, waste transportation and disposal, spill prevention and response, and public protection.

• Suitable personnel, pumping equipment, vehicles, and other resources for safely accessing and servicing the Refuge locations under reasonably anticipated paved, dirt, gravel-road, weather, and remote-location conditions.

• Ability to complete requested pumping services within fifteen calendar days after Government notification, unless an alternate date is coordinated with the Government.

• Relevant experience performing vault toilet pumping, septic tank pumping, wastewater pumping, waste hauling, or substantially similar services.

The Government will consider the relative advantages and disadvantages of each quoter’s approach and the degree of confidence the quotation provides that the quoter will successfully, safely, and timely perform the requirement. Experience that is more similar in scope, location conditions, waste handling, service responsiveness, and operational complexity may provide greater confidence and may be considered a comparative advantage over less relevant or no relevant experience. The absence of directly similar corporate experience will not, by itself, make a quotation ineligible for award; however, it may provide the Government less confidence in the quoter’s demonstrated technical capability when compared with a quoter possessing relevant experience.

Factor 2 – Past Performance

Solicitation No. 140FS126Q0192 – Vault Toilet Pumping Services Page 3

The Government will evaluate past performance to assess the Government’s confidence that the quoter will successfully perform the requirement. The Government may consider past performance information submitted by the quoter as well as information obtained from other sources reasonably available to the Government, including customer references, Government contract administration records, Contractor Performance Assessment Reporting System records, information from Government personnel with knowledge of the quoter’s prior performance, and other reasonably available sources.

The Government may consider the relevance, recency, quality, safety, timeliness, and overall context of available past performance information. Favorable past performance on relevant or similar work may increase the Government’s confidence in successful performance and may provide a comparative advantage over a neutral past performance record. Relevant adverse past performance information may decrease the Government’s confidence in successful performance. A quoter with no past performance, or for whom no relevant past performance information is available, will receive a neutral assessment. A neutral assessment will neither increase nor decrease the Government’s confidence in successful performance. The quoter will not be evaluated unfavorably solely because of the absence of relevant past performance information.

Factor 3 – Price

The Government will evaluate the total evaluated price of all ten listed vault toilets for the Base Year and all four option years. The quoted unit prices shall include all labor, supervision, pumping equipment, vehicles, transportation, supplies, personal protective equipment, waste transportation and disposal, spill-response materials, overhead, profit, and incidentals necessary to perform each pumping service. Actual payment will be based only on the applicable unit price for each pumping service requested, completed, and accepted.

Relative Importance and Award Decision

Factor 1, Technical Approach, Ability to Meet Service Requirements, and Relevant Experience, is more important than Factor 2, Past Performance. Factor 2, Past Performance, is more important than Factor 3, Price. When combined, the non-price factors are significantly more important than Price.

The Government may select a higher-priced quotation when the comparative advantages of that quotation under the non-price factors are determined to warrant the additional price. As quotations become more similar under the non-price factors, Price will become increasingly important in the award decision. Award will be made to the responsible small business quoter whose quotation provides the best overall value to the Government after consideration of the comparative advantages and disadvantages of the quotations and their respective prices. The Contracting Officer will determine the selected quoter’s price to be fair and reasonable.

9. Quotation Submission Requirements

Quotations shall be submitted electronically to Oscar Orozco at oscar_orozco@ios.doi.gov and must be received no later than Friday, September 11, 2026, at 12:00 p.m. Pacific Time.

Quotations should be concise and include the following information:

1. Price

Submit a completed Attachment 2, Bid Schedule and Technical Capability Confirmations, with unit prices for every listed vault toilet for the Base Year and all four option years. Unit prices must include all costs necessary to perform each pumping service in accordance with the Performance Work Statement.

2. Technical Approach and Ability to Meet Service Requirements

Provide a brief narrative describing the proposed approach for safe and effective vault pumping, waste transportation and disposal, spill prevention and cleanup, public protection, access to remote Refuge locations, and completion of requested services within fifteen calendar days after Government notification. The narrative should identify the pumping equipment and vehicle type or capability proposed for performance.

