About this file
This document is Amendment 0001 to a Request for Quotation (RFQ) for the procurement of one 2026 utility vehicle (UTV). The solicitation, numbered 140FS126Q0157, was issued by the Fish and Wildlife Service (FWS) for delivery to FWS James Campbell National Wildlife Refuge in Haleiwa, Hawaii. This is a total small business set-aside conducted under FAR Part 12 commercial item procedures, with NAICS code 336991 (Wheel and Track Vehicles) and PSC code 2340 (Motorcycles, Motor Scooters and Bicycles). The amendment updates the description to clarify that vendors should provide one new 2026 base model Ranger 1000 UTV equivalent or comparable model meeting specified minimum requirements, including a 999cc class engine, four-wheel drive, cargo bed, roll-over protective structure, all-terrain tires, manufacturer's warranty, and specific accessories (side view mirrors, sport roof poly, lock and ride full front windshield polycarbonate, and 2-foot trailer ball hitch).
Quotes were due August 28, 2026 at 1700 eastern time via email to Kathy Coltran at kathryn_coltran@ios.doi.gov, with solicitation questions due by August 26, 2026. The contract will be awarded as firm-fixed-price on a best value basis to a responsible source registered and active in SAM with no exclusions. The period of performance runs from September 1, 2026 to January 4, 2027. Award will be based on evaluation of technical experience and capacity, technical approach, management plan with key personnel identification, and past performance (three examples of similar work with references). Technical capabilities and past performance combined are significantly weighted more than price. Vendors must complete and submit the Bid Schedule & Offer Evaluation Form with company name, SAM UEI, valid email address, and confirmation of active SAM registration. Payment will be made electronically through the Department of Treasury's Invoice Processing Platform (IPP).
