Section C – Description/Specifications/Statement of Work
Description of Services/Introduction: The contractor shall provide all personnel, supervision, equipment, supplies, transportation, tools, materials, and any other incidental items and non-personnel services necessary to perform mechanical fuels reduction. The contractor can utilize mechanized equipment, however much of the treatment will require difficult and labor-intensive handwork. Work involved will include but not limited to the use of chainsaws or other hand cutting tools to cut trees, brush, and lower branches, slashing of cut trees, and hand pullback or piling of cut slash. The contractor is responsible for familiarizing themselves with the work unit areas, as well as with the nature and scope of the contract requirements and specifications. The contractor shall perform to the standards in this contract.
Background: The Balcones Canyonlands National Wildlife Refuge (NWR) would like to reduce fuel loadings on federal lands and adjacent private lands. The fuel reduction will include the cutting of entire trees in certain treatment units while other treatment units will only be removing understory vegetation. These treatments will reduce the potential for high intensity crown fires, protect habitat and reduce risk to responders and the public.
The project areas contain varying large quantities of Ashe juniper trees, commonly referred to as “cedar”. Some portions of the unit(s) lack juniper, while other portions of the unit(s) contain very dense thickets of juniper.
Additionally, some of the juniper trees are single or double-stemmed. However, the vast majority of the trees and saplings are multi-stemmed, with very low tree branches. Additionally, other species present include, among others, the following: live oak, Spanish oak, post oak, cedar elm and mesquite, as well as cacti spp. In general, the work sites are variably rocky and gravelly. The terrain is variably flat to gently sloping, with occasional steep slopes. The areas contain a variety of flora and fauna. The fauna presents on the Refuge, and within the Balcones Fire District include, among others, the following: turkey, quail, deer, snakes (including rattlesnakes and copperheads), coyotes, foxes, feral pigs, scorpions, spiders, bees, wasps, fire ants and other biting insects.
Additionally, the units within the Refuge were previously private property and were used primarily for ranching.
Therefore, there is a possibility of finding some barbed wire and other ranching- related items, materials and debris present within each unit. Due to the variable site conditions, all contractor crew personnel shall be alert and observant for any potential hazards. Contractor personnel must be able to adjust to variable site conditions, to successfully complete and perform the contract work requirements, with the variable site conditions and vegetation types within each treatment unit.
SPECIFIC TASKS:
Some of the fuel reduction tasks vary between each treatment unit. For each Treatment Task worksheet and Map with the unit perimeter will be completed by the Government. Only the tasks identified on the Treatment Task Worksheet are to be by the contractor. The contractor shall be familiar with the treatment unit perimeter and the task required for each unit. Prior to implementation the contractor shall conduct an initial site visit with the Fish & Wildlife Service (FWS) Technical Representative to ensure proper identification of each area to be treated, tasks to be performed, and access to the work area.
A.1 CUTTING JUNIPER: The contractor shall completely cut juniper trees and saplings, as summarized:
• All juniper trees greater than (>) 36 inches tall. (See exception 1 below).
• Maximum stump height shall not exceed 6.0 inches tall. (See exception 2 below)
• All live branches and limbs shall be cut within 3.0 inches of the stump.
• Exception 1: No single or double stemmed juniper trees greater than six inches (> 6.0 inches) diameter shall be cut.
• Exception 2: Larger multi-stemmed juniper trees with ground-level branches shall not have a stump height greater than 24 inches tall.
A.2 CUTTING of OTHER BRUSH and TREE SPECIES: The contractor shall completely other species of trees and/or brush, as summarized:
• All saplings, small trees, and brush species less than four inches (<4.0 inches) in diameter.
• All juniper trees less than 36 inches tall.
• Maximum stump height shall not exceed 6.0 inches tall.
A.3 CUTTING of SHINNERIES: The contractor shall completely cut woody vegetation within units designated as shinneries as summarized:
• All woody species greater than (>) 36 inches tall.
• Maximum stump height shall not exceed 6.0 inches tall.
A.4 SLASHING OF CUT TREES:
• All limbs remaining on cut juniper trees shall be slashed from the bole so that the remaining tree shall have no part greater than 36 inches from the ground.
