STATEMENT OF WORK

USFWS Stillwater NWR Photovoltaic Inverter Repairs and Upgrade

Stillwater National Wildlife Refuge Stillwater Rd, Fallon, NV 89406

1. GENERAL

The U.S. Fish & Wildlife Service, Region 8, Stillwater NWR needs replacements of inverters on the existing solar arrays located Stillwater NWR Maintenance Building.

The installation of new inverters is required to make the Photovoltaic solar array functional and will be used to support the operations at the Stillwater maintenance shop. The maintenance shop was constructed in 2004. A photovoltaic system was installed in 2010. A 400-amp electrical system services the building. This project shall upgrade and install new inverters on the existing photovoltaic system.

Currently, one inverter is non-functioning, however since both system’s inverters are outside of warranty period and beyond their expected useful life, both should be replaced at this time.

2. SCOPE

Provide replacement and installation services to the Stillwater NWR complex for the inverters on the existing photovoltaic system.

· The USFWS will provide the Stillwater Maintenance Shop drawings and photovoltaic manufacturer specifications to the contractor as needed.

· The contractor shall provide all labor, materials, equipment, and supplies needed to complete the scope of work to include but not limited to; associated conduits, enclosures, switchgear, meters, vaults, wiring, etc. as required to provide a complete system which provides an upgrade.

· The Contractor shall provide all modifications to the site to include any required site improvements necessary to support the repair and upgrade and provide a code compliant functioning system.

· Contractor shall utilize industry “Best Practices” for equipment selection and installation.

3. CODES AND STANDARDS:

4. PLACE, DELIVERY, AND PERIOD OF PERFORMANCE

4.1. All construction related work is located at Stillwater NWR, 13303 Stillwater Road, Fallon, NV 89406, which is in the Lahontan Valley of north-central Nevada, near the community of Fallon, sixty miles east of Reno.

4.2. Stillwater NWR staff are available 6:30 am to 4:30 pm Tuesday through Friday, with the exception of Holidays. Work shall be completed during normal working hours. Exemptions to work beyond these hours must be request and approved by the COR.

4.3. Supply and installation of replacement inverters shall begin on or about April 8, 2024, and shall be completed by 9/30/2024.

5. DELIVERABLES

5.1. Within 15 days of award, contractor shall submit the Initial Project Schedule for review.

5.2. Final Product Operations and Maintenance Manuals (O&M) upon completion of the installation.

5.3. Completed repair and installation in accordance with the approved contract.

6. INSPECTION AND ACCEPTANCE

6.1. The work shall also be done in accordance with all applicable federal, state and local codes as outlined in the Codes and Standards section if applicable. In addition, the most current edition of the IBC, NFPA 101 Life Safety Code, ADA/ABA, and any other applicable disciplines of the International Code Council apply to this project, as well as with accepted general industry standards.

6.2. The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents.

7. GOVERNMENT FURNISHED MATERIALS

7.1. USFWS will make available any known historical related documents. The contractor will have access to electricity panels and other utilities as required to reconnect the panels to the existing system as well as any existing drawings or manufacturer information related to the project.

8. AVAILABILITY

8.1. Unless approved by the Refuge Manager, the workweek is Tuesday thru Friday, from 6:30 a.m. until 4:30 p.m., except federal holidays. Work shall be performed during these hours unless prearranged with the Refuge.

8.2. Contractor shall notify the Project Manager a minimum of seven (7) days prior to arrival on-site and/or needing access to any of the buildings.

The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
