Performance Work Statement 140F0621Q0140
PERFORMANCE WORK STATEMENT (PWS)
Tree Removal Monomoy National Wildlife Refuge
30 Wikis Way – Morris Island Bluff, Chatham, MA
1. GENERAL: This is a non-personnel services contract to provide Tree Removal at Morris Island Bluff on Monomoy NWR. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Tree Removal at Morris Island Bluff on Monomoy NWR as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Background:
Changes in hydrology over the past couple years have significantly increased the rate of erosion along the bluff within the boundary of Monomoy NWR on Morris Island. Transects were set up along the top of the bluff and measurements were taken from November 25, 2020 to March 8, 2021. Average loss during this 15-week time span was 4.5 feet with a range of 1.0 to 10.0 feet of loss. The loss of land due to erosion is expected to last several years. The weight of large trees at the top along with wind are causing these trees to fall bringing more of the bluff along with it.
Trees which have fallen to the toe of the bluff are inundated at high tide. At least two of these trees have become dislodged and were seen in navigable waters by the Harbor Master for the Town of Chatham. Furthermore, the Harbor Master sent a letter warning of the danger these trees present.
To slow the rate of loss of land at the top of the bluff, this project will remove the largest trees while leaving their roots in the ground to help keep the ground stable. Trees at the bottom of the bluff will be removed to prevent any more from floating away.
1.3. Objectives:
• Remove all trees marked for removal. Generally, these trees are greater than 4 inches in diameter located along the top of the bluff (approximately 210 yards) and within 30 feet of the current edge. Total number of trees is approximately 40-60 (figure 1).
• Cut these trees flush to the ground leaving roots in the ground.
• Remove all trees and shrubs which have fallen down the bluff and on to the beach which is approximately another 40-60 trees.
• De-limb and chip the branches and shrubs
• Remove chipped wood and logs
1.4. Scope: Contractor shall provide all tree removal services as detailed in Part 5 below. Services include flush cutting, limbing, chipping, stacking logs out of the way, and hauling chips and logs to be disposed off-site. This applies to trees and shrubs located at the top and bottom of the bluff. Removal of trees at the bottom of the bluff may require the use of a crane.
1.5. Period of Performance: The period of performance shall be for one month, sometime between September 2021 and November 2021.
1.6. General Information
1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS.