A.5 FENCE-LINE CLEARING: The contractor shall completely cut, slash, and remove all unwanted trees and brush along (and in) the fence-lines, as summarized:
• All trees and brush shall be completely cut and severed along (and in) the fence-line.
• All trees, branches, and brush must be removed from the fence-line.
• All accumulated slash and brush shall be pulled back and removed from the fence-line a minimum of ten feet.
A.6 SLASH PULLBACK: The contractor shall move and relocate accumulated slash away from designated No- Cut trees, fence-lines, roads and trails, buildings, etc. These areas will be designated by the government on the site map. Slash pullback can be done by machine if approved by the COR. All slash pullbacks shall follow the criteria, as summarized:
• Slash will be pulled back a minimum of 10 feet from the designated unit perimeters, fence lines,
• utility lines, and buildings.
• Slash will be pulled back a minimum of 5 feet from the designated roads and trails.
• Slash will be pulled back a minimum of 10 feet from drip line of the designated trees.
• Pulled slash will be scattered and not piled. This will require areas with heavy slash to be pulled a greater distance so that no piling occurs, and all slash is exceeds the minimum pull back requirements.
• Exception will require COR approval on case-by-case basis depending on the availability of open areas for the piled slash.
A.7 UNDERSTORY THINNING – Shaded Fuel Break (SFB): The contractor shall follow and comply with the following criteria and requirements for establishing shaded fuel breaks (SFBs). They are as summarized:
Treatments which apply to all zones:
• Remove fallen dead wood, dead limbs, small shrubs, and low branches with green foliage up to the target height. This includes junipers and all other woody vegetation but excludes both deciduous and live (evergreen) oaks.
• Low branches which have foliage above the target height (i.e., contributing to canopy layer) are to be pruned and not removed from the bole.
• When removing dead limbs and low branches, the crew shall not scar up the trunk (bole) of the tree.
Remaining branch stubs shall not exceed 1 inch in length.
Special rules for trees less than 10cm in diameter:
• Zone 1 - If removing green foliage (pruning) would remove greater than 40% of the canopy on small trees less than 10 cm (4 inches) in diameter, remove the whole tree.
• Zones 2 and 3 - In each thinning, trees less than 10 cm in diameter and greater than 1 meter in height, remove
½ of trees (select less dominant trees), the remaining ½ (select dominant trees) would be pruned to 1 meter.
Special rules for portions of treatment that do not have a canopy overstory (open-spaces):
• Trees existing in portions of the treatment area that do not have a canopy overstory should be pruned up to one meter. Trees competing for the same canopy space should be thinned to favor the dominate tree(s).
• The woodland margin around the open-space will be treated using the zone 1 criteria.
Target Height:
Zone 1: 0-5 Meters (Woodland Margin):
Target height is 1.8 meters (6 ft).
Zone 2: 5-20 Meters Target height is 1.5 meters (5 ft).
Zone 3: 20-30 Meters
Target height is 1 meter (3 ft).
A.8 UNDER STORY THINNING: The contractor shall follow and comply with the following criteria and requirements for establishing shaded fuel breaks (SFBs). They are as summarized:
• Remove fallen and standing dead trees and limbs up to six feet (6ft) above the ground. Large fallen trees with boles greater than six inches (6in) in diameter can remain on the ground once all the smaller limbs are removed.
• Trees less than four inches (4in) diameter, competing for the same canopy space, should be thinned to favor the dominate tree(s).
• Remove low branches, from juniper trees, with green foliage up to six feet (6ft) above the ground. Low branches, which have foliage above six feet (6ft) and contribute to the tree canopy layer are to be pruned and not removed from the bole.
A.9 MACHINE-PILING of SLASH: The contractor shall hand-pile or machine-pile the accumulated slash on the treatment units, as summarized:
• Slash piles shall not exceed 15 feet in height.
• Slash piles shall not be located within ten feet of the drip line of any standing trees.
• Slash piles shall not be located within ten feet of any fence-line, road or trail.
• Slash piles shall not be located within 30 feet of any buildings, fuel tanks, or utility lines.
