STATEMENT OF WORK (SOW)
U.S. Fish and Wildlife Service Office of Law Enforcement
Snow Plow Services
1412 Airport Way, Fairbanks Alaska 99701
1. Project Overview
The intent of this project is to provide contracted winter snow plowing, snow removal, and snow shoveling services for the U.S. Fish and Wildlife Service (USFWS), Office of Law Enforcement (OLE), service-owned building located at 1412 Airport Way, Fairbanks, Alaska 99701.
Local vendors require a formal contract vehicle rather than snow removal services provided on an “as-needed” basis. The selected contractor shall provide all labor, equipment, tools, and materials necessary to maintain safe access to the facility throughout the winter season, including removal, relocation, and management of accumulated snow.
Based on historical weather data for Fairbanks, Alaska, snowfall in September and May is minimal and typically melts quickly. Therefore, services will be required primarily during the peak winter months.
2. Scope of Work
The contractor shall provide comprehensive winter snow removal services, including plowing, shoveling, relocation, and management of snow accumulation for the USFWS OLE facility for the duration of the contract period.
2.1 Snow Plowing, Removal, and Parking Area Maintenance
The contractor shall:
• Provide automatic snow plowing and snow removal services triggered by snowfall of 3 inches or more within a 24-hour period.
• Clear all designated parking areas and drive lanes to maintain safe vehicle access.
• The current parking lot footprint has been reduced to approximately 10,260 square feet.
• Monthly snow maintenance services will be ordered through individual BPA Calls at a fixed monthly rate, regardless of snowfall accumulation.
• A revised site map or sketch identifying plow and snow removal areas will be developed and provided to the contractor (page 4).
2.2 Sidewalk, Ramp, and Entrance Snow Removal
The contractor shall:
• Provide automatic snow shoveling and removal for pedestrian access areas triggered by snowfall of ½ inch or more within a 48-hour period.
• Clear the following pedestrian access areas:
o Rear entry steps: approximately 8 feet long by 6 feet wide o Front entry ADA ramp: approximately 54 feet long by 6 feet wide
• Ensure ADA access routes remain passable and safe following snow events.
2.3 Snow Pile Management and Relocation
• Contractor shall manage snow placement to avoid blocking parking areas, walkways, entrances, fire lanes, or drainage paths. Snow may be piled at the northeast corner of the lot.
• Snow shall be relocated or re-plowed within the site as necessary to prevent excessive accumulation and prevent flooding the building.
• Off-site snow hauling shall be completed during late March (before spring break-up) to alleviate potential flooding of area from excessive snow-melt.
2.4 Service Timing and Priority
• Services shall be performed promptly following qualifying snowfall events.
• Snow removal shall be completed in sufficient time to ensure safe access for the next business day.
• Weekend snowfall events are considered less urgent than weekday events, provided access and safety are maintained for the next business day.
3. Contractor Responsibilities
The contractor shall:
• Provide all labor, supervision, equipment, tools, and materials necessary to perform snow plowing and snow removal services.
• Perform services automatically based on stated snowfall thresholds.
• Maintain a safe worksite and conduct operations in a manner that minimizes disruption to facility operations.
• Comply with all applicable federal, state, and local safety regulations.
• Maintain appropriate licensing and insurance for snow removal operations.
4. Government-Furnished Equipment and Information
• None. No government-furnished equipment, tools, or information will be provided.
5. Deliverables
• Continuous winter snow plowing and snow removal services for the duration of the contract period.
• Cleared parking areas, sidewalks, ramps, and entrances following qualifying snowfall events.
• Monthly fixed-rate services when ordered under a BPA Call.
6. Performance Standards
• Services shall be performed in a timely and professional manner to ensure safe access for employees and visitors.
• Work will be monitored by the Government; deficiencies must be corrected promptly at no additional cost.
• Performance shall meet all requirements outlined in this SOW.
7. Place of Performance
All work shall be performed at the following Government-owned facility:
1412 Airport Way, Fairbanks, Alaska 99701
8. Period of Performance for BPA
• October 1, 2026 – April 30, 2027
• BPA will be active for 5 years upon award.
9. Hours of Work / Workweek Limitations
• Snow removal services shall be performed Monday through Friday during normal business hours, unless otherwise directed by the Government under a BPA Call.
• No weekend work shall be performed unless specifically ordered by the Government due to urgent operational needs or safety concerns.
• No work shall be performed on Federal holidays, unless specifically ordered by the Government through a BPA Call.
• The contractor shall remain available during the standard Monday–Friday workweek to respond to qualifying snowfall events in accordance with the thresholds specified in this SOW.

To be considered technically acceptable, the vendor must submit a brief technical response confirming the following:
1. Ability to meet all requirements of the Statement of Work (SOW), including plowing, shoveling, ice control, and snow hauling.

4. Ability to operate during the winter season in Fairbanks, Alaska, with continuous service availability from October through April.
