PERFORMANCE WORK STATEMENT (PWS)

Marine Natural Resource Support Services

Part 1

General Information

1. GENERAL:

This is a non-personnel services contract to provide Marine Natural Resource Support Services.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The Contractor may not delegate any services to a Subcontractor, as the requirements and clearances will be specific to the Contractor. The Contractor is accountable to the Government.

1.1 Description of Services/Introduction:

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Marine Natural Resource Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background:

The U.S. Fish and Wildlife Service (USFWS) is the premier Government agency dedicated to the conservation, protection, and enhancement of fish, wildlife and plants, and their habitats. The Pacific Islands Fish and Wildlife Office (PIFWO) employs a staff of professionals that are geographically dispersed through the Pacific region (e.g. the Hawaiian Islands, Guam, and the Commonwealth of the Northern Marianas).

The USFWS PIFWO, in coordination with the 611th Civil Engineer Squadron, Pacific Air Forces Regional Support Center, Joint Base Elmendorf-Richardson, Alaska, plans and implements environmental compliance activities for the United States Air Force (USAF) at Wake Island Airfield. Required marine surveys may consist of biological surveys for a project area, with emphasis on determining benthic strata composition and documenting marine species. Requests may also be received by the USFWS to participate in special circumstances, such as the evaluation of vessel grounding events. In order to accomplish these tasks, the USFWS needs to contract a current vessel Captain to serve as surface safety support for field surveys at Wake Atoll. In addition to having the qualifications to serve as a boat captain, the Captain will also have demonstrated experience in safety certifications and equipment related to SCUBA diving and SCUBA related injuries. The first mission related project is scheduled to occur in the third or fourth quarter of Fiscal Year 2025 (Q3: April-June, Q4: July-September). There may be a follow up mission related projected in the third or fourth quarter of Fiscal Year 2026.

The USFWS PIFWO requires Marine Natural Resource Support Services to provide a range of technical professional services associated with the management of natural resource assessment activities, vessel operation and maintenance, SCUBA tank inspection and certification, and reporting assigned to staff in the field office located in Honolulu, Hawaii. This will not be a remote work position and the selected Contractor must be a resident of one of the main Hawaiian islands at the time that the contract is awarded.

The Contractor will assist the scientific research team by contributing to project planning and logistics before departure from the island of Oahu, daily field logistics at Wake Atoll, and serve as the point of contact for communication between the dive team and base personnel and emergency services. The contracted services would involve assisting with coastal and marine natural resource survey work within the nearshore ocean facing reefs around Wake Atoll as well as within the Wake Atoll lagoon. The overall purpose of these studies is to document the existing fish and wildlife resources around the Atoll through the establishment of a long-term monitoring system of survey stations. The survey results will help federal agencies, including USFWS PIFWO and the Department of Defense, provide recommended management strategies based on the survey data and observations.

The Marine Natural Resource Support Services may be needed for multiple projects where the USFWS PIFWO is the project lead.

1.3 Objectives:

Provide Marine Natural Resource Support Services for the PIFWO in Honolulu, Hawaii. The Contractor will provide services related to projects funded for natural resource conservation.

1.4 Scope:

The contracted services will provide a range of current and anticipated Marine Natural Resource Support Services for PIFWO. The assigned Contractor Personnel will provide a range of technical and non-technical professional services associated with the management of projects, certification and operation of required safety equipment, operation of a vessel as research platform, logistics planning, and natural resource assessment activities. The Contractor will be responsible for the safety of Government personnel while on the water and while submerged for resource surveys.

Training will be provided on agency regulations and specific safety equipment as needed, such as dive safety plans and a diver recall system.

Services include, but are not limited to:

- Technical assistance with operating a vessel with SCUBA divers and their equipment in a remote location and maneuvering in shallow water coral reef environments.

- Technical assistance with operation of a Ribcraft 7.8 with a foam collar and powered by two Mercury 175hp diesel outboard engines. The vessel is on a LoadRite trailer and will also need to be launched and retrieved from a shallow concrete ramp.
