This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 12, including the simplified procedures of FAR 12.201-1. This announcement constitutes the only solicitation.
Quotations are being requested, and a separate written solicitation will not be issued.
Solicitation No. 140FS126Q0190 is issued as a Request for Quotations (RFQ) for heating-system repair, inspection, servicing, and diagnostic services at the Alaska Peninsula / Becharof National Wildlife Refuge in King Salmon, Alaska. This acquisition is a Total Small Business Set-Aside under NAICS 238220. The Government intends to issue one firm-fixed-price purchase order.
1. Request for Quotation
The Government intends to issue a firm-fixed-price purchase order to the responsible small business quoter submitting the lowest-priced technically acceptable quotation, provided the price is determined fair and reasonable.
A quotation is not an offer. The Government’s issuance of a purchase order in response to a quotation constitutes the Government’s offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.
2. Requirement
The Government requires commercial heating-system repair and maintenance services for the Headquarters and Maintenance Buildings at the Alaska Peninsula / Becharof National Wildlife Refuge.
The Headquarters Building work includes the defined repairs and replacements in SOW Section 2.2, including work on the existing oil-fired boiler/glycol heating system, air-handling equipment, controls, piping, valves, glycol solution, and related components, followed by operational testing.
The Maintenance Building work is limited to inspection, troubleshooting, routine servicing, operational evaluation, and diagnostic reporting requirements in SOW Section 2.3. Significant corrective repairs or replacement of components discovered during the evaluation are not included and shall not be performed unless separately authorized in writing by the Contracting Officer.
The complete requirements are contained in Attachment 1, Statement of Work – Heating System Repairs. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, permits, and incidentals necessary to accomplish the awarded requirements. All work shall be completed within sixty calendar days after receipt of the Notice to Proceed (NTP).
The line-item schedule, quantities, units, firm-fixed-price quotation format, and technical capability confirmations are provided in Attachment 2, Bid Schedule and Technical Capability Confirmations. Quoters shall complete and submit Attachment 2, including a response to each required Yes/No technical capability confirmation, with their quotation.
Solicitation No. 140FS126Q0190 – Heating System Repairs Page 2
3. Contracting Authority
Only the Contracting Officer is authorized to make contractual changes or authorize work outside the awarded scope.
Government technical personnel may coordinate site access, scheduling, inspection, and routine technical matters but are not authorized to change scope, price, terms, or period of performance. Oral direction does not modify the purchase order. The Contractor shall not perform additional repairs or other work outside the awarded scope without prior written authorization from the Contracting Officer.
4. Labor Standards
This requirement is subject to the Service Contract Labor Standards. The applicable U.S. Department of Labor Service Contract Labor Standards Wage Determination No. 2015-5687 is included as Attachment 4 and applies to covered service employees performing under any resulting purchase order.
5. Site Visit
A pre-quotation site visit is available for prospective quoters. Attendance is optional but strongly encouraged. Requests to attend shall be submitted by email to Oscar Orozco at oscar_orozco@ios.doi.gov no later than September 3, 2026. The Government will provide site-visit logistics to interested parties.
Location: Alaska Peninsula / Becharof National Wildlife Refuge, Brown Bear Road, Building 4, King Salmon, Alaska 99613.
The Government will not reimburse prospective quoters for travel, transportation, lodging, quotation preparation, or other costs associated with attending the site visit.
6. SAM Registration
Quoters must be registered, active, and eligible for award in the System for Award Management (SAM.gov) at the time required for award. Quoters shall provide their Unique Entity Identifier (UEI) with their quotation.
7. Questions
Questions shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov no later than Friday, September 4, 2026, at 12:00 p.m. Pacific Time. The Government may provide responses without identifying the source of the question. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.
8. Evaluation Factors and Basis for Award – LPTA
The Government will evaluate quotations using the streamlined procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter submitting the lowest-priced technically acceptable quotation, provided the quotation conforms to the solicitation and the price is determined fair and reasonable.