• Slash piles shall not contain soil, trash, or any other debris.
A.10 HAND-PILING of SLASH: The contractor shall hand-pile the accumulated slash on the treatment units, as summarized:
• Slash piles shall not exceed 4 feet in height.
• Slash piles shall not exceed 6 feet across at the greatest part of the pile.
• Slash piles mid-point shall not be directly under a tree canopy.
• Slash piles shall not contain soil, trash, or any other debris.
• Larger woody debris greater than 6” diameter can be excluded from slash piles and left on ground perpendicular to the slope.
A.11 CHIPPING or GRINDING of ACCUMILATED SLASH: The contractor shall chip or grind all accumulated slash, as summarized:
• All dead branches and accumulated slash shall be chipped or be ground up within the identified treatment unit areas.
• All chippings shall be consolidated in piles.
• All chips shall be less than 2 inches in length.
GENERAL TASKS:
Conflicts with Other Government Use: The contractor shall acknowledge that this project is on a NWR and shall agree to move their personnel, equipment, and their operations at their expense at the direction of the Government if there is a potential conflict with other requirements for Government use. In the event of interference due to other requirements, the Government shall grant additional time to complete the contract work requirements, based on a day for day basis. A revised work schedule from the contractor will be required.
Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of work. The name of this person and an alternate who shall act on behalf of the contractor when the manager is absent shall be designate in writing to the Contracting Officer (CO). The contract manager or alternate shall have full authority to act on behalf of the contractor on all contract matters relating to daily operation of this contract.
The contract manager or alternate shall be available between 8:00 A.M. to 5:00 P.M., Monday through Friday except federal holidays or when the government facility is closed for administrative reasons.
Wildland Fires: Fire tools and fire extinguishers shall be present on-site and shall be readily available for usage.
Fire tools should be one per employee and be suitable for cutting and scraping, such as a shovel or pulaski. Fire extinguishers should be one per 3 employees and, for the purpose of this section, rated for Class A fire only.
Portable water spraying packs suitable for wildland fire suppression can be used in lieu of Class A only fire extinguisher.
All fire starts shall be reported to the Government and shall be suppressed immediately. Any fire that cannot be suppressed immediately shall be reported to 911. At this time, evacuation of employees is the priority. The contractor shall make an initial effort to suppress any fire starts, but it is the responsibility of the Government to suppress any wildland fires.
At times of very high and extreme wildland fire conditions, it may be necessary for the contractor to stop work for extended periods of time. The Government shall inform the contractor of these situations are likely to occur and will work in the interest of both parties to minimize the impact of any delays.
Smoking: Cigarette/Cigar smoking by Contractor personnel is permitted only in cleared areas designated by the Site Rep/Government such as permanent fire lines or utility rights-of-way. Such an area shall be completely free of slash, trash and debris, be on exposed gravel, rocks or bare mineral soil and be away from all hazardous materials, including fuel oil, grease, etc. Smoking materials shall not be left on Refuge lands. The Contractor shall be held liable for any wildland fire that is started by their personnel from negligence.
Transportation & Access: The contractor shall provide all equipment, operators and support personnel, transportation, parts, fluids, fuel, etc. It is the contractor’s daily responsibility to transport the equipment to and from the site and to provide for the transportation of personnel, fuel, parts, fluids, etc. Personal vehicles are not to be left on Refuge property overnight. Regardless of time-of-day, vehicles, equipment, etc. shall not block gates, roads, and other access points. At the end of shift, the contractor shall lock all gates on the way out unless otherwise advised by the POC.
Cut Materials: If the contractor desires to remove any cut juniper woody material (e.g. “cedar posts”) from the work area, then the contractor shall request permission from the Contracting Officer Representative (COR) in writing prior to removing any woody material from the Refuge. The gathering and taking of such woody material from the sites shall not interfere with (or delay) the contractor’s work schedule, or work performance, for meeting required deadlines, and contract schedules. Also, it shall not interfere with the environmental and natural resources protection requirements on the Refuge.
