General Information

1. GENERAL:

This is a non-personnel services contract to provide Marine Natural Resource Support Services.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The Contractor may not delegate any services to a Subcontractor, as the requirements and clearances will be specific to the Contractor. The Contractor is accountable to the Government.

1.1 Description of Services/Introduction:

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Marine Natural Resource Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background:

The U.S. Fish and Wildlife Service (USFWS) is the premier Government agency dedicated to the conservation, protection, and enhancement of fish, wildlife and plants, and their habitats. The Pacific Islands Fish and Wildlife Office (PIFWO) employs a staff of professionals that are geographically dispersed through the Pacific region (e.g. the Hawaiian Islands, Guam, and the Commonwealth of the Northern Marianas).

The USFWS PIFWO, in coordination with the 611th Civil Engineer Squadron, Pacific Air Forces Regional Support Center, Joint Base Elmendorf-Richardson, Alaska, plans and implements environmental compliance activities for the United States Air Force (USAF) at Wake Island Airfield. Required marine surveys may consist of biological surveys for a project area, with emphasis on determining benthic strata composition and documenting marine species. Requests may also be received by the USFWS to participate in special circumstances, such as the evaluation of vessel grounding events. In order to accomplish these tasks, the USFWS needs to contract a current vessel Captain to serve as surface safety support for field surveys at Wake Atoll. In addition to having the qualifications to serve as a boat captain, the Captain will also have demonstrated experience in safety certifications and equipment related to SCUBA diving and SCUBA related injuries. The first mission related project is scheduled to occur in the third or fourth quarter of Fiscal Year 2025 (Q3: April-June, Q4: July-September). There may be a follow up mission related projected in the third or fourth quarter of Fiscal Year 2026.

The USFWS PIFWO requires Marine Natural Resource Support Services to provide a range of technical professional services associated with the management of natural resource assessment activities, vessel operation and maintenance, SCUBA tank inspection and certification, and reporting assigned to staff in the field office located in Honolulu, Hawaii. This will not be a remote work position and the selected Contractor must be a resident of one of the main Hawaiian islands at the time that the contract is awarded.

The Contractor will assist the scientific research team by contributing to project planning and logistics before departure from the island of Oahu, daily field logistics at Wake Atoll, and serve as the point of contact for communication between the dive team and base personnel and emergency services. The contracted services would involve assisting with coastal and marine natural resource survey work within the nearshore ocean facing reefs around Wake Atoll as well as within the Wake Atoll lagoon. The overall purpose of these studies is to document the existing fish and wildlife resources around the Atoll through the establishment of a long-term monitoring system of survey stations. The survey results will help federal agencies, including USFWS PIFWO and the Department of Defense, provide recommended management strategies based on the survey data and observations.

The Marine Natural Resource Support Services may be needed for multiple projects where the USFWS PIFWO is the project lead.

DOI-AAAP-0050 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DEC

2015)

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

http://www.cpars.gov/ http://www.cpars.gov/

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

6) The following guidelines apply concerning your use of the past performance evaluation:

a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