3. Personnel and Equipment Resources

Identify key personnel, equipment, vehicles, and subcontractors, if any, expected to perform significant portions of the requirement. Provide sufficient information to demonstrate that the proposed resources are capable of safely performing the services, transporting and disposing of waste, and accessing the listed locations.

4. Relevant Experience

Provide at least one example of a project completed within the past five years that is similar or otherwise relevant to this requirement, such as vault toilet pumping, septic tank pumping, wastewater pumping, waste hauling, or comparable waste pumping services. For each example, provide to the extent available: a brief project description; project location; approximate

Solicitation No. 140FS126Q0192 – Vault Toilet Pumping Services Page 4 project value; customer name and point of contact; period of performance; and a brief explanation of relevance. If the quoter does not have directly similar experience, the quoter may submit other experience it believes demonstrates its capability and should explain its relevance. If the quoter has no relevant corporate experience, state “No relevant corporate experience.”

5. Past Performance

For the project identified above, or another recent project the quoter believes demonstrates its performance, provide customer contact information, if available, that the Government may use to obtain information regarding quality, safety, and timeliness of performance. If the quoter has no past performance or no relevant past performance information to provide, state “No relevant past performance.”

6. Assumptions, Exceptions, and Clarifications

Clearly identify any assumptions, exceptions, deviations, or clarifications applicable to the quotation. If there are none, state “No assumptions or exceptions.”

7. Other Required Information

Include the quoter’s legal business name, address, point of contact, telephone number, email address, UEI, confirmation of active SAM registration, and a completed response to every required Yes/No technical capability confirmation in Attachment 2.

10. Provisions and Clauses

The provisions and clauses applicable to this solicitation and any resulting purchase order are included in Attachment 3, Provisions and Clauses. Unless full text is provided in Attachment 3, provisions and clauses are incorporated by reference. The full text of FAR provisions and clauses is available at https://www.acquisition.gov/far. C. Contract Clauses

DOI ELECTRONIC INVOICING – Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (February 2021)

Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP). “Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4, Terms and Conditions – Commercial Products and Commercial Services, included in commercial contracts. The IPP website address is: https://www.ipp.gov.

Under this purchase order, the Contractor shall submit with each IPP invoice: the purchase order number, invoice number, CLIN or item(s) billed, date(s) of service, vault-toilet location(s) serviced, unit price, total amount due, and supporting documentation sufficient to demonstrate completion and Government acceptance of the pumping services billed.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. If the Contractor is unable to use IPP, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 calendar days before the end of the current contract period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years.

D. Solicitation Provisions

Addendum to 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services

(DEVIATION MAR 2026)

In addition to the requirements of 52.212-1, quoters shall submit the information required by Section 9 of this solicitation, including price, technical approach and ability to meet service requirements, personnel and equipment resources, relevant experience, past performance information, assumptions/exceptions/clarifications, and Attachment 2.

(End of addendum)

52.212-2 Evaluation—Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will award a purchase order resulting from this solicitation to the responsible small business quoter whose quotation represents the best overall value to the Government, considering Technical Approach, Ability to Meet Service Requirements, and Relevant Experience; Past Performance; and Price. The Government will conduct a comparative evaluation in accordance with Section 8 of this solicitation. Factor 1 is more important than Factor 2, Factor 2 is more important than Factor 3, and the non-price factors combined are significantly more important than Price.

The Government will evaluate the total evaluated price for all ten listed vault toilets for the Base Year and all four option years.

Actual payment will be based only on the applicable unit price for each pumping service ordered, completed, and accepted.

(b) Options. The Government will evaluate options by adding the total evaluated price for the Base Year and all option years.

Evaluation of options does not obligate the Government to exercise any option. The Government may determine that a quotation is unacceptable if option prices are significantly unbalanced.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

(End of provision)