8.1 Technical Acceptability
Technical Acceptability will be evaluated as Acceptable or Unacceptable. A quotation will be Acceptable when the completed Bid Schedule and Technical Capability Confirmations demonstrate that the quoter meets every minimum requirement identified in Attachment 2. A No response to a required confirmation, failure to provide a required response, or a material exception to the solicitation or SOW may render the quotation Unacceptable and ineligible for award. No additional credit will be provided for exceeding the minimum requirements.
8.2 Price
The Government will evaluate the total firm-fixed price for CLINs 0001 and 0002. The quoted price shall include all costs necessary to perform the complete awarded requirement. The Contracting Officer will determine whether the price is fair and reasonable using quotations received, and other relevant information available to the Government.
8.3 Evaluation Order and Award
The Government intends to evaluate the lowest-priced quotation first for technical acceptability. If that quotation is technically unacceptable, the Government may evaluate the next lowest-priced quotation and continue until a technically acceptable quotation is identified. No price/technical tradeoff will be made. The Government may request clarifications, obtain information necessary to evaluate a quotation, or request revised quotations when appropriate under RFO FAR Part 12 streamlined procedures. The Government is not obligated to request revisions or provide a quoter an opportunity to correct an unacceptable quotation.

ATTACHMENT 1 – STATEMENT OF WORK
Heating System Repairs – Alaska Peninsula / Becharof National Wildlife Refuge
U.S. Fish and Wildlife Service
1.0 BACKGROUND
The Alaska Peninsula / Becharof National Wildlife Refuge (APBNWR) Headquarters Building is located at Brown Bear Road, Building 4, King Salmon, Alaska. Due to the recent departure of maintenance personnel, repairs and maintenance are required for the heating systems serving both the Headquarters Building and the Maintenance Building. Multiple heating-system failures occurred during the previous winter season, resulting in emergency repairs and creating a risk of system freeze-up within occupied facilities.
The Government requires a qualified contractor to provide all labor, materials, tools, equipment, transportation, supervision, and incidental services necessary to repair and restore the heating systems to full operational condition prior to the winter season.
2.0 SCOPE OF WORK
2.1 General Requirements
The Contractor shall provide all labor, materials, equipment, transportation, supervision, permits, and incidentals necessary to complete the heating-system repairs identified in this Statement of Work (SOW).
All work shall be completed in accordance with applicable federal, state, and local codes and industry standards, including but not limited to NBIC, NFPA 31, NFPA 70, applicable ASME standards, and Alaska Department of Labor requirements. All installed systems shall be fully operational, leak-free, and functioning efficiently upon project completion.
2.2 CLIN 0001 – Headquarters Building Heating System Repairs
The Headquarters Building contains two Weil-McLain Gold oil-fired boilers serving glycol heating loops for the building’s baseboard heating system.
Boiler: Weil-McLain, Model A/B-WGO-7 Series 3, fuel type: fuel oil.

• Repair leaking 3/4-inch piping connections, including unions and threaded fittings associated with the water-heater installation.
• Replace the air-handling-unit heating valve body and actuator with compatible Belimo components or approved equivalent components compatible with the existing system.
• Repair leaking unions and threaded fittings associated with the AHU heating system.
• Replace heating relay Model RIB24P or an approved equivalent compatible component.
• Repair leaking 1-1/2-inch balancing valves (two total) associated with the AHU system using approved pipe sealing methods and materials.
• Replace failed phase-loss protection device in motor starter cabinet, Model RM4TR31, or approved equivalent compatible component.
• For the Pace AHU, replace six 12x24x2 air filters and two Dayco BP60 belts or approved equivalent compatible components.
• Boiler B-1: replace 3/8-inch temperature and pressure gauge; rebuild Mac Miller No. 63M low-water cutoff assembly; replace 8-inch x 7-inch vent adapter.
