STATEMENT OF WORK
Ground Herbicide Application Services at Sonny Bono Salton Sea National Wildlife Refuge
July 16, 2026
1. GENERAL
The United States Fish and Wildlife Service (USFWS), Sonny Bono Salton Sea National Wildlife Refuge Complex (NWR or Refuge), 906 West Sinclair Road, Calipatria, CA 92233- 9744, requires ground-based broad spray herbicide application services utilizing tractor-mounted application equipment. Herbicide, surfactant, and fertilizer (buffer) applications are required to control invasive broadleaf weeds and other undesirable vegetation in managed agricultural fields.
The Refuge will provide the herbicides, surfactants, and fertilizer (buffer), along with application prescriptions and rates. Herbicide treatments are necessary to maintain productive forage fields that provide critical winter habitat for approximately 40,000 geese and other migratory birds.
The Refuge manages approximately 850 acres of forage fields that may require treatment during the period of performance.
2. SCOPE SUMMARY
2.1 Contractor shall furnish all labor, licensed applicators, tractor-mounted ground spray equipment, tanks, pumps, hoses, booms, nozzles, GPS guidance (if available), and all equipment necessary to perform broad spray herbicide applications. Applications shall be made using medium to coarse droplet spray tips or as directed by Refuge staff to minimize drift while achieving effective coverage. The Government will furnish all herbicides, surfactants, and fertilizer (buffer) and will specify application rates and treatment areas. Buffer zones adjacent to tree rows, waterways, roads, neighboring agricultural operations, and other sensitive areas identified by Refuge staff shall be strictly observed.
2.2 Application rate will depend upon the herbicide being applied.
2.3 A second spraying treatment may be required and exercised as an option at the discretion of Refuge staff.
2.4 The Contractor shall be capable of applying broadcast herbicide treatments over approximately 850 acres using tractor-mounted ground application equipment. Applications shall be completed in accordance with all federal, state, and local pesticide regulations and product label requirements.
3. TASKS
3.1 This is a service contract and will be on an on-call basis as fields are prepared, weeds have germinated, and are ready for treatment.
3.2 Contractor shall provide the equipment and a licensed pesticide applicator capable of performing broadcast herbicide applications using tractor-mounted ground spray equipment.
3.3 Contractor shall coordinate with Refuge staff prior to each application to verify field locations, treatment prescriptions, weather conditions, and any operational restrictions.
3.4 Contractor shall suspend spraying whenever weather conditions could result in excessive pesticide drift or otherwise create unsafe application conditions.
4. PLACE AND PERIOD OF PERFORMANCE
4.1 All fields are located at the Sonny Bono Salton Sea National Wildlife Refuge near the southeast corner of the Salton Sea in Imperial County, California. Specific treatment areas include Unit 1, the Union Fields, and other Refuge-managed agricultural fields as designated by Refuge staff. Approximately 850 acres may require treatment. An optional second herbicide application may be exercised by the Government on all or portions of the treated acreage.
4.2 This procurement is for one (1) year only.
4.3 Period of Performance: October 1, 2026, through August 31, 2027. Most herbicide applications are anticipated between late October and the end of January.
5. EVALUATION AND ACCEPTANCE
5.1 Evaluation and acceptance will be determined by the Technical Point of Contact/Refuge Manager. All spraying will be accepted on a per-field basis.
5.2 Contractor shall provide uniform broadcast herbicide coverage at the prescribed application rates while maintaining all required buffer zones and minimizing off-target drift. Buffer zones on and around Government property and adjacent private lands shall be strictly observed.
6. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION
The Refuge will provide all herbicides, surfactants, fertilizer (buffer), and other chemicals required for application. The Contractor shall follow Refuge staff prescriptions regarding herbicide selection, tank mixes, and application rates.
Primary herbicides that may be used include:
• 2,4-D at 32 ounces per acre
• Dicamba at 4 ounces per acre
• Glyphosate at 32 ounces per acre
• Ethotron SC
• Milestone (application rate to be determined)
• Agri-Dex Surfactant or equivalent at 1 gallon per 100 gallons of water
• Quest Fertilizer (buffer) at 4 pints per 100 gallons of water
Refuge staff will identify treatment fields, prescribe herbicide mixtures and application rates, establish required buffer zones, and provide operational direction as necessary. Contractor shall accurately calibrate all application equipment prior to treatment and apply materials in accordance with product label requirements and Refuge instructions.
8. AVAILABILITY
8.1 Contractor shall be available to begin herbicide applications within three (3) business days of notification by the Technical Coordinator unless otherwise mutually agreed.
8.2 Contractor Requirements
The Contractor shall:
1. Maintain all licenses and certifications required by the State of California for commercial pesticide application throughout the period of performance.
2. Provide qualified, trained, and licensed pesticide applicators to perform all herbicide applications in accordance with applicable federal, state, and local laws and regulations.
3. Furnish all labor, supervision, tractor-mounted broadcast spray equipment, tanks, pumps, hoses, spray booms, nozzles, GPS guidance (if available), and all equipment necessary to perform the work.
4. Ensure all application equipment is properly maintained and calibrated prior to each application to achieve the prescribed application rates and uniform coverage.
5. Apply herbicides only in accordance with product label requirements, Refuge application prescriptions, and all applicable Environmental Protection Agency (EPA) and California Department of Pesticide Regulation (CDPR) regulations.
6. Conduct broadcast ground herbicide applications using tractor-mounted equipment capable of efficiently treating approximately 850 acres while minimizing pesticide drift and avoiding off-target application.
7. Observe all Refuge-designated buffer zones, environmentally sensitive areas, waterways, roads, tree rows, neighboring agricultural operations, and other restricted areas identified by Refuge personnel.
8. Monitor weather conditions before and during application activities and suspend operations whenever wind, precipitation, temperature inversions, or other environmental conditions may result in excessive drift or unsafe application conditions.
9. Immediately notify the Technical Coordinator of any equipment malfunction, pesticide spill, accidental release, off-target application, or other incident that may affect Refuge resources or neighboring properties.
10. Comply with all applicable Occupational Safety and Health Administration (OSHA) safety requirements and provide all necessary personal protective equipment (PPE) for Contractor personnel.
11. Maintain adequate commercial general liability insurance and any other insurance required by applicable federal, state, or local regulations for commercial pesticide application services.

• Date of application
• Field or treatment area
• Acres treated
• Herbicide(s), surfactant(s), and additives applied
• Application rates
• Start and finish times
• Weather conditions during application
• Applicator name and California pesticide applicator license number
14. Remove all Contractor equipment, containers, waste materials, and debris from the Refuge upon completion of each application event.