Cutting/ Slashing on Excessively Steep Slopes and Terrain: Contractor crew personnel shall use common sense and use good judgment when working in steep terrain. For steeply-sloped areas within the designated cutting units, the following criteria and guidelines shall apply and shall be implemented by contractor crew personnel, as follows: Do not cut any juniper on steep slopes and creek banks greater than 45 degree slope.
Common sense rule: If you can't stand comfortably and safely on a hill or a slope in a work area, then don't cut there.
Supervision: To ensure performance and accomplishment of work as outlined herein, the contractor shall provide adequate and competent onsite supervision (with the ability to effectively communicate in English), for all work to be accomplished by the contractor’s employees. When contract work is in progress, supervisory personnel shall be available at all times to receive notices, reports, or requests from the Site Representative or his authorized representative. NOTE: At no time will the Government representatives direct or supervise the activities of the contractor’s employees.
Security of Materials: The contractor may leave their equipment and supplies at the work site. However, the contractor is hereby advised that the Government assumes no liability or responsibility for the stored equipment or supplies on Government lands or on private lands. Also, the contractor shall provide their own locks for usage of gated roads. The contractor’s lock(s) shall not bypass any of the Service’s gate locks on any gate at any time. All gates shall be locked and secured at all times.
Employee Safety: The contractor is responsible for having an approved safety plan and an emergency plan. The contractor is responsible for having safety briefings and safety training. Also, the contractor shall be liable and responsible for ensuring that all contractor personnel are wearing and using the proper personnel protective equipment (PPE) and supplies, for performing the work duties and tasks under this contract, in a safe and proper manner. Such PPE shall include (but not be limited to) the following: chain saw chaps, steel-toed boots (or boots with foot protection), hardhat, long-sleeve shirts and pants, safety glasses or goggles, ear plugs and leather gloves.
Human Sanitation: The contractor shall be responsible for providing their own mobile/portable sanitation or latrine facilities, including (but not limited to) honey buckets, sanican, portable wash stations, potable drinking water facilities etc. The contractor shall ensure that all human waste is safely and properly disposed of and not dumped on any Government facilities or Government property or on any private property.
General Housekeeping: The contractor shall be responsible for the proper handling and proper transport and disposal of all waste products, including (but not limited to) general trash/waste, human waste, hazardous materials and hazardous waste. The work areas within each unit shall be kept clean and free of all trash. ALL trash is to be picked up and removed daily.
Invasive Species Mitigation: All equipment used by the contractor will be clean of all debris, dirt, mud, plant material, and grease within tracks and undercarriage, prior to entering the Refuge. If equipment leaves the work site for any reason it will be cleaned prior to re-entering the Refuge. This requirement is to limit the potential for spread of exotic and invasive plants onto the Refuge.
Endangered Species: The contractor shall confine their activities to the work areas defined by the maps, drawings, and specifications. The contractor is advised that many areas near or adjacent to work areas may be habitat for Federally-listed Endangered Species which are protected by the Endangered Species Act. The US Fish & Wildlife Service will mark in the field and on maps and convey to the contractor the known locations of endangered species habitat closest to the work areas. The contractor is hereby advised that any and all areas outside of the designated work areas may constitute as endangered species habitat or other environmentally sensitive areas. The contract is based on having “No Affect” on any endangered species. If any endangered species habitat is inadvertently or purposely damaged by the contractor, then the contractor shall be liable and be responsible for any and all damages and for adversely affecting endangered species habitat. This includes (but is not limited to) any monetary damages, fines, mitigation, etc.
Protection of Trees: The Contractor shall take every precaution necessary to prevent damage to trees and vegetation outside of the treatment area.
Oak Wilt: Oak wilt is a disease that kills and/or harms oak trees, including live oak and Spanish oak. The contractor shall be responsible for using extreme care and caution when working around any oak trees. The contractor shall have a readily available supply of tree-injury/tree-pruning spray paint on-site, at each unit. All contractor personnel shall spray this paint on any injured or cut oak trees, saplings, and/or branches. Spraying of the cut or injury shall be done immediately, to minimize any potential harm, infection or spread of infection.