• Boiler B-2: replace leaking 1/2-inch FPT automatic air vent.
Solicitation No. 140FS126Q0190 – Heating System Repairs Page 5
• Remove and dispose of existing glycol solution; clean and flush the system; and replace with new 40–50% propylene glycol solution suitable for system operation, heat transfer, and freeze-protection requirements.
• Evaluate the entire heating system for additional leaks, deficiencies, or operational discrepancies, with focus on the baseboard zone valves. Notify the COR of findings requiring corrective action outside this SOW. Do not perform additional corrective work without prior written authorization from the Contracting Officer.
• Perform operational testing upon completion to verify proper system performance.
2.3 CLIN 0002 – Maintenance Building Heating System Inspection, Service, and Diagnostic Evaluation
Boiler: Weil-McLain, Model 580 Series 1, fuel type: fuel oil.
Because the extent of corrective repairs required is not currently known, this CLIN is limited to inspection, troubleshooting, routine servicing, operational evaluation, and preparation of a diagnostic report.
• Inspect the complete heating system, including the boiler, controls, circulator(s), valves, piping, expansion components, air-elimination devices, and associated equipment that can be reasonably evaluated.
• Perform appropriate routine servicing, adjustments, cleaning, and operational checks necessary to complete the inspection and diagnostic evaluation.
• Operate and test the system to the extent reasonably possible and identify deficiencies affecting safe, reliable, or efficient operation.
• Identify defective or failed components and, where reasonably determinable, identify the apparent cause of the deficiency.
• Document leaks, failed or deteriorated components, control problems, circulation problems, combustion or operational concerns, and other deficiencies discovered during the evaluation.
• Identify recommended corrective actions, including repair or replacement recommendations.
• Provide a written diagnostic report to the COR summarizing inspection findings and recommended corrective actions.
The diagnostic report shall, to the extent practicable, identify the component or system requiring attention, recommended repair or replacement, required materials or equipment, estimated labor effort, and conditions that may affect cost or schedule of corrective work.
Significant corrective repairs or replacement of components identified during the inspection are not included in this CLIN and shall not be performed unless separately authorized in writing by the Contracting Officer. The Contractor shall notify the COR of conditions identified outside the defined inspection, servicing, and diagnostic scope. The Contractor shall not perform work outside that scope without prior written authorization from the Contracting Officer.

52.212-2 Evaluation – Commercial Products and Commercial Services (DEVIATION MAR 2026)
(a) The Government will award a purchase order resulting from this solicitation to the responsible small business quoter whose quotation conforms to the solicitation and represents the lowest-priced technically acceptable quotation, provided the price is determined fair and reasonable. The following factors shall be used to evaluate quotations:
• Technical Acceptability.
• Price.
Technical Acceptability will be evaluated on an Acceptable/Unacceptable basis. A quotation will be rated Acceptable when the completed Attachment 2, Bid Schedule and Technical Capability Confirmations, demonstrates that the quoter meets every minimum technical requirement identified in Attachment 2. A No response to a required confirmation, failure to provide a required response, or a material exception to the solicitation or Statement of Work may render the quotation Unacceptable and ineligible for award.
The Government will evaluate the total firm-fixed price for CLIN 0001 and CLIN 0002. The quoted price shall include all labor, supervision, materials, replacement components, equipment, tools, transportation, freight, travel, mobilization, testing, cleanup, disposal, overhead, profit, and incidental costs necessary to perform the complete requirement.
The Government intends to evaluate the lowest-priced quotation first for technical acceptability. If that quotation is determined technically unacceptable, the Government may evaluate the next lowest-priced quotation, and so on, until a technically acceptable quotation is identified. Among technically acceptable quotations, award will be made to the quoter offering the lowest evaluated total firm-fixed price determined fair and reasonable. No tradeoffs will be made, and the Government will not pay a price premium for exceeding the stated requirements.
(b) Options. Not applicable.
(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