Spill Containment & Trash Pick-up: The contractor shall have the necessary equipment and supplies required to mitigate any fuel or fluid spills. All spills are to be reported to the FWS POC as soon as they occur. All trash from operations including but not limited to hydraulic fluid and oil containers, water bottles, food wrappers and containers, etc. shall not be left on site.
Hazardous Materials: The contractor shall ensure that a current, up-to-date Safety Data Sheet (SDS) is readily available for each product, as well as listing a product identification number. ALL hazardous materials shall be properly stored in approved storage containers. The hazardous materials contents shall be in approved, labeled containers. No hazardous materials or waste shall be left unattended out in the open, or left out in sunny areas or spots, due to potential leaking, or swelling of the container, as well as potential vaporization of the contents of such hazardous materials. This is a primary concern for all petroleum fuel products. Any hazardous materials that are used on site by the contractor shall have absorbing pads or other approved alternate containment protection underneath them or have other alternative protection, to prevent accidental spills or leaking of any hazardous materials Any contractor-generated hazardous waste items shall be properly labeled and be in approved containers. Additionally, any contractor- generated hazardous waste shall be properly disposed of. All hazardous waste items shall be transported properly and safely to an approved hazardous waste facility that accept, handle and dispose of hazardous waste.
Protection of Stream and Water Sources: The contractor is responsible to ensure that any potential environmental contamination is prevented and avoided. All contractor personnel shall use care and caution at all times, especially when working in or near riparian areas, including streams, springs, creeks, etc. No hazardous materials shall be emptied, stored or used near any water sources, including springs and creeks.
Protection of Standing Live Trees: The contractor shall leave all other remaining standing trees as is. This includes (but is not limited to): live oak, cherry, Spanish oak, etc. All single-stemmed or double-stemmed juniper trees greater than 6.0 inches DBH shall be left uncut and shall be retained as "specimen" or habitat trees. Such trees have one or two major trunks on them. All contractor crew personnel shall realize and understand that many of these habitat "specimen" trees are not flagged as "NO-CUT" trees. Therefore, ALL contractor crew personnel shall use extreme care and good judgment in recognizing and dealing with larger-diameter juniper trees. Wildlife trees or other designated trees or other areas shall remain undisturbed. These trees or areas may be designated with special markings, including (but not limited to) pink flagging. Any clarification on this matter shall be addressed to the CO or TR.
Soil Erosion and Site Damage: Soil erosion and/or site damage shall be minimized, including on all roads, trails and shallow soil zones. Additionally, the contractor shall restrict their vehicular traffic to the roads that are designated for use in this contract. Any requests for access to other non-designated roads or trails shall be made in advance with the COR, prior to any usage. All roads and trails are subject to closure at any time by the Government, as deemed necessary or required. If the contractor is authorized to make any new access trail, then the contractor shall be responsible for trail rehabilitation. This includes slash pull-in and scattering of slash into the trail(s). Other site rehabilitation may be required, on a case-by-case basis. If there is rutting of roads, the contractor is responsible for repair.

F.2.0 RECOGNIZED HOLIDAYS
Recognized Holidays: The contractor is required to perform services on holidays for work involving the care and welfare of live animals in captivity or potentially trapped if traps remain active over holiday periods. Contractor must also be prepared for emergencies to ensure the viability of any collected and held biological specimens used in captive propagation.

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (JULY 2010)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm’s past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at http://www.cpars.csd.disa.mil.
The CPARS User Manual, registration for Online Training for Contractor Representatives, and a practice application may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at http://www.cpars.csd.disa.mil/.
Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating ''No comment" in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:

(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, preaward surveys, responsibility determinations, production readiness reviews, or other similar purposes.
(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30- day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – INVOICE PROCESSING PLATFORM
(IPP) (APR 2013)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice
1. Invoice billed according to contract line items and rates.
2. If partial payment is billed and the invoice states a lump sum, the invoice shall include an itemized breakdown and narrative progress summary of the work performed during this invoice period.
3. If final payment is billed, the last invoice shall state “FINAL”.
4. Contractor’s Release of Claims shall be submitted with the final invoice.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

52.204-21 Basic Safeguarding of Covered Contractor Information Systems. (NOV 2021)
(a) Definitions. As used in this clause— Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information ( 44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
